A RESOLUTION APPROVING THE CITY MANAGER'S
SUBMISSION OF A GRANT APPLICATION TO THE
UNITED STATES DEPARTMENT OF COMMERCE:
ECONOMIC DEVELOPMENT ADMINISTRATION (EDA)
REQUESTIIIG $800,000 FOR THE REDEVELOPMENT
AND RENOVATION OF THE PANTRY PRIDE BUILD-
ING AND PROPERTY LOCATED AT NORTHWEST
62ND STREET AND 6TH AVENUE IN CONJUNCTION
WITH THE BELAFONTE TACOLCY CENTER, INC.
AND EXPRESSING THE INTENT OF THE CITY
COMMISSION TO MEET THE CASH MATCH RE-
QUIREMENTS OF THE UNITED STATES DEPART-
MENT OF COMMERCE FOR THIS PROJECT 11HEN IT
IS APPROVED BY THE EDA.
WHEREAS, the City of Miami submitted a pre -application
to the United States Department of Commerce on December 10,
1980, requesting a grant to renovate a currently vacant
46,000± square foot Pantry Pride supermarket structure into
a 23,000 square foot supermarket and 8-10 retail establish-
ments; and
WHEREAS, the United States Department of Commerce has
expressed an interest in receiving a formal application from
the City of Miami for the aforementioned project for possi-
ble funding from the Department's Public Works Program,
Title I of the Public Works and Economic Development Act of
1965, as amended; and
WHEREAS, the United States Department of Commerce
encourages public and private non-profit community organiza-
tions to work together to carry out projects under Title I;
and
WHEREAS, the Belafonte Tacolcy Center, Inc., a reci-
pient of financial support from the Local Initiative Support
Corporation, a subsidiary of the Ford Foundation, has ex-
pressed a willingness to work with the City of Miami to
accomplish the project; and
WHEREAS, the City of Miami wants to work with the
Belafonte Tacolcy Center, Inc. to develop the project; and

WHEREAS, approval of the grant award will require the
City of Miami to meet the cash match requirements;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. That the action by the City Manager of
submitting a grant application to the United States Depart-
ment of Commerce, Economic Development Administration, dated
July 13, 1982, for the redevelopment and renovation of the
Pantry Pride building and property located at Northwest 62nd
Street and 6th Avenue, Miami, Florida, be ratified and
affirmed.
Section 2. It is the intent of the City Commission
to endorse and provide support for the herein Pantry Pride
project by meeting the cash match requirements of the United
States Department of Commerce for this project when it is
approved by the EDA .

Renovation of the
Pantry Pride Site
City Commission Meeting of
July 22, 1982
It is recommended that the City
Commission ratify and affirm the
action of the City Manager in sub-
mitting a grant application to the
United States Department of Commerce
requesting $800,000 for the redevelop-
ment and renovation of the Pantry Pride
building and property located at N.W. 62nd
Street and 6th Avenue in conjunction with
the Belafonte Tacolcy Center, Inc. and
expressing the intent of the City Com-
mission to meet the cash match require-
ments of the United States Department
of Commerce for this project when it
is approved.
On March 11, 1982 the City Commission authorized the City Manager
to submit a grant application to the United States Department of Commerce,
Economic Development Administration to acquire and renovate the Pantry
Pride building and property located at N.W. 62nd Street and 6th Avenue
in conjunction with the Belafonte Tacolcy Center, Inc.
Subsequently, a joint City of Miami and Metropolitan Dade County
application for Title IX funds was turned down. At that time, the
regional director for the EDA, Wilbur S. Hattendorf, invited the
City and the Belafonte Tacolcy Center, Inc. to come to Atlanta,
Georgia on Wednesday, June 9, 1982 to discuss the prospect of
funding the Pantry Pride project under the EDA Title I Program.
During that meeting, Mr. Hattendorf indicated that the EDA might
provide up to $800,000 in Federal support of the project provided
the City could raise the $900,000 as local share (total project cost
is estimated at $1.7 million).
Since that meeting, letters have been exchanged (attached) and the
EDA has invited the City to apply for the funds. The City filed
the grant application today including the proposal for providing
the local share as follows:

1. $400,000 would be provided by the City of Miami.
2. $250,000 would be provided by the Local Initiatives
Support Corporation (an affiliate of the Ford Founda-
tion) .
3. $125,000 would be provided by Metropolitan Dade County.
4. $125,000 would be provided by the Greater Miami Chamber
of Commerce under their Liberty City Revitalization
Program - seed capital fund.
The Local Initiatives Support Corporation, Metropolitan Dade County
and the Greater Miami Chamber of Commerce have agreed in principle
to fund the project.
Attached for approval by the City Commission is a resolution which
ratifies and affirms the action of the City Manager in filing the
grant application dated July 13, 1982 and expresses the intent of
the City Commission to meet the cash match requirements of the
Department of Commerce for this project when it is approved by the
EDA.

Dear Mayor Ferre:
This is a conditional authorization for you to submit an application
to the Economic Development Administration (EDA) for $800,000 in
EDA funds. Federal funds are not to exceed 500 of the cost of
construction of the "Pantry Pride Shopping Center" project now
estimated at a total cost of $1,775,000.
During the pre -application conference held June 9, 1982, certain
questions arose with regard to the local matching share of project
funds. We have received Mr. Jim Reid's letter dated July 1, 1982,
indicating the source of $975,000 in matching funds. Resolution
of this question now enables us to issue this conditional authori-
zation letter.
Ile must advise you that your project may not be processed if a
deficiency -free application is not received prior to July 12, 1982.
Receipt of an application prior to July 12 will allow this office,
and our Washington Office, sufficient time to review your applica-
tion and will maximize its chances for eventual approval if funds
are available at that time.
