WHEREAS, the City of Miami is desirous of utilizing senior citizens in the performance of fire education and home safety surveys; and . WHEREAS, the Senior Citizen Service Employment Program and the Senior Aides Program of Dade County desire to cooperate by providing participants in this connection; and WHEREAS, City of Miami Department of Fire personnel, by Agreement, will teach and train these participants; and WHEREAS, funds are available through the Fire Department's general budget and the Fire Fighters Bond Fund; and WHEREAS, the City Manager recommends; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI$ FLORIDA: Section 1. The City Manager is hereby authorized to execute the attached Agreement with the Senior Community Service Employment Program and Senior Aides — Program of Dade County for services in connection with the Home Safety Inspection Program to be conducted substantially in accordance with the terms and conditions set forth in said Agreement, with funds therefore hereby allocated from the City of Miami Department's general budget and the Fire Fighters Bond Fund, not to exceed $50,498.00. Brice, Chief ' Director of Fire June 30, 1982 r!l C Fire Department Senior Citizens "Home Safety Advisors Program" For City Commission Meeting July 22, 1982 It is recommended that the City Manager be authorized to execute the attached agreement with Senior Citizen Communi- ty Services Employment Program and Senior Centers of Dade County, Inc., to utilize senior citizens, who are residents of the City, as home fire safety advisors. In June of 1978, the City of Miami Fire Department entered into agreement with the Senior Community Service Program and Senior Centers of Dade County, Inc., to utilize senior citizens as home safety advisors in augmenting its fire safety and educational program. The program involves forty-six senior citizens in an on -going, bilingual public safety education program to reduce fires caused by public ignorance and apathy. The senior citizens are supervised by department personnel in performing door-to- door home fire safety surveys, advisement to homeowners on benefits of early warning devices (smoke detectors) and also in giving general instruction in all phases of fire safety in the home. The program is federally funded by the Title V, Older American Act, and requires matching funds of at least ten percent (10",) allowable through contribution of in -kind services of Fire Department sources. At that time, the Law Department recommended that these organizations provide liability insurance coverage for all participants, and also to indemnify and hold harmless the City against any and all claims. Grant funds under the "Older -American Act of 1973" could not be utilized in this manner. Therefore, the Law Department recommiends that we initiate a memorandum signed by the City Manager, agreeing to remove the hold harmless clause from the contract as we have done in previous years. The Fire Department is in the process of renewing their contract with Senior Community Services Employment Program and Senior Centers of Dade, Inc., and we are requesting that you approve deleting the hold harmless and liability clause from the contract. To provide work for program participants. TERM: The term of this agreement shall be for a period of one year, beginning on July 1, 1982 and terminating on June 30, 1983. TERMINATION: At any time during, the term of this agreement, the parties may at their option, terminate this agreement upon thirty days prior written notice to the others, or immediately upon loss of federal funding. An 30 hour training package, including slide presentations, was developed to be used by the Fire Department Instructor to train these senior citizens. Federal funds were awarded for this program under Title V of the "Older American Act." Funds are now available to any city that wishes to host such a program, utilizing the Edmunds Curriculum. no_1crTT VCC . Establish an ongoing, bilingual public safety education program to reduce fires caused by public ignorance and apathy. We intend to continue utilizing senior citizens to perform door-to-door home/ fire safety surveys, advise homeowners of benefits of early warning devices (smoke detectors), and give general instruction in all phases of fire safety in the home. One or two participants may be utilized to install and test smoke detectors on request. In the future, when this program is well esta- blished, we expect to utilize some participants to test single station smoke detectors, required by the Fire Code, which have been installed in Group "H" occupancies, as a horizontal separation alternative. Fire safety demonstra- tions would be presented to elementary school children, P.T.A., senior citizen groups, etc. We are currently using three participants of the group as Group Supervisors, three as drivers for the vans, which the City of Miami has provided, and one as a Record keeper and Clerk for the Program. This year we have added an addi- tional van, driver, and supervisor for the purpose of promoting more efficiency and safety for the groups by having a van in the work area of each group. 0 82— 65su . to GOAL: Reduce the loss frog accidental fires in single family homes, duplexes, apartment buildings, and condominiums by 2`: per year. Make homeowners aware of the potential of single station smoke detectors to save lives, prevent injuries, and reduce property damage through early warning. Through public awareness of this program, we could in the future provide the necessary manpower, tools, and expertise to properly place and install smoke detectors for homeowners who request assistance. This program could be very beneficial to older citizens, widows, and/or single females. WORK WEEK - CLASSIFICATION - SALARY: There will be funding provided for 46 participants who will work four or five hours a day, five days per week. Senior Community Services Employment Program (30 persons) There would be no cost to the City of Miami for senior citizens salaries until such time as the City of Miami needs and budget restrictions would permit funding of additional employees. Uniform and vehicle maintenance would be budgeted in the 82-83 regular budgets. Regular personnel ass?gned to the Fire Prevention Bureau would be required to administer this program. We feel it is necessary to have control of this program within the Fire Prevention Bureau, and to maintain supervisory control to achieve the program's goals with safety and efficient;. 82-65� . The host agency must be able to match the total federal funds with a least a ten percent (10) contribution from non-federal sources (SEE COST). This matching contribution may be in -kind and such sources as supervisors, training, administration supplies/equipment costs may be utilized for this purpose. The host agency shall be responsible for completing and transmitting to the Project Director, all forms and reports necessary to properly administer and assess the progress of the program. 8Sii�i"'-65'^r TRAINING: The re-training period will be two �%-eeks (40 hours - 20 hours per week). The training program will be conducted by Fire Department personnel from the Fire Prevention Bureau and the Fire Department Division of Training and Safety. The home inspection instructions will be based upon the Edmunds Fire Department, Washington State Program entitled "Residential Fire Survey Training Program." The public education instructions will cover slide programs, table -top demons- trations and other instructions required to insure that they represent the best interests of the City. After the training is concluded, the participants will report to a designated work location everyday except holidays and weekends, when they will receive their assignments. Periodically, they would be required to attend meetings of an administrative nature and could also be required to attend additional training sessions and/or individual counseling, as needed. SUPERVISION: Supervision will be by personnel of the Fire Prevention Bureau. They will coordinate and supervise periodic re-training programs. They will provide close field supervision, working through the field supervisors, who have been selected from the groups. They will assign zones for home surveys and provide the groups with materials. They will report to the Project Directors with all required information. They will supervise the keeping of records and the time book. They will perform such other duties as the position requires. Supervisory personnel receive and supply information through the Fire Marshal of the City of Miami. TRANSPORTATION: All transportation for participants will be their responsibility. Usually, they will report directly to their predetermined meeting place, and would be met by a supervisor for roll call, exchange of information, etc. Exception: (1) Supervisors would be required to transmit personnel information to office, pick up and distribute handouts, take participants to City Doctor, a medical facility, etc., using van supplied by City. 0 (2) Secretary -Timekeeper - worksite would be the Fire Prevention Bureau. i IDENTIFICATION A City of Miami clip -on identification card is issued for identification. This i' card will have the individua l s picture on it and would be clipped to his/her shirt. In the blank "position", FIRE SURVEYOR will be entered. UNIFORMS: Three uniform shirts, as designated by the Fire Chief, will be furnished to each participant by the City of Miami, and replaced when worn out. This program is successfully underway here in the City of Miami and in cities and communities as diverse as Huntington, West Virginia; Aurora, Colorado; Tucson, Arizona; Orange, Texas.
