AN ORDINANCE AMENDING SL'`,TIONS 2-171, 2-172, AND 2-173
OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED
BY CHANGING THFNMME OF THE DEPARTMENT OF TRADE AND COM-
MERCE DEVELOPMENT TO THE DEPARTMENT OF INTI:RNATIONAI,
TRADE PROMOTION; FURTHER BY PRESCRIBING NEW FUNC-
TIONS AND DUTIES OF THE NEWLY -NAMED DEPARTMENT:
FURTHER REPEALING SECTION 2-174 OF SAID CODE,
ENTITLED "PROGRAMS ADMINISTRATION"; CONTAINING A
REPEALER PROVISION AND A SEVERABILLTY CLAUSE.
[WHEREAS, it is in the vital interest of the City of Miami
to establish a department to deal exclusively with international
trade; and
(WHEREAS, pursuant to Motion No. 82-286 the city manager
presented the City Commission with a recommendation whereby the
Department of: Trade and Commerce Development would be divided
into two departments: one dealing exclusively with international
trade and the other with economic development; and
[WHEREAS, pursuant to Motion No. 82-328 the City Commis-
sion accepted the above -mentioned recommendation by the city
manager, thereby creating the need to rename the existing
Department of Trade and Commerce Development; and
WHEREAS, Section 19A of the Charter of the City of Miami
provides that the commission may create new departments or
discontinue any departments and determine, combine, and distri-
bute the functions and duties of departments and subdivisions
thereof; and
WHEREAS, it is the desire of: the City Commission to exer-
cise such authority and to change the name of the Department of
Trade and Commerce Development to the Department of International
Trade Promotion and to redefine its functions and duties;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY 0F MIAMI, FLORIDA:
Section 1. Sections 2-171, 2-172 and 2-173 of the Code of
the City of Miami. Florida, as amended, are hereby amended in the

following particulars:
"DIVISION 11.5 INTERNATIONAL TRADE AND
G9MMERGE-DEVEL-OPMR!q-£ PROMOTION DEPARTMENT
Sec. 2-171 Created.
A department to be known as the international
trade and-eommeree-devel.epment eromotion__.....__._.
department is hereby created. (Ord. No. 9014,
§ 1, 11-5-79)
Sec. 2-172. Appointment, duties of director.
The city manager is hereby authorized to appoint
a director of the international trade aad--commeree
development promotion department. The director
shall administer the affairs of the department
subject to the supervision and control of the
city manager in all matters. (Ord. No. 9014,
§ 2. 11-5-79)
Sec. 2-173 Functions and duties of department.
The functions and duties of the international
trade and-eemmeree-develepment promotion
department are to:
(a) Establish a Miami -Dade International Trade
Promotion Corporationto attract successful. major trade shows, fairs.
symposia, seminars, conferences and conventions to Nliami and serve
as the City's contract manager for this corporation. This corpora-
tion shall be responsible for coordinating activities related to the
African Trade Fair.
(b) Establish a permanent International Trade Center
(c) Promote and provide support for the development
and implementation of international regional centers; e.g,, Insurance
Exchange of the Americas, the Miami Television Center, International
Health Center..
(d) Establish International Business Advisory Groups
and utilize various International Trade Associations to market Miami
and arrange trade missions to Jamaica, other. Caribbean islands,
selected Central and South American countries, African cc)untries,
and European countries,
(e) Develop an international marketing media campaign
to promote the advantages of doing business in Miami and the ameni-
ties of life in South Florida to he funded on a cooperative basis
with the private sector and other governmental agencies.
(f) Prepare and submit internationally oriented economic
and business related reports and articles for publication in foreign
(i.e., Latin American, European) newspapers and trade journals.

(g) Analyze American foreign policy, on a selected
basis, as it affects Miami's economy, e.g., U.S, immigration policy,
the Caribbean Basin Initiative, international banking and taxation
legislation and regulations.
(h) Establish strong working relationships with major
international institutions such as Georgetown University, the
Wilson Center, and other like institutions.
(i) Establish strong working relationships and support
financial associations such as the International Banking Facilities
Association and similar associations.
(j) Respond and follow-up on all inquiries from foreign
and U.S. investors wanting to relocate to Miami or seeking assistance
related to export and import matters..
(k) Work closely with other city. county, state, federal
and private agencies involved in promoting Miami.."
Section 2. Section 2-174 entitled "Programs Administration"
of the Code of. the City of Miami., Florida, as amended, is hereby
repealed in its entirety.
Section 3. All references to the Trade and Commerce Develop-
ment Department appearing in the Code of the City of Miami, Florida,
as amended, other than the references described in Section 1 hereof.,
shall be deleted therefrom and the Trade and Commerce Development
Department shall hereinafter be referred to as the International
Trade Promotion Department wherever any reference to the Trade and
Commerce Department shall appear in said Code.
Section 4. All ordinances or parts of ordinances in conflict
herewith, insofar as they are in conflict, are hereby repealed.
Section 5. If any section, part of section,, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
