A RESOLUTION SELECTING THE CITY OF NAIROBI, KENYA, AS A "SISTER CITY" OF THE CITY OF MIAMI, FLORIDA AND ESTABLISHING A "NAIROBI, KENYA SISTER CITY COM- MITTEE" AND APPOINTING AN INDIVIDUAL AS CHAIRPERSON OF SAID COMMITTEE TO IMPLEMENT THE PROCEDURE SET FORTH IN RESOLUTION NO. 78-5, ADOPTED JANUARY 11, 1978. WHEREAS, a group of local businessmen, bankers, and dis- tinguished residents of the City of Miami have requested that the City Commission consider designating the City of Nairobi, Kenya, as a "Sister City" of the City of Miami; and WHEREAS, the City of Miami is presently engaged in efforts to increase trade, commerce, and goodwill between the United States of America and the continent of Africa; �,T1�'EREr'1S, the naming of Nairobi, Kenya, as a "Sister City" of the City of Miami would further the bonds of mutual understanding and cultural exchange between Miami and Kenya, thus fulfilling the goals of the Miami Sister City International Program; and WHEREAS, the City of Nairobi, Kenya, apparently meets the criteria established for candidates for sister cities as set forth by this Commission in Resolution No. 78-5, adopted January 11, 1978; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City of Nairobi, Kenya, is hereby selected as a "sister city" of the City of Miami, Florida. Section 2. Pursuant to Resolution No. 78-5, adopted January 11, 1978, a "Nairobi, Kenya Sister City Committee" is hereby established consisting of not less than five but not more than twenty-five in- terested individuals who will actively support the herein Sister City Program and implement the procedure set forth in said Resolution No. 78-5. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A policy is hereby established for govern- ing the selection and formal designation of foreign cities as "Sister Cities" of the City of Miami, Florida, in accordance with the herein attached standard and criteria. CITY OF MIAMI 100-3 COMMISSION POLICY SUBJECT:' A policy outlining a procedure for selecting and designating "Sister Cities" PURPOSE: To formally establish a basis for acting on requests to name certain foreign cities as Miami's "Sister Cities" and to pro- vide for continuing oversight for each sister city program. POLICY: When considering whether the City of Miami should establish Sister City ties with any given city, there should be certain guidelines to be used in making such a determination. The following guidelines shall be applied to all future candidates for sister city status: 1. Primary consideration will be given to Latin American and Caribbean cities. 2. Sister Cities must have a population of at least 300,000 PTIVE and/or a metropolitan population of 1.5 million. �.�E N (3. With the exception of Colombia, the City of Miami LLV L ((ii V should not have more than one sister city in a given country. ��,/11 v 4. The desire.for "Sister City" designation must be mutual. The Sister City selection process and individual sister city program supervision is outlined below: 1. Initial discussion of the possibility of selecting a given city for Sister City designation will be scheduled by a member of the City Commission on the Agenda of a Regular Commission Meeting. 2. If the Commission decides that the city under discussion adequately meets the guidelines established and that the process leading to formal selection and designation of a sister city should continue, the Commission will establish a " name of city - Sister City Com- mittee," consisting of at least five, but not more than twenty- five interested citizens who will actively support a continuing sister city program. a. Nominations from Commissioners will be processed through the City Manager's Office according to the Commission's expressed policy on Committee Selection Procedures. b. The Commission will designate the Mayor or another member Commission policy on Sister Cities 10 0-3 C PAGE "0 b. (continued) of the Commission as the Chairperson of that sister city _ committee, and that individual or his successor will be the City's liaison with and representative to that sister city. 3. After the committee has been established by resolution, it will, at a subsequent Commission meeting, present a report to the City Commission concerning the proposed sister city program (including goals and objectives) and describing the benefits and desirability of designating "(name of city)" a Sister City. The City Commission will then be requested to pass an appropriate resolution to that effect. 4. The "(name of city)" Committee will then make arrangements, through the Mayor's Office, to invite representatives to the new Sister City for formal recognition and presentation of a proclamation or some other suitable symbol of recognition. 5. Each sister city committee will be responsible for maintaining continuous contact and cultural exchanges with its sister city. C City Departments will provide assistance insofar as resources permit. Requests for extraordinary assistance or special funding must be addressed to the City Manager. 6. Sister City Committee members will serve without compensation and may not commit the City of Miami to any expenditure of funds, donation of materials, or contribution of services.
