AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO, 9353, ADOPTED NOVEMBER 19, 1981, THE
CITY'S CAPITAL IMPROVEMENT APPROPRIATIONS
ORDINANCE FOR FISCAL YEAR 1981-82; AS AMENDED;
BY REDUCING ITEM III.B.l. STATION #4 BY AN
AMOUNT OF $10,500 BY REDUCING ITEM III.B.2.
STATION #7 BY AN AMOUNT OF $3,700, AND BY
REDUCING ITEM III.B.6. BREATHING APPARATUS
BY AN AMOUNT OF $22,600 AND TRANSFERRING SAID

FOUR-FIFTIIS OF THE Ma BERS OF THE COMMISSION.
D+IHEREAS, the City Commission adopted Ordinance 9353 on November 19, 1981,
establishing resources and appropriations for the implementation of capital
improvements in the City of Miami, Florida, for the Fiscal Year ending
September 30, 1982; and
WHEREAS, the Department of Fire, Rescue and Inspection Services desires to
transfer remaining balances in the completed Capital Projects of Station #4 in
the amount of $10,500 and Station #7 in the amount of $3,700, and to decrease
and transfer funds from the Breathing Apparatus Project in the amount of $22,600,
said funds being from the 1976 Fire Fighting, Fire Prevention and Rescue
Facilities General Obligation Bond Fund, and to be transferred to close out the
New City Administration Building Project in the amount of $4,000 and to augment
the Fire Training Facility and Closed Circuit Television System Project in the
amount of $32,800; and
WHEREAS, the following ordinances and Resolutions of the City of Miami
speak to the holding of election, issuance, passage and subsequent revisions to
maturities of 1981 Fire Fighting, Fire Prevention and Rescue Facilities Bonds:
Resolution No. 81-729, Ordinance No. 9295, Ordinance No. 9296, Resolution No.
81-776, Resolution No. 81-1020, Ordinance No. 9406, Resolution No. 82-304; and
WHEREAS, the projects identified in the 1981 Fire Fighting, Fire Prevention
and Rescue Facilities Bond were approved by referendum, appropriated by the City
Commission and the referendum has been validated through the court system,
meeting all legal prerequisites; and
WHEREAS, it is deemed necessary to proceed with several projects identified
under the 1981 Fire Fighting, Fire Prevention and Rescue Facilities General
Obligation Bond Program, in order to secure the best pricing in purchase of new
fire apparatus (6 pumpers and 2 aerials/$1,900,000), to replace Rescue Vehicle
#6 ($70,000, to further study the installation of a traffic light control system
and the upgrading of the Fire Rescue Radio Conwmications System to 800 DIM
($182,000), to provide state-of-the-art training equipment for the new Fire -Rescue
Training Center ($667,000) to modify and expand the Fire Garage and Station #3
Complex ($1,000,000), and to commence renovations of Fire Stations #1, #2, #5 and
— #8 ($300,000); and
WHEREAS, funds for these aforementioned projects in the total amount of
$4,119,000 will be available from the 1981 Fire Fighting, Fire Prevention and
Rescue Facilities General Obligation Bonds, upon sale of said bonds;
NOW, THEREFORE BE IT ORDAINED BY THE COMMSSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 9353, adopted November 19, 1981, is
hereby amended in the following particulars:l/

and/or figures constitute the amendment proposed. The remaining provisions
are now in effect and remain unchanged. Asterisks indicate omitted and
unchanged material. All figures are rounded to the next hundred dollars.
"Section 1. The following appropriations hereby made by fund
and project title include previously authorized projects and
fund appropriations for implementation of all municipal capital
improvements of the City of Miami, Florida, The sources of
revenue to support the herein appropriations are hereby identi-

Section 2. The Anticipated 1981 Fire Fighting, Fire Prevention and Rescue
Facilities General Obligation Bond Rands will be used for the Rescue Service Appara-
tus and Equipment Project, the Fire Apparatus Acquisition, Replacements and Modifi-
cations Project, the Computer Aided Dispatch System Project, the Fire Training
Facility and Closed Circuit Television System Project, the Fire Garage and Station
#3 Modification and Expansion Project, and the Renovation of Fire Stations #1, #2,
#5, and #8 Project.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with provisions of this ordinance are hereby -_
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.

Section 5. The requirement of reading this ordinance on two separate
days is hereby dispensed with by a vote of not less than four -fifths of the
members of the Commission.

