RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE AGREEMENTS, SUBJECT TO THE CITY ATTORNEY'S
APPROVAL AS TO FORM AND CORRECTNESS, WITH (1) GARCES
COMMERCIAL COLLEGE, INC., IN AN AMOUNT NOT TO EXCEED
$68,750; (2) MIAMI-DADE COMMUNITY COLLEGE, IN AN AMOUNT
NOT TO EXCEED $68,750: (3) TRI-CITY COMMUNITY ASSOCIATION,
IN AN AMOUNT NOT TO EXCEED $41,250: AND (4) THE DADE COUNTY
PUBLIC SCHOOLS, IN AN AMOUNT NOT TO EXCEED $25,000, TO
PROVIDE PROFESSIONAL JOB TRAINING SERVICES FOR THE CITY OF
MIAMI'S PARTICIPANTS IN THE ENTRANTS IMPACT AID PROGRAM
WITH FUNDS EXPENDED FOR THE COST OF SAID AGREEMENTS TO BE
REIMBURSED UNDER THE CITY OF MIAMI'S CONTRACT WITH THE
SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM.

Section 2. The above authorization is conditioned upon approval
of the city's proposal to the said consortium. In the event full
funding in the total amount of $203,750 is not awarded for the herein
training agreements, the above authorized amounts shall be reduced
on a pro rats basis.

Resolution to provide training
under the Entrants Impact Aid
Program
Enclosed please find a proposed resolution that would authorize you
to sign and execute professional services agreements to provide train-
ing for participants under the Entrants Impact Aid Program.
The City will be submitting an application to the South Florida Employ-
ment and Training Consortium by June 16, 1982. If the City receives
funds under this program, training may have to begin as early as
July 19, 1982.
The entities covered by the proposed resolution have indicated that
they are able to provide the required training under the guidelines
specified by the Consortium. These entities are Garces Commercial
College, Miami -Dade Community College, Tri-City Community Association
and the Dade County School Board.
It should be noted that due to the guidelines established by the
Consortium this program will have to be operated in an extremely cost-
effective manner. Consequently, it has been necessary to include
public educational institutions in our plans. Many organizations
that are submitting proposals directly to the Consortium, are proposing
to subcontract the training to the public schools.
Due to the severe time restraints we have had it has not been possible
for the City to solicit proposals from the community at large.
The proposed contract amounts are based on our most optimistic estimates
of funding. After review by the CETA Consortium, we expect the contract
amounts will be reduced substantially.
