VENTURA & ASSOCIATES FOR FURNISHING 2 POLYGRAPH MACHINES TO THE DEPARTMENT OF POLICE; AT A TOTAL COST OF $9,095.00; ALLOCATING FUNDS THEREFOR FROM THE 1981-82 OPERATING BUDGET OF THAT DEPARTMENT; AUTHORIZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE THE PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received June 28, 1982 for the furnishing of 2 Polygraph Machines for the Department of Police; and WHEREAS, invitations were mailed to 6 potential suppliers and 2 bids were received; and WHEREAS, funds for this purchase are available in the 1981-82 Operating Budget; and WHEREAS, this equipment will be used by the Department of Police for the purpose of replacement of worn equipment; and WHEREAS, the City Manager and the Department of Police recommend that the bid received from Joseph D. Ventura & Associates be accepted as the most advantageous bid to the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The June 28, 1982 bid of Joseph D. Ventura & Associates for furnishing 2 Polygraph Machines to the Department of Police at a total cost of $9,095.00 is hereby accepted with funds therefor hereby allocated from the 1981-82 Operating Budget of that Department. Section 2. That the City Manager is hereby authorized to instruct the Purchasing Agent to issue the Purchase Order for this equipment. PASSED AND ADOPTED this 9TH day of SEPTEMBER 1982. Polygraph Machines REFERENCES ENCLOSURES Award Of Bid, Resolution It is recommended that the award be made and a reso- lution be passed accepting the most advantageous bid as received from Joseph D.Ventura & Associates for furnishing 2 Polygraph Machines at a total cost of $9,095.00 Pursuant to public notice, sealed bids were received June 28, 1982 for. furnishing 2 Polygraph Machines for the Department of Police. Invitations were mailed to 6 potential suppliers and 2 bids were received as listed on the Award of Bid. This is a replacement of worn equipment. Funds for this purchase are available in the 1981-82 Operating Budget. The Department of Police concurs with this recommendation. Headquarters ENCLOSURES X-PER 24-1 FILE FIN 16-2 The Stoelting polygraph instruments are necessary to be purchased due to the following factors: 1. Presently, we are in possession of two Stoelting polygraph instruments, each approximately 15 years of age. Both of the current instruments are in need of extensive repair and they both have been cannibalized to provide one marginally efficient machine. The remains of these two old machines can be utilized as spare parts for the two new machines as all Stoelting parts are interchangeable. 2. The Miami Police Department has sixteen (16) qualified polygraph examiners all trained on the Stoelting Polygraph instrument. If the new instruments are not Stoelting, it would necessitate the re-training of all our polygraph examiners in the use of a different instrument. 3. Currently, we are polygraphing approximately 4 to 5 criminal and Internal Security cases and 40 to 45 police and civilian employee applicants each week. A breakdown of the one old machine and/or failure to make a timely purchase of the new machines will curtail new employments and investigations. RV: on 82-7$5
