RESOLUTION AUTHORIZING AND DIRECTING THE
MANAGER TO AUTHORIZE THE DEPARTMENT OF
FIRE, RESCUE AND INSPECTION SERVICES TO
ISSUE A BUILDING PERMIT FOR THE DOWNTOWN
COMPONENT OF METRORAIL MAINTENANCE FACILITY
TO BE LOCATED AT THE SITE BOUNDED BY SW
1ST STREET, SW 1ST AVENUE, SW 1ST COURT,
AND THE I-95 CONNECTOR RIGHT-OF-WAY LINE,
COMPRISED OF MOSELY SUB (91-2) AND ADJACENT
UNPLATTED LAND, PROVIDED THAT THE PLAT AND
STREET COMMITTEE APPROVES THE TENTATIVE
PLAT; AND THAT THE FACILITY MEETS ALL OTHER
CITY REQUIREMENTS.
WHEREAS, Metropolitan Dade County has scheduled the start
of construction for the Downtown Component of Metrorail Main-
tenance Facility by September 20, 1982; and
WHEREAS, the City of Hiami requires that the site be
platted and replatted; and
WHEREAS, Metropolitan Dade County by letter of July 23,
1982, has requested that a building permit be authorized,
citing the potential delay in construction, caused by the
platting process; and
WHEREAS, Metropolitan Dade County agrees to plat and
replat this property expeditiously;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That City Manager is authorized and
directed to authorize the Department of Fire, Rescue and
Inspection Services to issue a building permit for the Down-
town Component of Metrorail Maintenance Facility to be located
at the site bounded by SW 1st Street, SW 1st Avenue, SW 1st
Court and the I-95 Connector right-of-way line, comprised
of MOSELY SUB (91-2) and adjacent unplatted land, provided
that the Plat and Street Committee approves the tentative
plat; further provided that the facility meets all other City
requirements.

Building Permit for DCM
Maintenance Facility
It is recommended that the attached
resolution be adopted authorizing
the Manager to authorize the Fire,
Rescue and Inspection Services Depart-
ment'to issue a building permit for
the Downtown Component of Metrorail
(DCM) Maintenance Facility provided
that the Plat and Street Committee
approves the tentative plat.
Metropolitan Dade County has scheduled the start of con-
struction for the DCM Maintenance Facility by September 20,
1982, which will require the site be replatted. To replat
is a four month process which will delay, at substantial
cost to the County, the issuance of a building permit for
the Maintenance Facility. The County has requested that a
building permit be issued (subject to all other City require-
ments) prior to completion of the replat process.

As you are aware, the zoned right-of-way of SW 1st Court and SW lst Street
is in the process of being changed in order to eliminate the encroachment
into the public right-of-way presented by the design of the DCM's mainte-
nance building. We have been informed, however, that in order for the City
to issue the building permits required to start construction of this build-
ing, it would still be necessary for the County to file a new plat to gain
proper title to the land. It is our understanding that the re -platting
process would take approximately four months to complete; such a delay would
have a devastating impact on our schedule and increase the overall cost of
the project.
The County's "turnkey" contractor for the project, Westinghouse, has received
very favorable bids for the construction of the DCM's maintenance building.
The apparent low bidder is not only below the engineers' estimate, but also
below budget. Westinghouse had anticipated that the right-of-way encroachment
problems would have been resolved by September of this year; therefore, a site
availability date of September 20, 1982, was included in the contract documents.
Based on the above, we respectfully request your assistance in obtaining a City
Commission resolution which would enable the City's Fire, Rescue and Inspection
Services Department to issue the necessary building permits prior to completion
of the formal re -platting process. This process is currently getting underway
and it is being coordinated with the City's Planning Department.
Please advise if you need any additional supporting documentation.
