RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
SET UP A 6-MONTH PILOT OMBUDSMAN PROGRAM WITH
3 INDIVIDUALS IN 3 FIRE STATIONS REPRESENTING
THE TRI-ETHNIC MAKEUP OF THE CITY TO PROVIDE
OMBUDSMEN SERVICES TO THE CITIZENS OF MIAMI;
ALLOCATING THE SUM OF $ FROM
TO COVER THE COST OF SAID PILOT PROGRAM:
DIRECTING THE CITY MANAGER TO REPORT BACK
TO THE COMMISSION WITHIN 6 MONTHS HIS
EVALUATION AND RECOMMENDATIONS REGARDING
SAID PROGRAM.
WHEREAS, the Department of Community Development is now
providing a Citizen Information Program for those citizens
that feel they do not have access to Municipal Government;
and
WHEREAS, in order to make Municipal Government more
accessible to the people it serves and to cut the red tape;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to set
up a 6-month pilot ombudsman program in 3 different areas of
the City, representing the tri-ethnic makeup of the City with
3 individuals assigned to a fire station in each tri-ethnic
area and charged with the responsibilty to provide ombudsmen
services to the citizens of the City of Miami.
Section 2. The sum of $ is hereby allocated

to cover the cost of said pilot program.
Section 3. The City Manager is hereby directed to report
his evaluation and recommendation on said program to the City
Commission within 6 months.

as two separate discussion items for the July 22nd Commission Meeting.

City Ombudsman
ENCLOSURES:
For some time now there has been a growing demant to
make our City Government more accessible and sensitive to the
average resident in the City. One of the ideas brought forth
is that of an Ombudsman who could work out of the existing
fire Fire Stations and provide information, referral, and other
red -tape cutting information and service, between.the hours of
12:00 noon and 8:00 p.m., to citizens in need of such help.
The different Ombudsmen could be coordinated by one person
responding directly to an Assistant City Manger.
At this time, I would like to receive some input
from the different Department Directors as to what would they
consider a feasible and practical way of bringing Government
closer to the people by using City resources. Of course, this
recommendation would be limited to the specific departments and
each director, and after receiving all the replies, you'should
be able to formulate some definite recommendations. Along with
your recommendations, I would like to have an idea of the cost
of starting a ballot program made up of 4 positions in 4 different
neighborhoods of the City.
Please keep me advised of the cost and resources needed
to implement this trial program.
