A MOTION OF THE CITY COMMISSION REFERRING TO THE CITY MANAGER VARIOUS
REQUESTS FOR FUNDING WHICH APPEARED ON TODAY'S AGENDA, NAMELY, FROM THE
COCONUT GROVE CHILDREN THEATRE INC., THE FIRST ANNUAL WYNWOOD FESTIVAL,
THE NATIONAL SALESMEN CONFERENCE, AND THE INTERAMERICAN REGIONAL SEMINAR
STATE ASSOCIATION OF CUBAN ACCOUNTANTS IN EXILE; FURTHER INSTRUCTING THE
CITY MANAGER TO REVIEW THESE REQUESTS, TO IDENTIFY AVAILABLE RESOURCES
WHICH MAY EXIST WITHIN THE EXISTING BUDGET AND TO COME BACK WITH HIS
RECOMMENDATION AT THE MEETING OF JULY 29TH.
A MOTION OF THE CITY COMMISSION GRANTING A REQUEST FOR FUNDS IN THE
AMOUNT OF $10,000 WHICH WAS MADE IN CONNECTION WITH THE HOLDING OF THE
"THIRD ANNUAL OVERTOWN COMING ALIVE FESTIVAL" SUBJECT TO THE CITY
MANAGER BEING ABLE TO IDENTIFY A SOURCE OF FUNDS;AND FURTHER STIPULATING
THAT ALL PERTINENT RECORDS SHALL BE SUBMITTED TO THE ADMINISTRATION FOR
REVIEW AND A COMPLETE AUDIT IN CONNECTION WITH THE DISBURSEMENT OF FUNDS.
A MOTION OF THE CITY COMMISSION GRANTING $20,000 TO THE "SIXTH MIAMI
CONFERENCE ON THE CARIBBEA.\", WHEREIN, HOPEFULLY, THE PRESIDENT WILL BE
THE KEYNOTE SPEAKER AND WHERE THERE WILL BE FOUR OTHER HEADS OF STATE
THAT HAVE ACCEPTED INVITATIONS TO ATTEND THE CONFERENCE; PROVIDED,
HOWEVER:
A. THAT THE STATE OF FLORIDA AND METRO DADE COUNTY CONTRIBUTE NO
LESS THAN $15,000 UP FRONT BEFORE ANY PART OF OUR $20,000
CONTRIBUTION IS EXPENDED; AND
B. THAT THERE BE NO PARTICIPATION OF ANY COUNTRY THAT IS OPENLY
MARXIST, COMMUNIST OR ANTI-AMERICAN IN THE CONFERENCE, AS THOSE
TERMS ARE DEFINED BY THE PRESENT ADMINISTRATION.
A MOTION OF THE CITY COMMISSION AUTHORIZING AND DIRECTING THE CITY
MANAGER TO ADD THE NAMES OF FOUR COMMUNITY BASED NEWSPAPERS IN THE
HISPANIC COMMUNITY TO THE LIST OF NEWSPAPERS IN WHICH THE CITY
ALREADY ADVERTISES, SAID NEW ADDITIONS BEING: (1) LA NACION, (2) LA
PRENSA (3) LA VERDAD, AND (4) EL IMIPJiRCIAL; PROVIDED HOWEVER:
A. THAT THESE NEWSPAPERS ARE WELL ESTABLISHED IN THE COMMUNITY
AND THAT THEY HAVE BEEN IN CONTINUOUS OPERATION FOR SEVERAL YEARS;
B. THAT THEY HAVE A CIRCULATION OF OVER 10,000;
C. THAT THE CITY ADVERTISE IN THE ABOVE CITED NEWSPAPERS ON A
ROTATING BASIS;
D. THAT THESE NEWSPAPERS ARE BASED IN THE CITY OF MIAMI AND THAT
THEIR CIRCULATION BE MAINLY WITHIN CITY LIMITS; AND
E. THAT THE SAME OPPORTUNITIES OF SHARING THE CITY BUSINESS BE
EXTENDED TO ANY OTHER NEWSPAPER WHICH MEETS THESE CRITERIA;
F. FURTHER STIPULATING THAT ANY NEWSPAPER WHICH FEELS THAT IT MEETS
THE ESTABLISHED CRITERIA MAY APPLY BY CONTACTING THE CITY MANAGER
WHO IN TURN WILL BRING SAID REQUEST TO THE ATTENTION OF THE CITY
COMMISSION; AND
G. FURTHER STIPULATING THAT IN LIEU OF A CERTIFIED STATEMENT OF
CIRCULATION)THE CITY WOULD ALSO ACCEPT A SWORN STATEMENT AS TO
WHAT THEIR CIRCULATION HAS AVERAGED FOR THE LAST YEAR AND FOR
THE PAST TWO ISSUES. THE NEWSPAPER SHALL ALSO, ON A SIX-MONTH
BASIS)KEEP THE CITY INFORMED AS TO WHAT THEIR LAST CIRCULATION
WAS, SAID INFORMATION TO BE CONFIRMED BY THE SELLER OF THE
NEWSPRINT.

