STRUCT AND OPERATE A CENTRAL UTILITY
PLANT AND PARKING GARAGE (CENTRAL SUPPORT
FACILITY AND PARKING GARAGE) PER ORDI-
NANCE NO. 6871, AS AMENDED, ARTICLE XXI-2
GO -GOVERNMENTAL U8E DISTRICT, SECTION
3(1-2) ON ALL OF LOTS 1 AND 2, A PORTION
OF LOTS 3, 4, 5, 6, 15, 16, 17, 18, 19
AND ALL OF LOT 20; BLOCK 113N; MIAMI
(13=41), BEING APPROXIMATELY 2-98 NORTH-
WEST 2ND AVENUE# PER PLANS ON FILE TO
INCLUDE CONGENERATION FACILITY AND RETAIL
USE; A MAXIMUM HEIGHT OF 120' AND A TOTAL
FLOOR AREA OF 87,000; ZONED GU (GOVERN-
MENTAL USE), FINDING THAT THE ESTABLISH-
MENT OF THIS USE IS (a) COMPATIBLE WITH
FUTURE DEVELOPMENT; (b) IN CONFORMITY
WITH PLANNING FOR THE AREA; (c) READILY
ACCESSIBLE; (d) BENEFICIAL TO THE ADJA-
CENT AREA; (e) IN SCALE WITH FUTURE DE-
VELOPMENT; (f) ILLUSTRATIVE OF SUPERIOR
URBAN DESIGN AND (g) IS ESSENTIAL TO THE
WELFARE OF THE CITIZENS OF DADE COUNTY;
SUBJECT TO LANDSCAPING, SITE AND DEVELOP-
MENT PLAN APPROVAL BY THE PLANNING DE-
PARTMENT.
WHEREAS, the Miami Planning Advisory Board at its
meeting of June 2, 1982, Item No. 1, following an advertised
hearing, adopted Resolution No. PAB-36-82 by a 6 to 0 vote
RECOMMENDING APPROVAL be granted for an amendment to the
APPROVAL to construct and operate a Central Utility Plan and
Parking Garage (Central Support Facility and Parking Garage)
per Ordinance No. 6871, as hearinafter set forth; and
WHEREAS, the City Commission deems it advisable and in
the best interest of the general welfare of the City of
Miami and its inhabitants to grant the approval and amendment
to the approval as hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The request for permission to construct
and operate a Central Utility Plant and Parking Garage (Cen-
tral Support Facility and Parking Gararge) per Ordinance No,
6871, ARTICLE XXI-2 GU -GOVERNMENTAL USE DISTRICT, Section 3

87,000; zoned GU (GOVERNMENTAL USE), finding that the esta-
blishment of this use is (a) compatible with future develop=
ment; (b) in conformity with Planning for the area; (c)
readily accessible; (d) beneficial to the adjacent area; (e)
in scale with future development; (f) illustrative of
superior urban design and (g) is essential to the welfare of
the citizens of Dade County; subject to landscaping, site
and development plan approval by the Planning Department;
and subject to the conditions that the City's Parking re-
quirements are met, is hereby granted.

The Miami Planning Advisory Board, at its meeting of June 2, 1982, Item 1,
following an advertised Hearing, adopted Resolution No. PAB 36-82 by a 6 to 0

approximately 2-98 N.W. 2nd Avenue, per plans on file to include congeneration
facility and retail use; a maximum height of 120' and a total floor area of
87,000; zoned GU (GOVERNMENTAL USE), finding that the establishment of this use
is (a) compatible with future development; (b) in conformity with Planning for
the area; (c) readily accessible; (d) beneficial to the adjacent area; (e) in
scale with future development; (f) illustrative of superior urban design and (g)
is essential to the welfare of the citizens of Dade County; subject to
landscaping, site and development plan approval by the Planning Department.
There were no objections.
A RESOLUTION to provide for this Governmental Use has been prepared by the
City Attorney's Office and submitted for consideration of the City Commission.

REQUEST, To approve the construction and operation
of the Central Support Facility and Park-
ing Garage in the Downtown Government
Center.
BACKGROUND: The Development Order for the Downtown
Government Center (Resolution 81-343:
April 23, 1931) shows the Central Sup-
port Facility. This block was rezoned
to GU -Governmental Use by Ordinance
9196; October 30, 1980. Per Resolution
80-714; September 25, 1980 permission
to construct and operate the Central
Utility Plant and Parking Garage on
this site was granted.

The height of the building Wa.s 60
feet and the height of the parking
structure was 12 feet:
As the facility has now been expanded
in excess of 100 of the design para-
meters approved by the City in 1980,
the 'planning Department recommended fur-
ther consideration through an amend
ment to the previous permission. The
County's building plans for the subject
property have been modified in order
to provide for an enemy saving coge
aeration facility in conjunction with
the utility Plant, retail space and
some additional space for Property
Management and Central Files and Sto-
rage, The aggregate increase in the
building area, exclusive of the park-
ing structure is 24,000 square feet.
The garage structure has been in-
creased in capacity from 620 to 647
spaces as a result of the compact car
allowance under the current City code.
The height has increased to 120 feet.
ANALYSIS: The site of approximately 1.7 acres
occupies the southwestern corner of
the Downtown Government Center, between
the Cultural Center to the east and 1-95
to the west, IV. Flagler Street to
NIA' lst Street. The building program
now includes:

The height of the building is 120 feet.
The Floor Area Ratio is 1.2.
Traffic circulation has been improved by
a new right-of-way to the west of the
facility. The 65, zoned street width

of X1. 2nd Avenue has been, pres.e.rve.d
between the Central Support Facility
and the Cultural Center. This segment
of NiV 2nd Avenue will be emphasizIed
for pedestrian use. Provision is also
made for a second level pedestrian con-
nection between the two facilities
which would lead to the retail facil-
ities.
RECOM'MEINDATION i
PLANNING APPROVAL, based on the following factors

a) The Central Support Facility is com-
patible with the future development
of the area - the Cultural Center to
the east, the City of Miami Parking
Facility to the north, and 1-95 to
the west.
b) This facility conforms to planning for
the area i.e, the Downtown Government
Center Development Plan in the De-
velopment Order and the Miami Compre-
hensive Neighborhood Plan.
c) The site is accessible principally from
NW 2nd Avenue and then from AV. Flagler
Street/, NIV 1st Street and NW -3rd Avenue.
d) The Central Support Facility in con-
cert with the overall development of
the Downtown Government Center, will
have a beneficial effect and enhance
property values of the adjacent area.
e) The scale of the project will be in
keeping with the future development of
Government Center. The height of 120
feet compares with the approximately
500 foot height of the County Adminis-
tration Building.
f) The facility has been reviewed and re-
commended by the DGC Design Review Com-
mittee; however, it is recommended that
the landscaping plan be subject to
review of the Planning Department,

PLANNING ADVISORY BOARD:
g) The facility is essential for the
proper operation of the Downtown
Government Center; which in turn,
will provide centralized govern-
mental services to the citizens of
Dade County,
