A RESOLUTION REJECTING THE BIDS FROM 22 BIDDERS FOR FURNISHING AUTOMOTIVE PARTS FOR THE DEPART- MENT OF BUILDING AND VEHICLE MAINTENANCE; AUTHO- RIZING THE PURCHASES IN THE OPEN MARKET AS PRO- VIDED IN CITY CODE SECTION 18-54 FROM 21 SUPPLIERS ON A CONTRACT BASIS FOR ONE YEAR AT A TOTAL ES- TIMATED COST OF $306,000.00; ALLOCATING FUNDS THEREFOR FROM THE 1981-82 OPERATING BUDGET OF THE DEPARTMENT OF BUILDING AND VEHICLE MAINTE- NANCE; AUTHORIZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE THE PURCHASE ORDERS FOR THESE MATERIALS. WHEREAS, pursuant to public notice, sealed bids were received June 15, 1982 for the furnishing of Automotive Parts on a contract basis for one year for the Department of Building and Vehicle Mainte- nance; and WHEREAS, invitations were mailed to 47 potential suppliers and 22 bids were received; and WHEREAS, funds for this purchase are available in the 1981-82 Operating Budget; and WHEREAS, the bids received were incomplete and unsatisfactory; and WHEREAS, the bidders stated they could not bid economically on a contract basis due to general uncertain conditions and inflation; and WHEREAS, it has been determined that the parts are available in the open market at prices equal to or below the bid prices re- ceived; and WHEREAS, the City Manager and the Department of Building and Vehicle Maintenance recommend that the bids be rejected and that purchases be authorized in the open market from the suppliers listed below: NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION Of THE CITY OF MIAMI, FLORIDA: Section 1. Resolution It is recommended that a resolution be passed re- iectina the bids received for supplvinq automotive parts and supplies to the Department of Building a Vehicle Maintenance for one year on contract basis and authorizing the purchase in the open market at a total estimated cost of $306,000.00. Pursuant to public notice, sealed bids were received June 15, 1982 for furnishing Automotive Parts and Supplies to the Department of Building and Vehicle Maintenance on a contract basis for one year. Invitations were mailed to 47 potential suppliers and 22 replies were received. 7 no bids were also received. The bid invitation requested prices for the estimated quantities required on 45 items of parts and accessories that are used on a regular basis in the repair of equipment. The bid invitation also requested that the bidder state his method of pricing any items not on the list. The 22 replies received were "partial" bids only. None of them were complete. Gary City Manager Page 2 of 2 June 29, 1982 Most of the present suppliers were contacted in order to determine their reason for not submitting complete bidso or not bidding. Typical answers were "General uncertain economic conditions" and "Inflation" does not at present enable them to obtain firm prices from their suppliers and manufacturers. They indicated their willingness to continue supplying our needs and to bid on an as needed basis. Their quoted prices are presently less than the prices received in the bids. Section 18-54 of the City Code includes the provision: "When the public interest will be served thereby, the City Commission may authorized the purchase of commodities in the open market provided that the price paid in the open market shall not exceed any bid price submitted for the same commodity". On passage of the recommended resolution, blanket purchase orders will be issued to the various suppliers of parts and accessories, and bids will be obtained from them in accordance with purchasing procedures, on an as needed basis. The Department of Building and Vehicle Maintenance concurs with this recommendation. ALM:an 82-630.
