Pursuant to our meeting of May 25, 1982, this is to request that you schedule
a discussion before the City Commission in their June 17. 1982 meeting
regarding the City's contribution to the cost of redeveloping Lot 19 in the
median of Biscayne Boulevard in order to accommodate relocation of the
Downtown Component of Metrorail from Bayfront Park.
By way of background, the Department of Off -Street Parking has been
responsible for all maintenance of the 300 space parking lot in the middle of
Biscayne Boulevard for the past 20 years. The Department has assumed
r-esponsibility for trimming the Royal Palms, cutting the grass and
maintenance of drainage structures throughout the entire seven block parking
lot. When we were approached by Roy Kenzie of the Downtown Development
Authority with the concept of relocating the Downtown Component of Metrorail
from its original location in Bayfront Park, the position of the Off -Street
Parking Board was that this relocation could be approved if the remainder of
the lot could be redeveloped to include the same number of parking spaces.
This was necessary in order to protect the interest of the bondholders.
In a meeting held in January which you attended as well as County Manager
Stierheim, it was determined that the County was willing to finance up to
$200,000 of the project cost assuming the City would finance up to $100,000.
In addition, the State of Florida agreed to provide $50,000 and the
Department of Off -Street Parking $50,000 if required.
Approximately four months were required to design the lot to ensure that 300
spaces could be included in the reconfigured lot. The preliminary design is
now available and we have been able to accomplish the goal. In our May 25,
1982 meeting, it was requested that a presentation be made to the City
Commission regarding this subject. We are now ready to make that
presentation including a site plan demonstrating the layout of the new
parking facility.
