Most of the present suppliers were contacted in order to determine
their reason for not submitting complete bidso or not bidding.
Typical answers were "General uncertain economic conditions"
and "Inflation" does not at present enable them to obtain firm
prices from their suppliers and manufacturers. They indicated
their willingness to continue supplying our needs and to bid on
an as needed basis. Their quoted prices are presently less than
the prices received in the bids.
Section 18-54 of the City Code includes the provision: "When
the public interest will be served thereby, the City Commission
may authorized the purchase of commodities in the open market
provided that the price paid in the open market shall not exceed
any bid price submitted for the same commodity".
On passage of the recommended resolution, blanket purchase orders
will be issued to the various suppliers of parts and accessories,
and bids will be obtained from them in accordance with purchasing
procedures, on an as needed basis.
The Department of Building and Vehicle Maintenance concurs with this
recommendation.
