MAINTENANCE CORPORATION IN THE PROPOSED
AMOUNT OF $105,000, BASE BID PLUS ADDITIVE
ITEM 1 OF THE PROPOSAL, FOR SIMON BOLIVAR
PLAZA, WITH MONIES THEREFOR ALLOCATED FROM
A SPECIAL CONSTRUCTION ACCOUNT FUNDED BY THE
REPUBLIC OF VENEZUELA IN THE AMOUNT OF $105,000
CONTRACT COST; ALLOCATING FROM SAID FUND THE
AMOUNT OF $11,885 TO COVER THE COST OF PROJECT
EXPENSES; ALLOCATING FROM SAID FUND THE AMOUNT
OF $2,160 TO COVER THE COST OF SUCH ITEMS AS

Resolution Awarding Contract
(For Commission Meeting
of June 17, 1982)
The Department of Public Works recommends
acceptance of the low bid and submits for
adoption the resolution accepting the bid
received May 25, 1982 of Pavement Maintenance
Corporation in the amount of $108,048, as
recommended by the Department of Parks; and
authorizing the City Manager to enter into
a contract on behalf of the City of Miami
for SIMON BOLIVAR PLAZA.
Bids were received May 25, 1982 for construction of a paved plaza
at Bayfront Park to hold a statue of Simon Bolivar donated by the
Republic of Venezuela.
As reflected in the tabulation of bids, the $108,048 bid of
Pavement Maintenance Corporation is the lowest responsible bid
for base bid plus Additive Items 1 and 2 of the proposal.
Funds are forthcoming from the Republic of Venezuela, as per
Resolution 82-104 dated February 11, 1982, for the estimated
amount of the contract, for project expense, for such items as
advertising, testing laboratories, postage, and for indirect
cost. The engineers' estimate was $90,000.
The undertaking of this project is contingent on the receipt of
total funding for it by the Venezuelan government as stipulated
in Resolution 82-104.

publicly opened and read.
The project consists of:
1) The construction of a small. paved plaza at two levels,
complete with drainage structures, ramps, steps, walls,
walks and a statue pedestal.
2) The installation of the eight (8) foot tall bronze
Simon Bolivar statue. 1 0
3) The installation of outdoor lighting and utility work. I
4) The installation of planting including trees, ground
cover and grass.
For technical questions please contact Tom Degenhart, or Juanita Shearer
at the Department of Parks, Design Division, 579 -6900.
All bids shall be submitted with the Instructions to Bidders and Specifi-
cations. Plans and Specifications may be obtained from the Director,
Department of Public Works, 275 N.W. 25th Street, Miami, Florida 33128.
Plans and Specifications are to be returned in good order and unmarked
within ten (10) days after bids have been received.
Those minority or target area contractors and/or small business interested
in submitting bids are advised to contact Contractors Training and Develop-
ment, Inc., to be provided with technical assistance in preparing bid
packages. For further information call Terrence E. Griffin, Administrative
Aid II at 579-3420.
The City Commission reserves the right to waive any informality in any Bid,
and the City Manager may reject any and all bids and readvertise.
Proposal includes the time of performance, and Specifications contain
provisions for liquidated damages for failure to complete the work on time.
In addition to these measures, Contractors and Subcontractors will be
required to comply with the provisions of Section 3 (Federal Regulations)
which require all developers, contractors and subcontractors to create
feasible opportunities to employ and train residents in the area of the
