ORDINANCE NO. 94 33
AN ORDINANCE CFJ;ATING A NEW DEPARTMENT TO BE
KNOWN AS THE DEPARTMENT OF ECONOMIC DEVELOP-
MENT, PROVIDING FOR THE APPOINTMENT OF A
DIRECTOR BY THE CITY MANAGER; PRESCRIBING THE
FUNCTIONS AND DUTIES OF THE DEPARTMENT; CON-
TAINING A REPEALER PROVISION AND A SEVERABI-
LITY CLAUSE
WHEREAS, it is tho %7itcil. int(.rest of. I. -he City of Miami to
establish a Department to deal exclusively with economic develop-
ment; and
WHEREAS, pursuant to notion No. 82-286 the City Manager pre-- _
rented the City Commission with a recommendation whereby the Depart-- -
ment of Trade and Commerce Development would be divided into two
departments, one dealing exclusively with economic development and
the other with international trade; and
WHEREAS, pursuant to Motion No. 82-328 the City Commission
accepted the above mentioned recommendation by the City Manager,
thereby creating the need to create the Department of Economic
Development; and
WHEREAS, Section 19A of the Charter of the City of Miami pro- _
vides that the Commission may create new departments or discontinue
any departments and determine, combine, and distribute the functions —
and duties of departments and subdivisions thereof; and
WHEREAS, it is the desire of the City Commission to exercise
such authority and to create a new department to be known as the =
Department of Economic Development.
NOW, THEREFORE, BE IT ORDAINED BY THE COM14ISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. A department to be known as the Department of
Economic Development is hereby created.
Section 2. The City Manager is hereby authorized to appoint a
director of *the Department of Economic Development. The director

shall administer the affairs of the department subject to the
supervision and control of the City Manager in all matters.
Section 3. The functions and duties of the Department of
Economic Development shall be to:
a) i. Establish a domestic marketing and economic research
unit to identify and provide information, reports and
services targeted at .Miami's local business sector.
ii. Develop a comprehensive data base on Miami businesses.
iii. Preserve and maintain businesses located in Miami.
iv. Assist businesses forced to relocate because of rapid
transit development to relocate within the City of
Miami.
b) Serve as an "OMBUDSMAN" serving as a one -stop service
agency that will assist local businesses to cut through
government red tape and facilitate any process aiding
their smooth operation.
c) Expand the network of communications within and between
the community's key industries by utilizing local
business advisory groups made up of representatives
from industries such as gartment, design and electronics
to advise the City on issues of concern.
d) Increase the level of technical and management expertise
and knowledge of minority businesses.
e) Serve as the contract manager for the City with Miami
Capital Development, Incorporated, and recommend appro-
priate changes to assure that the monies in the Revol-
ving Loan Fund are disbursed in a fiscally prudent manner.
f) Establish an "Entrepreneur Venture Capital Fund" using
grant monies and other available private and public
monies to provide approximately 12 loans annually to
Black entrepreneurs.
q) i. Develop a three (3) year work program for neighborhood
economic development organizations designed to
accomplish specific economic revitalization projects
and to make them self-sufficient within three years.

ii. Develop and monitor the implementation of a one-year
contract with each organization for the period of
June 17, 1982, through .Tune 16. 1983.
iii. Develop and encoiirage merchant associations in each
neighborhood to act_ as the driving force behind
business --related projects.
Section 5. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed
Section 5. If any section. part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