It is recommended that the attached Amendment
to Capital Improvement Ordinance No. 9353
adopted November 19, 1981., as amended, be
approved to transfer remaining balances in the
Station No. 4 Project ($10,500), Station No. 7
Project ($3,700), and to decrease and transfer -
funds from the Breathing Apparatus Project -_
($22,600) to the New City Administration
Building Project ($4,000) and the Fire Train-
ing Facility and Closed Circuit Television
System Project ($32,800); appropriating from
the,1981 Fire Fighting, Fire Prevention and
Rescue Facilities Bond Fund/Anticipated Bond
Sales, $70,000 to the Rescue Service Apparatus
and Equipment Project, $1,900,000 to the Fire
_ Apparatus, Acquisition, Replacements and
Modifications Project, $182,000 to the Computer
Aided Dispatch System Project, $667,000 to the
Fire Training Facility and Closed Circuit
Television System Project and establishing and
appropriating $1,000,000 to a Fire Garage and
Station No. 3 Modification and Expansion Proj-
ect and $300,000 to a Renovation of Fire Sta-
tions #1, #2, #5, and #8 Project.
It is appropriate at this time to transfer remaining balances in
completed Fire Department capital projects, Station #4 Development
in the amount of $10,500 and Station #7 Development in the amount
of $3,700, and a portion of the remaining balance of the Breathing
Apparatus Project in the amount of $22,600. These funds will be
- — utilized to cover a �4,000 deficit and close out the New City
Administration Building Project and to augment, in the amount of
$32.,800, funds being used for construction of the new Fire -Rescue
y Training Facility.

Additionally, it is deemed necessary to proceed with several proj-

These projects were identified in the 1981 Bond Program, approved by
referendum, appropriated by the City Commission, and the referendum
has been validated through the court system, meeting all legal
prerequisites of being funded from the City's Capital Project Fund

NEW FIRE APPARATUS $1,900,000
The new fire apparatus are being purchased under a County
contract, to the City's specifications, in order to secure
greatest economy of purchase. The pumpers will cost
$161,500 each and the aerials $423,200 each,
REPLACEMENT OF RESCUE VEHICLE $ 70,000
A $70,000 allocation is required for the replacement of
Rescue Vehicle ##6, including all equipment and outfitting
of the vehicle for service.
STUDY OF TRAFFIC LIGHT CONTROL SYSTEM/STUDY OF UPGRADING
FIRE -RESCUE RADIO COP'IMUNICATIONS SYSTEM $ 182,000
Funding for study and evaluation of installing a traffic
light control system in the City with the objective of
maintaining the Department's four minute response time,
should be initiated at this time. Likewise, study of
applying and upgrading the Fire -Rescue Radio communica-
tions System to 800 MHZ frequency, which should improve
the capability of fire fighters to communicate from
inside buildings, should be initiated.
TRAINING EQUIPMENT FOR NEW FIRE -RESCUE TRAINING CENTER
The new Fire -Rescue Training Center, which is expected
to be occupied in November of 1982, must now be out-
fitted with various pieces of sophisticated equipment
to train today's fire fighter to cope with all the
potential hazards found in a Metropolitan area. The
1981 Fire -Rescue Bonds will be utilized to provide a
closed circuit television system to improve training of
fire fighters, paramedics and fire prevention inspectors,
a fire tactics simulator for training of fire officers
in fire ground tactics, a pump simulator for testing pump
operators, a high pressure air cascade system, physical
fitness equipment, and heavy duty ground ladders for
drilling.

FIRE GARAGE AND STATION #3 PROJECT
The Fire Garage and Station No. 3 Modification and
Expansion Project involves the addition of storage bays
for spare apparatus, installation of a greater capacity
lift for servicing fire apparatus, construction of an

approved paint booth for painting and refurbishing of
fire apparatus, installation of a pump and drafting test
facility, provision of offices for the Fire Rescue
bivision, interior refurbishing of Fire Station No. 3
with additionofa hose tower and an apparatus room for
storage of the Amphibious Fireboat,
FIRE STATION RENOVATION PROJECT
The renovation of Fire Stations #l, #2, #5, and #8
Project will include the redesign of dormitories to
provide privacy for study and rest, rest room modifica-
tions to accommodate men and women, and installation of
smoke detectors and security systems throughout the
stations.
