A RESOLUTION DESIGNATING THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELO-
MENT AD HOC COMMITTEE AS THE OFFICIAL
ADVISORY BOARD FOR THE URBAN INITIATIVES
PROJECT, TO BE KNOWN AS THE OVERTOWN
ADVISORY BOARD.
WHEREAS, on June 17, 1982 by Resolution 82-560 the City
Commission abolished the citizen participation plan for the
Community Development Block Grant Program established by
Resolution 80-563 and created a 21 member city wide Advisory
Board for the Community Development Block Grant Program; and
WHEREAS, the Environmental Impact Statement for the Urban
Initiatives Project in the Overtown community stipulates
that a neighborhood citizen participation process will be
maintained to monitor the redevelopment activities associated
with said project; and
WHEREAS, the Southeast Overtown/Park West Community
Development Ad Hoc Committee was created to provide a neigh-
borhood oversight monitoring mechanism for the Urban Initiatives
Project; and
WHEREAS, said Ad Hoc Committee consists of 15 members re-
presenting Overtown residents, property owners, and community
based organizations.
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Southeast Overtown/Park West Community
Redevelopment Ad Hoc Committee is hereby designated as the
official Advisory Board to comply with the requirements of the
Urban Initiatives Project, to be known as the Overtown
Advisory Board.
Section 2. The 15 member Overtown Advisory Board shall
select its own officers and appoint replacements to the Board
should a vacancy on said Board occur.
PASSED AND ADOPTED this 22ND day of JULY _ 1982.

It is recommended that the City Commission
designate the Southeast Overtown/Park West
Communitv Redevelopment Ad Hoc Committee as
the official Advisory Board in order to
comply with the requirements set forth under
the Environmental Impact Statement for the
Urban Initiatives Project, to be known as
the Overtown Advisory Board, per the attached
resolution.
On June 17, 1982, the City Commission by Resolution 82-560 abolished
the current citizen participation plan for the Community Development
Block Grant Program and created a 21 member city wide Advisory Board
for the Community Development Block Grant Program.
During that discussion, staff advised the Commission that the
Overtown community, in view of the proposed redevelopment activities,
would require a neighborhood citizen participation process to act as
the oversight monitoring mechanism for the Urban Initiatives Re-
development project. This project is being administered by
Metropolitan Dade County (Office of Transportation Administration) in
cooperation with the City of Miami.
The Urban Initiatives Project, funded by the Urban Mass Transit
Administration, will provide $6.7 million to redevelop a four block
area west of the Overtown transit station.
The Environmental Impact Statement of the Urban Initiatives Grant
�f stipulates that a neighborhood mechanism will be established to
monitor the redevelolpment activities associated with the project.
During the past year, a 15 member committee, the Southeast Overtown/
Park West Community Redevelopment Ad Hoc Committee, was created to
act in this capacity. The members have consisted of a cross section
of the Overtown community including representatives of the old
Overtown Community Development Advisory Board, the community based
organizations in Overtown as well as Overtown property owners and
residents.

In order to comply with the federal guidelines for the Urban
Initiatives Project it is recommended that this active Ad Hoc
Committee be officially designated by the City Commission as
the Overtown Advisory Board. It is further recommended that
this 15 member body be permitted to select its own officers
and fill any vacancies should they arise.
