A RESOLUTION ALLOCATING $35,000 OF FY-81-82
SPECIAL PROGRAMS AND ACCOUNTS FUNDS TO THE
BLACK ARTS COUNCIL OF MIAMI, INC., FOR THE
PERIOD OF JULY 1, 1982, THROUGH JUNE 30,
1983, FOR THE PURPOSE OF COMPLETING ITS COM-
MERCIAL REHABILITATION AND FACADE IMPROVE-
MENT PROJECT IN THE COCONUT GROVE TARGET
AREA; FURTHER AUTHORIZING THE CITY MANAGER
TO ENTER INTO AND/OR AMEND EXISTING AGREE-
MENTS WITH THE AFOREMENTIONED AGENCY.
WHEREAS, the Black Arts Council of Miami operates a commercial re-
habilitation and facade improvement project in the Coconut Grove Target
Area, and
WHEREAS, the City of Miami has supported the aforementioned project
through the allocation of Community Development funds for the Third
through the Seventh C.D. Years, and
WHEREAS, the aforementioned project has not been funded in the
Eighth C.D. Year, and
WHEREAS, the aforementioned project is in need of additional funds
to complete its commercial rehabilitation and facade improvement project,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. A sum of $35,000 in Special Programs and Accounts is hereby
allocated to Black Arts Council of Miami, Inc. for the purpose of completing
its commercial rehabilitation and facade improvement project in the Coconut
Grove Target Area.
Section 2. The City Manager is hereby authorized to enter into and/
or amend existing agreements with the aforementioned agency to complete this
project subjet to the conditions and limitations contained herein.

It is recommended that the City
Commission adopt a resolution
allocating $35,000 from the
FY'81-82 Special Programs and
Accounts Funds to the Black Arts
Council of Miami, Inc., for the
purpose of completing the com-
mercial rehabilitation and facade
improvement project in the Coconut
Grove Target Area.
The Black Arts Council of Miami, Inc. currently operates a com-
mercial restoration project designed to improve physical condi-
tions of business structures in the Coconut Grove area along
the Grand Avenue and Douglas Road corridors. In cooperation
with local artists, residents and business persons, this effort
has enhanced the physical appearance of the area through the
repainting of structures, the design of appropriate signs and
address markers, and wall murals.
This project has previously been funded by the City's Community
Development Block Grant Program in the Third through Seventh
Years. However, due to budget reductions and per capita target
area limitations imposed by the City Commission, Black Arts was
not included in 8th Year C.D. funding recommendations.
The project has received enthusiastic support from the community
over the years. At this time, ten(10) business structures remain
in need of revitalization to complete the project as originally
planned. In order to accomplish this goal, the Black Arts Council
is in need of $35,000 for the period July 1, 1982 through June 30,
1983. While these funds are not available through C.D., sufficient
funds have been identified from Special Programs and Accounts to
meet this need. It should be noted that this $35,000 request is
less than the current $50,000 C.D. allocation and represents final
program support by the City of Miami.

What is the Graphic Arts Program
The Black Arts Council of Miami, Graphic Arts Program, is operated by
the Black Arts Council of t'iani, Inc., located at 37'3 G :.nc r.ve.
Area Artists, residents, and technical Dersonnel, pool their talents
in cooperation with area merchants and the City of ;•Ii ai ii to aes t};eti -
cal ly enhance and upgrade the 1 i vi nc conditions of t,.e c07:^e�-c i al
area of Coconut Grove (Black Grove).
The major areas of focus have been G.-and Avenue, with special
i. ,e zs" ci._n tz such as a-._ Douglas and Grand
and Plaza.
l•;hat Has Been Dore:
The r:a jcri ty of the co::,;rerci al bu i 1 d i ngs in these areas have
received the following work:
1. compatible paint schemes
2. compatible,yet creative wooden sign designs
3. compatible address syster,.s
4, compatible wall desiars
As a result of this revitalization, an appreciable portion of merchants
have benefited,who othert•rise would never have been in a position to have
done so. Subsequently, the program has been felt, and its physical mani-
festation has coordinated residents, merchants, and artists in a collec-
tive achievement.
Funding
For the past three consecutive years the City of Miami Community
Development Fund has provided the project with $50,000. This current
year's funding ends June 30, 1932. Rene,•red funding for the fiscal year
1982-003 has not been recoinnended by Community Development, due to other
budget considerations.

We feel (as artists and as a community) it would be dreadful tc
see such a precram, that has estatlished such mo--ntx~, fall short of
its goals at a point when the community is just beginning to feel its
irmact manifested physically, by the improved surroundings, lively
fresh colors and ne,.i signs. Only ten businesses remain to be revi-
talized, thus 535,000 is required to conolete the project as planned,
to its success. We are requesting that this amount be granted to the
B'1ack Arts Council of Miami, Inc. We feel our presence has made,a
vital difference on the face of Black frove.and that this would be a
most inappropriate time to terminate your support. We request your
endorsement of the project to its completion.
