HomeMy WebLinkAboutO-094400 4L ORDINANCE NO. 9 4 4 0 AM EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMy1ARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED, BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED "ENTRANT ASSISTANCE PROGRAM - 1982/1983", AND APPROPRIATING FUNDS FOR THE OPERATION OF SANE IN THE AMOUNT OF $379,571; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the City Commission adopted Ordinance No. 9275 on May 28, 1981 appropriating $315,054 for the operation of an Entrant Assistance Program in Little Havana; and WHEREAS, this grant covered the period June 1, 1981 through May 31, 1982; and WHEREAS, the State of Florida, on behalf of the United States Department of Health and Human Services, has offered the City of Miami. a grant aurard of $379,571 in federal funds under the authority of Title V, Public Law 96-422, the Refugee Education Assistance Act of 1980, to provide information and referral, job development, and transportation services to entrants; and WHEREAS, this new grant award will cover the period June 1, 1982 through May 31, 1983; and WHEREAS, the Flavor and each member of the City Commission on May 27, 1982, expresssly authorized the City Manager to accept the grant and execute the necessary contract(s) and/or agreement(s) to implement the program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars:1/ 0 6 _ "Section 1. The following Trust and Agency Funds are _ hereby established and resources are hereby appropriated as described herein: FUND TITLE: Entrant -Assistance Program - 1982/1983 RESOURCES: United States Department of (Health and Human Services through the State of I'lorida`Depart- ment of Health and Rehahilitative_Services $379,571 APPROPRIATION: Entrant Assistance Program 1982/1983 $379,571 " Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emer- gency measure on the grounds of urgent public need for the preser- vation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifth of the members of the Commission. 1/ Underscored words and/or figures constitute the amendment proposed. Entrant Assistance Program 1982/1983 Appropriations Ordinance for City Commission Agenda 6/17/82 REF E:RENCES FN,:E O- 'RE' "It is recommended that the City Commission adopt an emergency ordinance establishing a new trust and agency fund entitled: "Entrant Assistance Program-1982/1983" and appropriate thereto a grant award of $379,571 from the State of Florida." On April 28, 1982, the City of Miami submitted an application to the State of Florida requesting funds to continue the Entrant Assistance Program from June 1, 1982 through May 31, 1983. In response to this proposal, the State of Florida agreed to award a sum of $379,571 for the new contract period. On May 27, 1982, the City Commission was polled on the question as to whether the City Manager should enter into an agreement with the State of Florida accepting a grant award of $379,571 for an Entrant Assistance Program-1982/1983 to cover the period June 1, 1982 through May 31, 1983. The Mayor and each member of the City Commission re- commended that the City Manager enter into the agreement. The City Manager signed the agreement on May 27, 1982. Services to be provided to Cuban and Haitian entrants consist of the following: assessment, information and referral, manpower employ- ment, outreach, translation and interpreter, transportation and com- munity planning. Manpower employment services will continue to receive top priority in the allocation of resources and staff time. From June 1, 1981 through May 31, 1982, seven hundred and one (701) clients were placed in a job. Our objective during the new contract period is to place seven hundred and twenty (720) clients in employ- ment. The Entrant Assistance Program has been effective in helping many Cuban and Haitian entrants receive social service assistance. The Florida Department of Health and Rehabilitative Services is completely satisfied with the results of the program. No City matching funds 94,10 0 are required. It is recommended that the necessary funds be — appropriated to continue the program for an additional year.
