The alternatives below represent the language desired by the City Commission as per the minutes of the February 11, 1982 meeting. 1) Shall the City of Miami institute residential Combined Curbside Collection of garbage and rubbish in regular containers with no increase in the present fee until January 1, 1985? YES NO 2) Shall the City of Miami retain its present system of garbage and rubbish collection with an increase in annual fees from $75.00•to $115.00, effective January 1, 1983? YES NO 3) Shall the City of Miami retain the present system of garbage and rubbish collection with no change in collection frequency and no increase in ahnual fees? YES NO This is how the minutes read as instructions for the question. However, we feel the voters would have a more legitimate choice if the questions were worded as follows: 1) Shall the City of Miami institute residential combined curbside collection of garbage and trash, in regular containers, with no increase in the present fee until January, 1985? Such a system would collect your garbage and trash from curbside twice per week.. Bulky items such as furniture, large appliances, and large tree cuttings would be collected three times per year on a call -in basis. Extra crews would become available for special community clean-up projects. YES NO 82-"'i'65 Howard V. Gary July 15, 1982 2) Shall the City of Miami retain its present system of separate backyard garbage and curbside trash collection in residential areas with an increase in frequency of trash collection to once per week with an increase in fees from $75.00 to $150.00 per year effective January, 1983? Such a system would also provide increased street sweeping in residential areas. YES NO 3) Shall the City of Miami retain its present system of separate backyard garbage and curbside trash collection with no change in frequency of collection and no change in the fee? YES NO The above wording clarifies the nature of each alternative and provides a legitimate choice between questions 2 and 3. In the original wording, questions 2 and 3 differ only in price. Obviously, no one would vote for a higher fee for the same service. Therefore, our option presents a more legitimate alternative to the voter, in terms of both cost and level of service.