A MOTION GRANTING A REQUEST FOR THE CLOSURE OF FLAGLER STREET FROM BISCAYNE
BOULEVARD TO MIAMI AVENUE IN CONNECTION WITH HOLDING OF "THE JAMAICAN
FESTIVAL" TO BE HELD JULY 23RD THROUGH THE 25TH; SUBJECT TO ALL PREVIOUSLY
STATED CONDITIONS IN CONNECTION THEEEWITH.
NOTE FOR THE RECORD: The City Commission referred to the City Manager
request made by a representative of "Burdines" to create an intersection
grease trap on S.E. lst Street to modify two manholes which are currently
there; further requesting that the :Manager take whatever steps are necessary
at his sole discretion.
A MOTION REFERRING TO THE PLAT AND STREET COMMITTEE A REQUEST TO CO -
DESIGNATE N.W. 7TH STREET TO N.W. 11TH STREET FROM N.W. 35TH COURT AS
"AVENIDA LUZ CABALLERO"; FURTHER REQUESTING THEIR REVIEW AND RECOMMENDATION.
A MOTION ACCEPTING AND APPROVING THE BOOZ ALLEN REPORT IN CONNECTION WITH
POLICE CIVILIANIZATIONIAS PRESENTED BEFORE THE CITY COMMISSION ON THIS SAME
DATE.
A MOTION OF THE CITY COMMISSION STIPULATING THAT, IN CONNECTION WITH THE
PROPOSED CIVILIANIZATION OF THE POLICE DEPARTMENT AND THE ANTICIPATED
HIRING OF 113 CIVILIANS, THAT A MINIMUM OF 80% OF THESE POSITIONS SHALL
BE MINORITIES, AS DEFINED BY THE CONSENT DECREE.
A MOTION OF THE CITY OF MIAMI COMMISSION COMMENDING AND RECOGNIZING THE
GOOD EFFORTS PUT FORTH BY THE "MIAMI CITIZENS AGAINST CRIME COMMITTEE",
AND IN PARTICULAR, ITS CHAIRMAN, MR. ALVAH CHAPMAN, MESSRS. FRANK BORMAN
AND ARMANDO CODINA, CHAIRMEN OF THE FEDERAL SUBCOMMITTEE; MESSRS. LESTER
FREEMAN AND DAVE BLUMBERG, CHAIRMEN OF THE STATE SUBCOMMITTEE; AND MR. RON

A MOTION INSTRUCTING THE CITY MANAGER TO RESEARCH THE POSSIBILITY OF SHORT-
ENING THE TIME OF SERVICE PRESENTLY REQUIRED BEFORE AN OFFICER IS ALLOWED
TO TAKE THE EXAMINATION FOR SERGEANT APID/OR LIEUTENANT, IN ORDER THAT SAID
TIME REQUIREMENT IS LOWERED IN THE CASE OF BLACKS AND HISPANICS; FURTHER
REQUESTING THAT THE MANAGER COMES BACK BEFORE THE CITY COMMISSION WITH
A RECOMMENDATION AT THE NEXT CITY COMMISSION MEETING.
A MOTION OF THE CITY COMMISSION GRANTING A REQUEST FOR FUNDS IN THE AMOUNT
OF $15,000 MADE ON BEHALF OF "CENTRO CARIBENO DE ESTUDIOS POST-GRADUADOS"
FOR THE OPERATION OF A COMMUNITY MENTAL HEALTH CLINIC IN THE WYNWOOD AREA.
A MOTION OF THE CITY COMMISSION GRANTING THE SUM OF $34,000 TO THE COCONUT
GROVE FAMILY CLINIC, INC.
A MOTION STIPULATING THE CITY COMMISSION'S INTENT TO SET UP A SIX-MONTH
PILOT 014BUDSMAN PROGRAM WITH THREE INDIVIDUALS IN THREE FIRE STATIONS
REPRESENTING THE TRI-ETHNIC MAKEUP OF THE CITY IN ORDER TO PROVIDE OMBUDS
SERVICES TO THE CITY; FURTHER DIRECTING THE CITY MANAGER TO IDENTIFY A

