MEETING DATE: SEPTE,MBER 10, 1982-- A1tENDED 10=1542 CITY HALL -DINNER KEY A MOTION OF THE CITY COMMISSION REAFFIRMING THEIR INTENT TO MAKE AN HONEST EFFORT TO REACH THE RATIO OF THREE (3) SWORN POLICE OFFICERS PER THOUSAND CITIZENS AS SOON AS POSSIBLE. A MOTION INSTRUCTING THE CITY MANAGER TO STUDY AND RECOMMEND ALTERNATIVE SOURCES OF FUNDING OTHER THAN AD VALOREM TAXES TO FIND THE HIRING OF ADDITIONAL POLICE OFFICERS. A MOTION OF INTENT REAFFIRMING THE CITY CO101ISSION'S INTENT TO MAKE AN HONEST EFFORT TO REACH THE RATIO OF THREE (3) SWORN POLICE OFFICERS PER THOUSAND CITIZENS AS SOON AS POSSIBLE; AND FURTHER: 1) EXPRESSING GRATITUDE TO THE MIAIMT CITIZENS AGAINST CRIME, FULLY SUPPORTING AND SUBSCRIBING TO THEIR GOALS; 2) STIPULATING THAT THE CITY CO�LMISSION SUBSCRIBES TO THE CITY MANAGER'S POSITION THAT WE MUST 'MAINTAIN A BALANCE. IN THE RENDERING OF BASIC SER- VICES TO THE CITIZENS OF MIAMI IN VIEW OF THE FACT THAT WE HAVE ADDED A SUBSTANTIAL. NUMBER OF POLICE OFFICERS DURING THE. LAST TWO YEARS, AND IN VIEW OF THE FACT THAT 627 OF THE OFFICERS OUT ON THE STREETS HAVE ONLY TWO YEARS OF EXP17RIENCE OR LESS; AND WHEREAS, Till--. CONSULTANT FIRIM OI' BOO7., ALLEN AND HAMILTON HAS RECOMMENDED TO THE CITY THE "CIVILIANI7.ATION" OF THE POLICE DEPARTMENT; AND WHEREAS, THE CITY OF 111IA1,1I COMMISSION 1dORKED HARD FOR Till. IMPLEMENTATION OF THE RECENTLY PASSED ONE CENT (IG) SALES TAX; AND WHEREAS, THE REQUIREMENTS OF THE LAW STIPULATE THAT THE CITY MUST SPEND, AT LEAST, $2,900,000 IN LIFE-SAVING SERVICES (WHICH THIS CITY IS NOW GREATLY EXCEEDING) ; SO THEREFORE., IN ORDER TO COME UP WITH A BALANCED RENDERING OF SERVICES TO THE CITIZENS, THE CITY COMMISSION FURTHER STIPULATES AS FOLLOWS: A) THAT THI: CITY *1UST INLMEDIATELY PROCEED WITH THE "CIVILIANIZATION" OF THE POLICE DEPARTMENT AT A COST OF $2,400,000; B) THAT Till: POLICE DEPARTMENT PROCEED TO RELEASE 74 POLICE OFFICERS ON THE STREETS (IN11ICH WTLL HOPEFULLY TURN INTO 100 POLICE OFFICERS SHORTLY); AND C) EXPRESSING Till: INTENT TO HIRE. AN ADDITIONAL 35 POLICE OFFICERS, POS- SIBLY REACHING THE GOAL OF 50 BY THI: END OF THE FISCAL YEAR. A MOTION OF INTENT OF THE CITY MANAGER TO BRING TO THE NEXT COMMISSION MEETING A FORMAL RECOMLMENDATION IN CONNECTION WITH ALTERNATE SOURCES OF FUNDING WHICH HAVE. BEEN IDENTIFIED, e.g. WHETHER WAY WAY OF SPECIAL TAXING DISTRICTS; SPECIAL ASSESSMENTS; INCREASED LICENSE FEES; SURTAX; OR ANY OTHER TYPE OF ASSESSMENT. FOR THE CITY OF MIAMI FY-'82-'83 BUDGET: AN ORDINANCE DEFINING AND DESIGNATING THE TERRITORIAL LIMITS OF THE