Please schedule for discussion a resolution calling for a referendum to be
held on November 2, 1982 concerning the use of City of Miami facilities for
the filming of movies that are detrimental to the image of the City by
projecting Blacks, Cubans, Anglos, Jews, and any other recognized minority
in a negative fashion.

I am a long-time resident of Miami who has watched this
community struggle under one tragedy after another. The
clean and lucrative business of film production is a God-
send and can only help our area.
I am appaled that Mr. Perez has taken it upon himself to
censor this industry and make it further unwelcome.
Frankly, it would seem that a person coming from Cuba, as
Mr. Perez does, would be the strongest voice in support
for freedoms spelled out in our blessed Constitution, such
as freedom of expression. Perhaps this kind of approach
has a place in Cuba, but not in the United States.
The subject of Mr. Perez's disapproval couldn't be more
comical....after all, haven't we all been touched by the
tragedies associated with the Mariel Boatlift and the
horrific drug dealing in our community...this is a fact
of our life. In countries that are not free, the government
ignores and disavowes things they want to ignore....this
is what has happened here. We will pretend Mariel didn't
happen ... we'll pretend none of the refugees joined the drug
culture —we'll pretend and everyone will believe. NOT SO
IN AMERICA.
It is better that this movie be filmed here where our reality
can have impact on the production, than 3,000 miles away
where we have absolutely no influence on the outcome. But
the censorship requested by Mr. Perez will make our community
more of a laughing stock than the Boatlift itself did. Does
he actually believe that the world does not know what has happened?
This company, and myself personally, employe you...our elected
officials ... to disallow once and forall, any attempt by the
city government to interfere with private, legal enterprise.
VOTE AGAINST MR. PEREZ'S RESOLUTION.....at the next election
we'll take steps to see his voice is no longer heard with
authority in this community.
