"COM- PREHENSIVE 14OU81NC AND SOCIAL 8ERVICE SURVEY OF THE HAITIAN COMMUNITY," AND APPROPRIATING FUNDS FOR ITS OPERATION IN THE AMOUNT OF $42000; CON- TAINING A REPEALER PROV1810M AND A SEVERABILITY CLAUSE; AND DISPENSING WITR THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS 9Y A VOTE OF NOT LESS THAN FOUA-PIPTH8 OF THE MEMBERS OF THE COMMISS ION . WHEREAS; the City Commission adopted Ordinance No,8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida; and WHEREAS, the north central portion of the City of Miami has become heavily impacted by the arrival of thousands of Haitian Refugees; and. WHEREAS, the 1980 U.S. Census of Population and U.S. Department of Immigration data provides an inadequate count on number of Haitian Refugees residing in the City of Miami; and WHEREAS, the existing housing stock and social service support system have become overburdened due to the refugee popu- lation; and WHEREAS, the City of Miami desires to improve the socio- economic conditions of the refugee population and to mitigate the negative aspects of a large refugee concentration upon the community; and WHEREAS, Metropolitan Dade County has indicated an in- terest in providing $20,000 funding to the City to jointly fund a Comprehensive Housing and Social Service Survey of the Haitian Community in the north central portion of the City; and WHEREAS, the City Commission adopted Resolution No. 82-426 on May 11, 1982, that allocated $12,000 from 7th year Community Development Block Grant Funds and $10,000 from HUD Refugee Discretionary Grant funds (a total of. $22,000) to jointly fund, with Metropolitan Dade County, A Comprehensive Housing and Social Service Survey of the Haitian community within the north central portion of the City of Miami at a total project cost of $42,000; Aw NOW TAVR8VOREt 8t IT ORnAtNtb BY THt COMMISSION OF Tt4t CITY OF MIAMIO VLORIOAt Section 1. section 1 of ordinance No, 8715, adopted October 26, 1977, as amended, is hereby further amended follows: l/ at "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described hereint. FUND TITLE: Comprehensive Housing and Social Service Survey of the Haitian Community RESOURCES: Metropolitan Dade County $20,000 Transfer from 7th Year Com- munity Development Block Grant $12,000 Transfer from Cuban/Haitian Migration Discretionary Grant $10,000 Total Resources $42,000 APPROPRIATION: Comprehensive Housing and So- cial Service Survey of the Haitian Community $42,000" Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. ■ Section 3. If any section, part of section, phrase, para- graph, clause or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Words and/or figures stricken through shall be deleted. Underscored words and/or figures constitute the amendment proposed. The remaining provisions are now in effect and remain unchanged. Due to the extreme impact of the Haitian population on the north cen- tral, portion ol. the City and the mini. nal data available to de- sign and initiate responsive planning activities, the City Com- mission adopted Resolution No. 82-42G on May 11, 1982, allocat- ing funding for a Comprehensive Housing and Social Service Survey of the Haitian -Community. An amount of $3.2,000 from 7th year Co^�Tunity Development, Block Grant Funds; $10,000 from IiUD Refugee Discrctionar,;r Grant runcls; and $22,000 from Met- ropolitan Dade Counter was allocated to the project. It is recommended that the total $42,000 be appropriatedto establish the fund entitled "Comprehensive Reusing and Social Service Survey of the Haitian,Community" to fund the project.
