AS AMENDED; BY APPROPRIATING AN AMOUNT OF
S500,000 TO ESTABLISH LAND ACQUISITION AND
SITE ASSEMBLY FOR AFFORDABLE RENTAL HOUSING
CAPITAL. PROJECT AS ITEM IX.B. (ii) 21. AS A
LOAN FROM CAPITAL IMPROVEMENT FUND FY 1981
FUND BALANCE FURTHER TRANSFERRING SAID
APPROPRIATION TO INCREASE APPROPRIATIONS
FOR LAND ACQUISITION AND SITE ASSEMBLY FOR
AFFORDABLE RENTAL HOUSING PROJECT IN THE
1976 HOUSING GENERAL OBLIGATION BOND FUND
(ITEM VIII.C.l.) BY $500,000; CONTAINING A
REPEALER PROVISION AND SEVERABILITY CLAUSE;
AND DECLARING AN EMERGENCY AND DISPENSING
WITH THE READING OF THIS ORDINANCE ON TWO
SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9353 on November 19,
1981, establishing resources and appropriations for the implementation of capital
improvements in the City of Miami, Florida, for the fiscal year ending
September 30, 1982; and
WHEREAS, the City of Miami in March, 1976 passed a S25,000,000 General
Obligation Housing Bond Issue to provide funds in the development of low and
moderate income housing to alleviate the crucial need for such housing; and
WHEREAS, the City Commission, through Resolution No. 81.-848 adopted
October 7, 1981, approved implementation of the City of Miami Affordable Rental

Housing Development Program; and -
WHEREAS, an amount of S4,000,000 has been appropriated by Ordinance
No. 9353 for the Land Acquisition and Site Assembly for the Affordable Rental -
Housing Capital Project; and
WHEREAS, the City Commission, through Resolution No. 82-678 adopted
July 22, 1982, approved specific development sites which are deemed suitable for
the development of multi -family housing consistent with the objectives of the
program, and
WHEREAS, the City Commission through Resolution No. 82-678 approved
.� the allocation of 5500,000 as a loan from the Capital Improvement Fund for this

WHEREAS, the amount of 5500,000 is available and can be appropriated
as a loan from the Capital Improvement Fund FY 1931 fund balance to Land
Acquisition and Site Assembly for the Affordable Rental Housing Capital Project;
and
WHEREAS, the aforementioned loan of �)500,000 will be repaid to the
- Capital Improvement Fund from the 1976 Housing General Obligation Bond Fund
upon sale of said bonds;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section I. Section 1 of Ordinance No. 9353, adopted Noverrrber 19, 1981,
- is hereby amended in the following particulars: 1/

implementation of all municipal capital improvements of the City of

Section 2. The amount of $500,000 from the Capital Improvement Fund
FY 1981 fund balance is made as a loan to the Land Acquisition and Site Assembly
for Affordable Rental Housing Program. Repayment of the aforementioned loan
from the Capital Improvement Fund FY 1981 fund balance to the Land Acquisition
and Site Assembly for the Affordable Rental !-lousing Project will be made upon
the sale of 1976 Housing General Obligation Bonds.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.

Section 5. This ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further ground of the
necessity to secure site options for development site assembly for implementation
of the City of Miami Affordable Rental Housing Development Program.
Section 6. The requirements of reading this ordinance on two separate
days is hereby dispensed with by a vote of not less than four -fifths of the
members of the Commission.

Obligation Bond Fund; said $500,000 to be used for
the purpose of securing development site options
in connection with the City of Miami Affordable
Rental Housing Development Program, pursuant to
Resolution No. 82-678.

On March 9, 1976, the voters of the City of Miami approved a $25,000,000 General
Obligation Housing Bond issue for the purpose of financing housing for low and
moderate income fani1ies.
_ On October 7, 1981, by Resolution No. 81-848, the City Commission approved the
implementation of the City of Miami Affordable Rental Housing Development Program.
On July 22, 1981, by Resolution No. 82-678, the City Commission allocated the use
of Capital Improvement Funds not to exceed $500,000, for the purpose of securing
site options on five (5) development sites which have been deemed suitable for
the development of multifamily housing units consistent with the objectives of
the abovementioned program.
_ The $500,000 loan from the Capital Improvement Fund FY 1981 Fund Balance which
has been authorized for use in securing options on the above mentioned devel-
opment sites will be repaid to the Capital Improvement Fund at such time as
Housing Bond proceeds are available.
