A RESOLUTION AUTHORIZING THE CITY
MANAGER TO ALLOCATE FIFTEEN THOUSAND
DOLLARS ($15,000) FROM COMMUNITY DE-
VELOPMENT BLOCK GRANT FUNDS TO THE
DOWNTOWN DEVELOPMENT AUTHORITY (D.D.A)
FOR THE PROVISION OF REQUIRED CONSULTANT
SERVICES BY CONNELL ASSOCIATES, INC.
(FORMERLY KNOWN AS CONNELL, METCALF &
EDDY) TO COMPLETE THE MIAMI RIVERWALK
PROJECT; AND AUTHORIZING THE CITY
MANAGER TO AMEND THE DESIGN AND ENGIN-
EERING MEMORANDUM OF AGREEMENT WITH
D.D.A., FOR SAID PROJECT, BY INCREASING
THE MAXIMUM COMPENSATION BY $15,000.
WHEREAS, the Downtown Development Authority has con-
tracted the firm of Connell Associates, Inc., formerly known
as Connell, Metcalf & Eddy, for consultant services on the
Miami Riverwalk project; and
WHEREAS, this agreement between the Downtown Develop-
ment Authority and Connell Associates, formerly known as
Connell, Metcalf & Eddy, has been in existence since 1979;
and
WHEREAS, during this span of time the scope and cost of
the Miami Riverwalk project has expanded; and
WHEREAS, the consultant services and the project con-
truction are now near completion; and
WHEREAS, an additional Fifteen Thousand Dollars
($15,000) is needed to justly compensate the consultant firm
for the completion of their required services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF MIAMI,
FLORIDA:
Section 1. That the City Manager is hereby author-
ized to allocate $15,000 to the Downtown Development Author-
ity (D.D.A.), from Community Development Block Grant funds,
to cover the cost of required consultant services provided
by Connell Associates, Inc. (formerly known as Connell,
Metcalf & Eddy), needed to complete the Miami Riverwalk
Project.

amend the Memorandum of Agreement with the Downtown Develop-
ment Authority for the design and engineering of the Miami
Riverwalk Project, increasing the maximum compensation by
$15, 000.

the Allocation to DDA for the
Consultant Services Performed by
Connell Associates, Inc.
For City Commission Agenda

It is recommended that a Resolution
-- be approved, authorizing the City
, Manager to allocate fifteen thousand
dollars ($15,000) from Community
Development Block Grant funds to the

services by Connell Associates, Inc.,
formerly known as Connell, Metcalf & Eddy,
to complete the Miami Riverwalk project.

The Downtown Development Authority contracted with the consultant firm
_ of Connell Associates, Inc., formerly known as Connell, Metcalf & Eddy,
in 1979. The consultant firm was to be responsible for engineering and
-= bulkhead design, pez-mitting process, preparation of construction bids
and construction coordination. The estimated cost of the project at
that time was $420,000.
A series of minor design changes required by the City, and lengthy
permits requirements were partially responsible for increases in the
estimated cost of the project, which by early 1981 was approximately
$600,000. On January 7, 1982, when the bids were received, the lowest
one was $795,876. The award was granted on February 1, 1982. As a
result, construction coordination was required beyond the scope of
services expected frbm Connell Associates, Inc.
The Department of Community Development provided D.D.A. with $60,000
from C.D.B.G. funds for the services of Connell Associates, Inc. The
firm has received $56,975 for their services, and the $3,025 difference
has been used by D.D.A. for related miscellaneous expenses.

An additional $15,000 is needed as final compensation for services
required beyond the scope originally expected for Connell Associates,
Inc. to complete the Miami Riverwalk project. This would give the
firm a total compensation of $71,975, or nine percent of the con-
struction contract.
