A RESOLUTION GRANTING PERMISSION TO CON-
STRUCT AND OPERATE A GOVERNMENTAL USE
DOWNTOWN GOVERNMENT CENTER PARKING
FACILITY ON LOTS 4-17 LESS EXPRESSWAY
RIGHT-OF-WAY; BLOCK 108 N, A, L, KNOW ., -
TON'S MAP OF MIAMI (B-41), BEING APPROXI-
MATELY 250298 NORTHWEST 2ND STREET; PER
ORDINANCE NO. 6871, ARTICLE XXI-2 GOVERN-
MENTAL USE DISTRICT, SECTION 3(1) (a),
ZONED GU (GOVERNMENTAL USE), AS PER PLANS
ON FILE; FINDING THAT THE ESTABLISHMENT
OF THIS USE IS (a) COMPATIBLE WITH FUTURE
DEVELOPMENT; (b) IN CONFORMITY WITH PLAN-
NING FOR THE AREA; (c) READILY ACCESSI-
BLE; (d) BENEFICIAL TO THE ADJACENT AREA;
(e) IN SCALE WITH FUTURE DEVELOPMENT; (f)
ILLUSTRATIVE OF SUPERIOR URBAN DESIGN AND
(g) IS ESSENTIAL TO THE WELFARE OF THE
CITIZENS OF MIAMI SUBJECT TO LANDSCAPING
PLAN APPROVAL BY THE PLANNING DEPARTMENT;
AND SUBJECT TO THE CONDITION THAT THE
CITY'S PARKING REQUIREMENTS ARE MET.
WHEREAS, the Miami Planning Advisory Board, at its
meeting of June 16, 1982, Item No. 1, following an adver-
tised hearing, adopted Resolution No. PAB 40-82 by a 7 to 0
vote Recommending Approval be granted to construct and
operate a governmental use - Downtown Government Center
Parking Facility as hereinafter set forth; and
WHEREAS, the City Commission after careful considera-
tion of this matter deems it advisable and in the best
interest of the general welfare of the City of Miami and its
inhabitants to grant permission to construct and operate a
governmental use, as hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The request for permission to construct
and operate a governmental use - DOWNTOWN GOVERNMENT CENTER
PARKING FACILITY ON Lots 4-17 less expressway right-of-way;
Block 108 N, A. L. Knowlton's Map of Miami (B-41), being
approximately 250-298 Northwest 2nd Street, per Ordinance
6871, ARTICLE XXI-2 GOVERNMENTAL USE DISTRICT, Section 3(l)
(a), zoned GU (Governmental Use), as per plans on file;

The Miami Planning Advisory Board, at its meeting of June 16, 1982, Item #l,
following an advertised Hearing, will consider recommending approval of
permission to construct and operate a governmental use - Downtown Government
Center Parking Facility on Lots 4-17 less expressway right-of-way; Block 108N,

Street, per Ordinance 6871, ARTICLE XXI-2 GOVERNMENTAL USE DISTRICT, Section
3(1)(a), zoned GU (Governmental Use), as per plans on file; finding that the
establishment of this use is (a) compatible with future development; (b) in
conformity with planning for the area;(c) readily accessible; (d) beneficial
to the adjacent area; (e) in scale with future development; (f) illustrative
of superior urban design and (g) is essential to the welfare of the citizens
of Miami subject to landscaping plan approval by the Planning Department.
The recommendations of the Planning Advisory Board in this matter will be
presented to the Commission during the Commission meeting.
A RESOLUTION to provide for this Governmental Use has been prepared by the
City Attorney's Office and submitted for consideration of the City Commission.

Consideration of permission to construct and
operate a government use - Downtown Government
Center parking Facility - on above site, per
plans on file, in accordance with Ordinance_
6871, ARTICLE XXI-2 GOVERNMENTAL USE DISTRICT,
Section 3(1)(a), zoned GU -Governmental Use,
REQUEST: To approve the construction and operation of the City of Miami Parking Facility in the Down-
town Government Center.
BACKGROUND: The Development Order for the Downtown
Government Center (Resolution 81-343;
April 23, 1981) shows the City Parking
Garage in this location.
ANALYSIS: The 1.9 acre site is bounded by NW 2nd Street
and the new City Administration Building to
' the north; NW 3rd Avenue and I-95 to the
west; and NW 1st Street and the Dade County
Central Support Facility to the south. The
remainder of the block to the east is reserved
for future government use.
The 333,000 square foot building provides
1095 parking spaces. The building is 94 feet
high. Access and egress is from Nil 2nd Street
to NW 3rd Avenue and I-95.
RECOMMENDATION:
PLANNING , APPROVAL, based on the following factors:
DEPARTMENT
a) The Parking Facility is compatible with the
future development of the area, the new
City Administration Building to the north,
I-95 to the west and the Dade -County Central
Support Facility and Parking Garage to the
south.
b) This facility conforms to planning for
the area i.e. the Downtown Government
Center Development Plan in the Develop-
ment Order and the Miami Comprehensive

c) The site is accessible principally from
MI 2nd Street, and then from W 3rd
Avenue and 1"9 5 .
d) The Parking racility in concert with the
overall development of the Downtown Govern-
ment Center, will have a beneficial effect
and enhance property values of -the adjacent
area.
e) The scale of the project wile be in keeping
with the future development of the Govern-
ment Center. The height of 94 feet compares
with the approximately 500 foot height of
the County Administration -Building and the
120 foot height of the.Dade County Central
Support Facility and Parking Garage.
f) The facility has been reviewed and recom-
mended by the DGC Design Review Committee;
however, it is recommended that the land-'
scaping plan be subject to review of the
Planning Department.
g) The facility is essential for the proper
operation of the Downtown Government
Center; which in turn, will provide
'-centralized governmental services to
.Miami citizens.
