Pursuant to our recent discussions this is to advise you that the Department
of Off -Street Parking recommends three items for consideration in development
of the World Trade Center Garage. These items in order of priority are:
1. Housekeeper sealant for all parking decks in order to protect
the concrete surface and enhance cleanliness of the garage.
Housekeeper is a gray coating which is impervious to oil and
other fluids that drip from automobiles. This coating allows
the garage to be washed on a regular schedule and greatly
improves the appearance of the facility. The estimated cost is
$100,000.
2. The Department currently utilizes a computerized revenue control
system in its three garages. The majority of software costs
have already been completed. To add the World Trade Center
Garage to this system will require a mini computer located at
the garage plus a modest expansion of the Department's central
computer to handle reporting requirements. There are two
components of the revenue control system. The first is
entry/exit gates and ticket issuers. These devices will cost
4 approximately $125,000 for the garage and are required
regardless of what type of revenue control is used. In
addition, approximately $75,000 will be necessary for the
computerization and cash monitoring equipment. The Department
believes that this is a modest investment in relation to the
$2,400,000 annual budget of the garage. Therefore, it is highly
recommended that this investment be made.
3. The existing construction contract includes conduit for a
television security system similar to that installed in Garage
No. 3 near the Miami Dade Community College New World Center
Campus. Both the World Trade Center and Garage No. 3 are the
same size (1,500 spaces). The Department invested in excess of
$400,000 fpr television security in Garage No. 3. In
consultation with the company which installed the system in
Garage No. 3, it has been determined that the World Trade Center
Garage installation could be accomplished for between $200,000
and $300,000. The existence of television security is
extremely important in a garage which operates in the evening
such as Garage No. 3 (in order to serve Miami Dade Community
College) or the World Trade Center Garage which operates 24
hours a day (in order to serve the Regency Hotel and the 5,000
seat auditorium).

In discussion of these items with the Off -Street Parking Board it was
determined that the Department is willinC to advance all or a portion of the
funds for the above recommended projects. If all three projects are
authorized it is estimated that the monthly payment would be approximately
$20,000, assuming that the City comm_:s to a monthly payback which would
complete payment of the debt in three years at an interest rate comparable to
the rate the Department earns on invested funds. As an alternate, the City
could agree to finance these improvements on a cash flow basis at an
.estimated cost of $500,000 to $600,000.
It is requested that you schedule this item for the June 17, 1982 City
Commission meeting in order for the Department to complete the necessary work
prior to the scheduled opening in late 1982. Approximately four months will
be required to complete the revenue control system. The T.V. Security will
require approximately three months.
