A RESOLUTION CALLING AND PROVIDING FOR A SPECIAL MUNICIPAL ELECTION TO BE HELD ON THE 2ND DAY OF NOVEMBER, 1982, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF MIAMI FOR THEIR APPROVAL OR DISAPPROVAL MEASURES KNOWN AS FOLLOWS: ORDINANCE NO. 9490 PROPOSING A CHARTER AMENDMENT INCORPORAT- ING THE METHOD OF DISTRICT ELECTIONS FOR MEMBERS OF THE CITY COMMISSION OF THE CITY OF MIAMI AND ESTABLISHING A BOUNDARIES COM- MITTEE WHICH SHALL BE IMPANELLED IMMEDIATELY FOR THE PURPOSE OF DEFINING THE ORIGINAL DISTRICTS AND, AGAIN IN 1990, AND EVERY TEN (10) YEARS THEREAFTER IMMEDIATELY AFTER THE FINAL RESULTS OF THE FEDERAL DECENNIAL CENSUS HAVE BECOME OFFICIAL FOR THE PURPOSE OF REDEFINING THE BOUNDARIES OF SUCH DISTRICTS; BY INCREASING THE NUMBER OF COMMISSIONERS FROM FIVE (5) TO SEVEN (7), AND ESTABLISHING THE TERMS OF EACH COMMISSIONER, AND THE MANNER OF THEIR ELECTION; ORDINANCE NO.9491 PROPOSING A CHARTER AMENDMENT ADDING A NEW SECTION 4-A THERETO ENTITLED "TIME OF ELECTION" PROVIDING FOR MUNICIPAL GENERAL ELECTIONS TO TAKE PLACE ON EVEN -NUMBERED YEARS TO COINCIDE WITH FEDERAL AND STATE GENERAL ELECTIONS, THEREBY EXTENDING BY ONE YEAR THE CURRENT TERMS OF OFFICE OF THE MAYORS AND THE COMIS- SIONERS; ORDINANCE NO. 9488 PROPOSING A CHARTER AMENDMENT MAKING THE WRITTEN LEGAL OPINIONS OF THE CITY ATTORNEY, DESIGNATED AS SUCH BY THE CITY ATTORNEY, BINDING ON ALL MEMBERS AND PERSONNEL OF THE COMMISSION, OF THE OFFICE OF THE CITY MANAGER, OF THE OFFICE OF THE CITY CLERK, AND OF THE CITY DEPARTMENTS, OFFICES, BOARDS, AND COIN1MITTEES NOT INCLUDED WITHIN ANY DEPARTMENT. Section 1. Notice of the election heretofore called by; Ordinances Nos. 9490, 9491 & 9488 to be held on Tuesday, November 2, 1982, shall be published in THE MIAMI NEWS, DIARIO LAS AMERICAS, and THE MIAMI TIMES, newspapers of general circulation published in the City of Miami, Florida, at least twice, once in the fifth week and once in the third week prior to the week in which said election is to be held, the date of the first publication in each of said newspapers to be at least 30 days before said election, which notice NbTICE OP SPECIAL REFERENOOM ELECTtbN TO BE HELD ON TUESDAY, NOVEMBER 2, 1982 IN THE CITY OF MIAMI, FLORIDA A special referendum election will be field on Tuesday? If a mechanical voting machine is used, each elector desiring to vote for the approval of said charter amend- ment shall be instructed to turn down the pointer or lever over the word "FOR" within the ballot frame containing the statement of the question relating to such charter amendment, and each elector desiring to vote against approval of said charter amend- ment shall be instructed to turn down the pointer or lever over the word "AGAINST" within the ballot frame containing the state- ment of the question relating to such charter amendment. If an electronic or electromagnetic voting system is used, electors desiring to vote for said charter amendment shall be instructed to punch straight down with the stylus through the hole next to the word "FOR" within the ballot frame containing the statement of the question relating to such charter amendment 6 -A elector elector meat shall be instructed to push straight down with the stylus through the hole next to the work "AGAINST" within the ballot frame containing the statement of the question relating to such charter amendment.
