S 2r 7 7 O A RESOLUTION OF THE CITY COMMISSION URGING AND STRONGLY SUPPORTING CHANGES IN THE PROCEDURES THAT SET THE STANDARDS PRESENTLY MAINTAINED BY THE SOUTHEAST INSTITUTE OF CRIMINAL JUSTICE FOR THE TRAINING OF POLICE RECRUITS FOR THE POSITION OF POLICE OFFICER; FURTHER URGING ALL OTHER MUNICIPALITIES PARTICIPATING IN THE PROGRAMS CONDUCTED BY SAID INSTITUTE TO ADVO- CATE SUCH CHANGES INDIVIDUALLY; FURTHER DIRECTING THE CITY CLERK TO FORWARD COPIES OF THIS RESOLUTION TO SAID MUNICIPALITIES. WHEREAS, applicants for the position of police officer in local municipalities, including the City of Miami, have often been rejected in the past for deficient physical characteristics or skill -performance levels which deficiency has been proven to be easily remedied or is not of such impor- tance as to warrant rejection for employment; and WHEREAS, height requirements for employment as a police officer have been modified; and WHEREAS, levels of skill -performance are capable of being significantly increased with proper assistance, such as swim- ming, running and jumping; and WHEREAS, such rejection for employment deprives the City of Miami of potentially capable police officers and results in the waste of the monies expended on recruitment and train- ing prior to such rejection; and WHEREAS, such rejection hampers the ability of the City of Miami to recruit minority police officers, including Blacks s and Hispanics; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby urges and strongly supports changes in the procedures that set the standards pres- ently maintained by the Southeast Institute of Criminal Justice for the training of recruits for the position of police officer. Section 2. The City Commission hereby urges all other muni- cipalities participating in the programs conducted by said Institute to advocate such changes individually.
