A RESOLUTION AUTHORIZING THE CITY MANAGER TO
CONVERT THE CUSTODIAL AND SECURITY FUNCTIONS
OF THE OFFICE OF STADIUMS FROM CIVIL SERVICE
TO CONTRACTUAL SERVICES; AUTHORIZING BIDS TO
BE PROCURED FOR PROVIDING GUARD SERVICES FOR
THE OFFICE OF STADIUMS; FURTHER AUTHORIZING
THE USE OF CUSTODIAL SERVICES OF PROPERTY
MANAGEMENT & MAINTENANCE, INC., ON AN AS -
NEEDED BASIS AS PREVIOUSLY AUTHORIZED IN
RESOLUTION 81-589.
WHEREAS, a cost analysis shows that by converting from Civil Service
custodians and guards to contractual custodial and security services in the
Office of Stadiums, the City can have a combined annual savings of $41,600 and
gain an additional 4,780 man-hours of personnel time; and
WHEREAS, the City has previously found it economically feasible to
make a similar conversion in the Department of building and Vehicle Maintenance;

WHEREAS, the City Commission in Resolution 81-589 accepted the bid of
Property Management and Maintenance, Inc., to clean the City's stadiums after
events as well as at hourly rates; and
WHEREAS, Property Management and Maintenance, Inc., is familiar with
the City's stadiums and can supply supervised custodial personnel on an as -needed
basis; and
WHEREAS, private security firms can provide 24-hour guard service at the
Orange Bowl Stadium at a lower cost than the City can presently provide;
FLORIDA:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
Section 1. The City Manager is hereby authorized to convert from Civil
Service custodians and guards to contractual cleaning and guard services in the
Office of Stadiums.
Section 2. The City Manager is hereby authorized to procure bids for
guard services for the Office of Stadiums.
Section 3. The Office of Stadiums as previously authorized by Reso-
lution 81-589 is hereby authorized to employ Property Management a

Resolution Authorizing Conversion
to Contractural Cleaning and
Security

The Office of Stadiums recommends the adoption
of a Resolution that will convert the custodial
and security functions for the Office of Stadiums
from Civil Service to contractural services.
This change will provide a combined annual
savings of $41,600 and gain an additional 4,780
man-hours of personnel time.
At the present time the Office of Stadiums is currently using 7 custodians and 4
security guards as part of a general work force for the Office of Stadiums.
Because of the number of events held at the stadiums, many of which take place on
weekends, holidays, etc., the City is required to pay additional monies for over-
time and shift differential at peak timesfor custodial and security service. At
times when there are fewer events,their work load is minimal.
By converting to contractural custodial and security services the Office of Stadiums
would pay for such service only when the service is required. In addition, with
contractural services we can employ the number of personnel necessary to accomplish
a project (such as back-to-back events) without the budget strain of excessive over-
time.
The Office of Stadiums has prepared the attached charts as follows for comparison:
1. The current organizational chart,
2. The proposed organizational chart,
3. The cost comparison chart.
The cost comparison chart shows the values attributable to the change to contractural
services as follows: i
1. A cost savings of $41,600 annually,
2. The number of man-hours gained - 4,780,
3. The reduction of cost per man-hour from $11.12 to $7.55.
