HomeMy WebLinkAboutR-82-0610RESOLUTION 140. 0-'I,' J, 10 A RESOLUTION CALLING AND PROVIDING FOR A SPECIAL MUNICIPAL ELECTION TO BE HELD ON THE 2nd DAY OF 1JQii'�M$^'t� 1982, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF MIAMI FOR THEIR APPROVAL OR DISAPPROVAL THE EXPENDITURE OF CITY FUNDS TO FINANCE, IN WHOLE OR IN PART, ANY MULTI -NATIONAL COMMERCIAL OR CULTURAL CONFERENCE OR CONVENTION WiIERE REPRESENTATIVES OF COMMUNIST -BLOC COUN- TRIES HAVE EITHER BEEN SCHEDULED TO PAR- TICIPATE OR INVITED TO ATTEND. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A special municipal election is hereby called and directed to be held in the City of Miami, Florida, from 7:00 A.M. until 7:00 P.M. on Tuesday, the 2nd day of November, 1982, for the purpose of submitting to the qualified electors of the City of Miami for their approval or disapproval the expendi- ture of City funds to finance, in whole or in part, any multi- national commercial or cultural conference or convention where representatives of communist -bloc countries have either been scheduled to participate or invited to attend. Section 2. Said special municipal election shall be held at Ztie voting places in the precincts designated, all as shown on the list attached hereto and made a part hereof and referred to as Exhibit No. 1. A description of the registration books and records which pertain to election precincts wholly or partly within the City and which the City is adopting and desires to use for holding such special municipal election is as follows: All registration cards, books, records and certificates pertain- ing to electors of the City and established and maintained as official by the Supervisor of Elections of Dade County, in con- formity with the provisions of the general laws of the state, are hereby adopted and declared to be, and shall hereafter be recognized and accepted as, official registration cards, books, records and certificates of the City. For the purpose of enabling persons to register who are qualified to vote in said election and who have not regis- tered under the provisions of the general laws of Florida and Chapter 16 of the Code of the City of Miami, or who have trans- ferred their legal residence from one voting precinct to another voting precinct in the City, they may register at the following permanent branch offices as approved by the Supervisor of Elec- tions of Metropolitan Dade County, Florida, which are hereinafter set forth and which will be open during the following dates and times: ELECTIONS DEPARTMENT 1444 Biscayne Boulevard, Miami, Florida Monday to Friday, inclusive: 8:00 A.M. - 5:00 P.M. DADE COUNTY COURTHOUSE (LOBBY) 73 West Flagler Street, Miami, Florida Monday to Friday, inclusive: 9:00 A.M. - 5:00 P.M. In addition to the above times and places, said qualified persons may register at such other branch offices and may also use any mobile registration van for the purpose of registration in order to vote in the herein described election during such times and on such dates as may be designated by the Supervisor of Elections for Metropolitan Dade County. Section 4. The City Clerk of the City of Miami is hereby designated and appointed as the official representative of the Commission of the City of Miami in all transactions with the Supervisor of Elections of Dade County in relation to matters pertaining to the use of the registration books and the holding of said election. Section 5. The Election Clerks and Inspectors to serve at said polling places on said date shall be designated by the Super- visor of Elections for Metropolitan Dade County for such purpose. Section 6. The City Clerk is hereby authorized and directed to publish notice of the adoption of the herein resolution and of the provisions hereof at least twice, once in the fifth week and -2- 82-GUO Q •rr once in the third week prior to the week in which the aforesaid election is to be held, in the following newspapers which are published within the City of Miami, Florida: THE MIAMI NEWS DIARIO LAS AMERICAS THE MIAMI TIMES Section 7. The official ballot to be used at said special municipal election shall be in full compliance with the laws of the State of Florida, including all provisions of the "Electronic Voting Systems Act." The ballot used in said election for voting on the question submitted shall be that portion of the cardboard or paper or other material within the ballot frames of the voting machines which will contain a statement of the question submitted, and said voting machines shall provide facilities with such in- structions on their use as will enable all qualified electors to vote for or against such question as they may choose. Said ballot as it appears within the first row of horizontal ballot frames of the voting machine shall be substantially in the following form: OFFICIAL BALLOT SPECIAL MUNICIPAL ELECTION NOVEMBER 2, 1982 FOR APPROVAL OR DISAPPROVAL OF THE FOLLOWING QUESTION: "Should funds of the City of Miami be expended to finance, in whole or in part, any multi- national commercial or cultural conference or convention where representatives of communist -bloc countries have either been scheduled to participate or invited to attend?" Section 8. The City Clerk shall cause to be prepared absentee ballots in full compliance with the laws of the State of Florida containing the question set forth in Section 7 above for the use of absentee electors entitled to cast such ballots in said election.
