HomeMy WebLinkAboutR-82-0833RESOLUTION NO. 8 2- 8 3 3 A RESOLUTION ESTA13LISHTNG A COMMITTEE TO HAKE P.ECOHMENDAT IONS FOR THE: KIELOCAT T O1 J AND UT I LI ZA- TION OF THE CITY OWNED BUILDING CURRENTLY OCCUPIED AS THE DADE COUNTY RAIN LIBRARY IN BAYFR ONT PARK; FURTHER ESTABLISIITNG A TI"IE LIP-IIT OF 18 MONTHS FROM JULY 29, 1982, THE DATE OF RESOLUTION NO. 82-740 WHICH EXPRESSED THE INTENT OF THE CIT:' CWP IISSION TO HAVE SAID BUILDING MOVED, ALLOCATING FUNDS FOR REMOVAL AND REFURBT SHING AND SETTING A TTPIE LII IIT AT -TER WHICH, IF NO ACCEPTABLE RP -LOCATION SITE AND TENANT IS FOUND, SAID BUILDING IS TO 13E DEMOLISHED. WHEREAS, the Citv Commission by Resolution No. 82-740 dated July 29, 1982, expressed the intent to have the Mc-iin Library Building in Bayfront Park moved; and WHEREAS, the City Commission by the same resolution allocated $2,000,000 to cover the cost of removal and refurbishing of said building; and WHEREAS, the City Commission by the same resolution expressed the intent that a committee be established to make recommendations with respect to the relocation and utilization of said building; and WHEREAS, the City Commission by the same resolution recommended that preference be given to the Culmer-Overtown area as an appropriate site and if removal to said site is not possible then consideration be given to the use of the building for a Maritime Museum or the Insurance Exchange of the Americas or such other uses based on humane considerations at another site; and WHEREAS, the City Commission by the same resolution set a minimal rental rate for the buildinq to be $3.00 per square foot net for a period of 10 years; and WHEREAS, the City Commission by the same resolution expressed the intent that if no acceptable relocation site and tenant is found for said building within 18 months from the date of Resolution No. 82-740 the building is to be demolished; CITY COMMfBStON MEETING OE S E P 9 196Z RMUTIO, 44 NOW, THEREFORE, BE IT RESOLVED BY THE COMPASSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A Library Re -Location and Utilization Committee is hereby established to make recommendations to the City Commission regarding an acceptable relocation site and tenant for the City owned Main Library Building in Bayfront nark in order to allow for the City's Bayfront Park Redevelopment Project. Section 2. The Library Re -Location and Utilization Committee shall consist of six (6) members, to wit: James Church 290 NE 89 Street, ^Iiami, FL 33138 Mariano Cruz 1227 NW 26 Street, Niami, FL 33142 Stanley Dodd 1309 Brickell Avenue, Miami, FL 33131 Ronald Frazier 5800 NW 7 Ave., Ste. 206, Miami, FL 33127 Patricia Holmes 1.408 S. Bayshore Dr., Apt. 312, Miami, FL 33131 Albert Veliky 4G00 Rickenbacker Causeway, Miami, FL 33149 Section 3. The Chairperson of the Library Pe -Location and Utilization Committee shall serve at the election of the Committee and all members shall serve for a period not to exceed two (2) years. Section 4. The Library Re -Location and Utilization Committee is charged with recommending to the City Commission an appropriate and feasible site for the relocation of the Library building. The Committee shall solicit proposals from potential tenants appropriate to the recommended site and in the best interests of the Cite. The Committee shall recommend a tenant or tenants to the City Commission for Commission determination. Section 5. Gilchristc)4' Project Director DATE August 30, 1982 FILE SUBJECT Library Re -Location Cor;mittee R Er LRENCES ENCLOf.0 RED Resolution Establishing the Library Re -Location Committee 8 The City Comanissi.on by Resolution No. 82-740 dated July 29, 1982, expressed the intent to have moved the City owned library building in Layfront Park after the current occupant, the Dade County Main Library, has vacated the premises. Additionally, the Commission allocated a sum not to exceed $2,000,000 to cover the cost of removal and renovation and to seek a tenant for the building at a new location, the tenant being required to return to the City an annual payment based on not less than $3 per square foot for a term adequate to cover the cost of moving, including finance costs. Further the Commission expressed the intent to establish a site selection committee to make reconunandations for relocation and utilization of the library building giving preference to the Culmer/Overtown area and if that is not possible to consider using the building for a Maritime Museum or the Insurance Exchange of the Americas or such other appropriate use at an appropriate and feasible site. If no acceptable relocation site and tenant is determined within 18 months from the date of Resolution No. 82-740 the building is to be demolished. The attached Resolution establishes a 6 member Library Re -Location and Utilization Committee and briefly defines their task. JEG/vb Attachment 82-833