CITY OF MIAMI FOR THE PURPOSE OF TAXATION; FIXING THE TENTATIVE MILLAGE AND LEVYING TAXES IN THE CITY OF MIAMI, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING SEPTEMBER 30, 1983; CONTAINING A SEVERABiLITY CLAUSE, �t-82-853 MOVED: PERE7. AN ORDINANCE DEFINING AND DESIGNATING THE TERRITORIAL LIMITS OF THE DOWNTOWN DEVELOPMENT DISTRICT OF THE CITY OF MIAMI LOCATED WITHIN THE TERRITORIAL. LIMITS OF THE CITY OF MIAMI FOR THE PURPOSE OF TAXATION, FIXING THE MILLAGE AND LEVYING TAXES IN THE DOWNTOWN DEVELOPMENT DIS- TRICT LOCATED WITHIN THE TERRITORIAL LIMITS OF THE CITY OF MIAMI, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING SEPTEMBER 30, 1983; FIXING THE MILLAGE AT FIFTY ONE -HUNDREDTHS (.50) MILLS ON THE DOLLAR OF THE NONEXEMPT ASSESSED VALUE OF ALL REAL AND PERSONAL PROPERTY IN SAID DISTRICT AND PROVIDING THAT THE SAID MILLAGE AND THE TAXES LEVIED HEREIN SHALL BE IN ADDITION TO THE FIXING OF THE MILLAGE AND THE LEVYING OF TAXES WITHIN THE TERRITORIAL LIMITS OF THE CITY OF MIAMI, WHICH IS CONTAINED IN THE GENERAL. APPROPRIATION ORDI- NANCE FOR THE AFORESAID FISCAL YEAR AS REQUIRED BY SECTION 30 OF THE CITY CHARTER; PROVIDING THAT THE FIXING OF THE MILLAGE AND LEVYING OF TAXES HEREIN SHALL BE IN ADDITION TO SPECIAL ASSESSMENTS FOR IMPROVE- MENTS IMPOSED BY THE CITY COMMISSION OF THE CITY OF MIAMI WITHIN THE TERRITORIAL LIMITS OF THE CITY OF MIAMI; PROVIDED THAT THIS ORDINANCE SHALL NOT BE DEEMED AS REPEALING OR AMENDING ANY OTHER ORDINANCE FIX- ING MILLAGE OR LEVYING TAXES FOR THE: FISCAL YEAR BEGINNING OCTOBER 1, 1982 AND ENDING SEPTEMBER 30, 1983 BUT SHALL BE DEEMED SUPPLEMENTAI. AND IN ADDITION HERETO; AND PROVIDING THAT IF ANY SECTION, CLAUSE OR SUBSECTION SHALL BE DECLARED UNCONSTITUTIONAL, IT SHALL NOT AFFECT THE REMAINING PROVISIONS OF THIS ORDINANCE. AN ORDINANCE. ^LIKING APPROPRIATIONS FOR THE DOWNTOWN DEVELOPMENT AUTHOR] TY OF THE CITY OF MIAMI FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1983; AUTHORIZING THE DIRECTOR OF THE DOWNTOWN DEVELOPMENT AUTHORITY TO IN- VITE OR ADVERTISE FOR BIDS FOR THE PURCHASE OF ANY MATERIAL, EQUIPMENT OR SERVICE EMBRACED IN THE SAID APPROPRIATIONS FOR WHICH FORMAL BID- DING MAY BE REQUIRED PROVIDING THAT THIS ORDINANCE SHALL BE SUPPLEMENT- AL AND IN ADDITION TO THE ORDINANCE MAKING APPROPRIATIONS FOR THE FIS- CAL YEAR ENDING SEPTEMBER 30, 1983 FOR THE OPERATION OF THE CITY OF MIAMI, F10RIDA; PROVIDING THAT IF ANY SECTION, CLAUSE OR SUBSECTION SHALL. BE DECLARED UNCONSTITUTIONAL, IT SHALL NOT AFFECT THE REMAINING PROVISIONS OF THIS ORDINANCE.