IN CONNECTION WITH THE TELEVISION SURVEILLANCE PILOT PROGRAM ON HIGH CRIME

A MOTION OF THE CITY COMMISSION AUTHORIZING THE SALE, POSSESSION, OR
CONSUMPTION OF ALCOHOLIC BEVERAGES BY LICENSED VENDORS IN CONNECTION WITH
THE HOLDING OF THE GRAND PRIX RACE ; FURTHER STIPULATING THAT EACH AND
EVERY SUCH APPLICATION SHALL BE EVALUATED ON AN INDIVIDUAL BASIS; AND
FURTHER STIPULATING THAT THE HEREIN APPROVAL IS GRANTED SUBJECT TO THE
CITY RECEIVING NO LESS THAN 25% OF THE GROSS REVENUES DERIVED FROM THE

A MOTION OF THE CITY OF MIAMI COMMISSION GRANTING A REQUEST MADE BY MR. A
TEALE, PRESIDENT OF THE "INSURANCE EXCHANGE OF THE AMERICAS',' BY EXTENDING
TO THEM A STANDBY CREDIT OF $500,000 TO ASSIST THEM IN CONNECTION WITH
CASH FLOW PROBLEMS WHICH MAY ARISE DURING THE EARLY STAGES OF THIS NEW
VENTURE; PROVIDED, HOWEVER, THAT THE MONEY TO BE REINVESTED FOR THE

MIAMI MARITIME MUSEUM, OR TO OTHER USAGES CHOSEN ON A HUMANE BASIS.

A RESOLUTION AMENDING SECTION 3 OF RESOLUTION NO. 82-380 ADOPTED MAY 11,
1982, WHICH AUTHORIZED ADDITIONAL ARCHITECTURAL SERVICES IN CONNECTION WITH
THE BAYFRONT PARK REDEVELOPMENT PROJECT BY PROVIDING THAT?AS PART OF THE
REQUIREMENT OF 20% MINORITY PARTICIPATION SET FORTH IN SAID RESOLUTION,
THERE BE 10% BLACK AND 10% HISPANIC MINORITY PARTICIPATION.
A MOTION OF THE CITY COMMISSION EXPRESSING ITS GRATITUDE TO TINA HILLS AND

A MOTION OF THE CITY COMMISSION INSTRUCTING THE ADMINISTRATION TO PUT OUT
FOR BID THE PROPOSED PURCHASE OF A SPECIALLY BUILT UTILITY AND RESCUE BOAT
WITH MODIFIED FEATURES AND COMPATIBLE ACCESSORY EQUIPMENT PECULIAR TO THE
NEEDS OF THE POLICE DEPARTMENT.
A MOTION OF THE CITY COMMISSION TO REOPEN THE PERIOD OF TIME WITHIN WHICH
PROSPECTIVE APPOINTEES TO THE HERITAGE CONSERVATION BOARD MAY APPLY; FURTHEF
INSTRUCTING THE CITY CLERK TO ACCEPT ANY NEW APPLICATIONS WHICH MAY BE
SUBMITTED AND REQUESTING THE ADMINISTRATION TO BRING THIS ISSUE BACK BEFORE
THE CITY COMMISSION AT ITS MEETING OF JULY 29TH.

NOTE FOR THE RECORD: R 82-709 appointed Alan F. Strong and Mrs. Athalie
Range as members of the City of Miami/University of Miami James L. Knight
International Center Advisory Committee.

NOTE FOR THE RECORD: The City Commission deferred consideration of three
scheduled appointments to serve on the Budget Review Committee; and
instructing the City Manager to ask for the written resignation of all
present Committee members who were appointed by Commissioners who no
longer serve on the present Commission; and further stipulating that each
Uommissioner should come up with two appointees in order that the ten -member
board may be reconstituted.

NOTE FOR THE RECORD: Commissioner Carollo instructed the Law Department
to research and come back with a specific recommendation as to how the
present Commission could ask for the resignation of all those individuals
presently serving on various City Boards and Committees who were
originally appointed by Commissioners who no longer serve on the present
Commission; said recommendation to be submitted at the meeting of July
29th.
