A RESOLUTION CALLING AND PROVIDING FOR A SPECIAL
MUNICIPAL ELECTION TO BE HELD ON THE 2ND DAY OF
NOVEMBER, 1982, FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED ELECTORS OF THE CITY OF MIAMI FOR
THEIR APPROVAL OR DISAPPROVAL THE EXPENDITURE OF
CITY FUNDS TO FINANCE, IN WHOLE OR IN PART, ANY
MULTI -NATIONAL COMMERCIAL OR CULTURAL CONFERENCE
OR CONVENTION WHERE REPRESENTATIVES OF COMMUNIST-
MARXIST COUNTRIES HAVE EITHER BEEN SCHEDULED TO PAR-
TICIPATE OR INVITED TO ATTEND.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. A special municipal election is hereby
called and directed to be held in the City of Miami,
Florida, from 7:00 A.M. until 7:00 P.M. on Tuesday, the 2nd
day of November, 1982, for the purpose of submitting to the
qualified electors of the City of Miami for their approval
or disapproval the expenditure of City funds to finance in
whole or in part, any multi -national commercial or cultural
conference or convention where representatives of communist -
Marxist countries have either been scheduled to participate or
invited to attend.
Section 2. Said special municipal election shall be
held at the voting places in the precincts designated, all
as shown on the list attached hereto and made a part hereof
and referred to as Exhibit No. 1. A description of the
registration books and records which pertain to election
precincts wholly or partly within the City and which the
City is adopting and desires to use for holding such special
municipal election is as follows: All registration cards,
books, records and certificates pertaining to electors of
the City and established and maintained as official by the
Supervisor of Elections of Dade County, in conformity with
the provisions of the general laws of the state, are hereby
adopted and declared to be, and shall hereafter be recog-
nized and accepted as, official registration cards, books,
records and certificates of the City.

Section 3. For the purpose of enabling persons to
register who are qualified to vote in said election and who
have not registered under the provisions of the general laws
of Florida and Chapter 16 of the Code of the City of Miami,
or who have transferred their legal residence from one
voting precinct to another voting precinct in the City, they
may register at the following permanent branch offices as
approved by the Supervisor of Elections of Metropolitan Dade
County, Florida, which are hereinafter set forth and which
will be open during the following dates and times:

Monday to Friday, inclusive: 9:00 A.11,1. - 5:00 P.M.
In addition to the above times and places, said
qualified persons may register at such other branch offices
and may also use any mobile registration van for the purpose
of registration in order to vote in the herein described
election during such times and on such dates as may be
designated by the Supervisor of Elections for Metropolitan
Dade County.
Section 4. The City Clerk of the City of Miami is
hereby designated and appointed as the official representa-
tive of the Commission of the City of Miami in all trans-
actions with the Supervisor of Elections of Dade County in
relation to matters pertaining to the use of the registra-
tion books and the holding of said election.
Section 5. The Election Clerks and Inspectors to serve
at said polling places on said date shall be designated by
the Supervisor of Elections for Metropolitan Dade County for
such purpose.
Section 6. The City Clerk is hereby authorized and
directed to publish notice of the adoption of the herein
resolution and of the provisions hereof at least twice,

once in the fifth week and once in the third week prior to
the week in which the aforesaid election is to be held, in
the following newspapers which are published within the City
of Miami, Florida:

Section 7. The official ballot to be used at said
special municipal election shall be in full compliance with
the laws of the State of Florida, including all provisions
of the "Electronic Voting Systems Act." The ballot used in
said election for voting on the question submitted shall be
that portion of the cardboard or paper or other material
within the ballot frames of the voting machines which will
contain a statement of the question submitted, and said
voting machines shall provide facilities with such instruc-
tions on their use as will enable all qualified electors to
vote for or against such question as they may choose. Said
ballot as it appears within the first row of horizontal
ballot frames of the voting machine shall be substantially
in the following form:

"Should funds of the City of Miami be expended
to finance, in whole or in part, any multi-
national commercial or cultural conference
or convention where representatives of com-
munist -Marxist countries have either been sched-
uled to participate or invited to attend?"
Section 8. The City Clerk shall cause to be prepared
absentee ballots in full compliance with the laws of the
State of Florida containing the question set forth in Sec-
tion 7 above for the use of absentee electors entitled to
cast such ballots in said election.

On July 1, 1982 our office forwarded a proposed resolution
to you formalizing Motion No. 82-210 (3/11/82) in connection
with the above -referenced matter. That resolution providing
for the question to be submitted to a referendum on Septem-
ber 7, 1982, was deferred at the July 2, 1982 meeting.
The attached resolution is being timely distributed in com-
pliance with the 5 day rule in the event you wish to con-
sider the matter at the meeting of September 9, 1982. If
adopted, the question can then be submitted to the elec-
torate at the November 2, 1982 election.
