Section 1., For the nurbose of this Ordinance the
"DOWNtot.)N DFVFLOPM hl` DISTRICT" it defined to ho and includes that area

"At the point of beginning at the centerline of
the intersection of N.Id. 5th Street and N.W
3rd Avenue, cornier of the districts thence ruts-
ninq southerly to the centerline of hest Flagler
Street at the intersection of 0,1,111, 3rd Avenue
and !Test Flaoler Stn>eet, thence westerly along
the centerline of blest Flaolor Street to the
centerline of the Miami River,. thence south-
easterly, folloWinh the centerline of the Miami

River (meandering line), such line remaining
parallel to the southerly,boundary of the Dupont
Plaza Center and the St: Joe Paper Company prop-
erty to a point southerly of the eastern bulk-
head line of the St. joe-Paper Company,thence
northerly along the bulkhead line of Bayfront
Park and the Bayfront Park Yacht Docks, continu_
ing northerly along the bulkhead line to a
point on the centerline of N.E. 17th St+ extended,
thence westerly along.the centerline of N, E. 17th

Said district is located within the territorial limits of the "City of
Miami" as it now exists, a'nd the boundaries thereof were designated in
City of Miami Ordinance No. 7370, as amended.
Section 2. There shall be and is hereby levied upon
the nonexempt assessed value of all property, both real and personal,
in the Downtown Development District as described in Section l hereof,
taxes at the rate shown below for the fiscal year beginning October'1;1982
and ending September 30, 1983, for the following purpose:
A tax of Fifty One Hundredths (.50) mills .on
the dollar for the purpose of financing the
operation of the Downtown Development Authority_
of the City of Miami.
Section 3. The fixing of the'.millage and 'levying of
taxes in'this Ordinance shall be in addition to the fixing of the mill.age
and levying of taxes which is contained in the general appropriation's
ordinance for the aforesaid fiscal ,year as required by Section 30,df the
City Charter,

AN ORDINANCE DEFINING AND DESIGNATING
THE TERRITORIAL LIMITS OF THE DOWNTOWN
DEVELOPMENT DISTRICT OF THE CITY OF.
MIAMI LOCATED WITH114 THE TERRITORIAL
LIMITS OF THE CITY OF MIAMI FOR THE:
PURPOSE OF TAXATION, FIXING THE MILLAGE
AND LEVYING TAXES IN THE DOWNTOWN
DEVELOPMENT DISTRICT LOCATED WITHIN
THE TERRITORIAL LIMITS OF THE CITY OF
MIAMI, FLORIDA, FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1982, AND ENDING
SEPTEMBER 30, 1983; FIXING THE MILLAGE
AT FIFTY ONE -HUNDREDTHS (.50) MILLS ON
THE DOLLAR OF THE NONEXEMPT ASSESSED
VALUE OF ALL REAL AND PERSONAL PROPERTY
IN SAID DISTRICT AND PROVIDING THAT
THE SAID MILLAGE AND THE TAXES LEVIED
HEREIN SHALL BE IN ADDITION TO THE FIXING
OF THE MILLAGE AND THE LEVYING OF TAXES
WITHIN THE TERRITORIAL LIMITS OF THE CITY
OF MIAMI, WHICH IS CONTAINED IN THE
GENERAL APPROPRIATIO14 ORDINANCE FOR THE
AFORESAID FISCAL YEAR AS REQUIRED BY
SECTION 30 OF THE CITY CHARTER; PROVIDING
THAT THE FIXING OF THE MILLAGE AND LEVYING
OF TAXES HEREIN SHALL BE IN ADDITION
TO SPECIAL ASSESSMENTS FOR IMPROVEMENTS
IMPOSED BY THE CITY COMMISSION OF THE CITY
OF MIAMI WITHIN THE TERRITORIAL LIMITS
OF THE CITY OF MIAMI: PROVIDED THAT THIS
ORDINANCE SHALL NOT BE DEEMED AS REPEALING
OR AMENDING ANY OTHER ORDINANCE FIXING
MILLAGE OR LEVYING TAXES FOR THE FISCAL
YEAR BEGINNING OCTOBER 1, 1982 AND ENDING
SEPTEMBER 30, 1983 BUT SHALL BE DEEMED
SUPPLEMENTAL A14D IN ADDITION HERETO; AND
PROVIDING THAT IF ANY SECTION, CLAUSE OR
SUBSECTION SHALL BE DECLARED UNCONSTITO -
TIONAL, IT SHALL NOT AFFECT THE REMAINING
PROVISIONS OF THIS ORDINANCE.
WHEREAS, the Tax Assessor of Dadc County, Florida

NOW, THEREFORE, BE IT ORDAINED BY THE CO"4'1ISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. For the purpose of this Ordinance the
"DOWNTOWN DEVELOPMENT DISTRICT" is defined to be and includes that area
described as follows:
"At the point of beginning at the centerline of
the intersection of N.J. 5th Street and N.W.
3rd Avenue, corner of the district, thence run-
ning southerly to the centerline of West Flagler
Street at the intersection of M.W. 3rd Avenue
and West Flagler Street, thence westerly alonq
-- the centerline of West Flagler Street to the
centerline of the Miami River, thence south-
easterly, following the centerline of the Miami
River (meandering line), such line remaining
parallel to the southerly boundary of the Dupont
Plaza Center and the St. Joe Paper Company prop-
erty to a point southerly of the eastern bulk-
head line of the St. Joe Paper Company,thence
northerly along the bulkhead line of Bayfront
Park and the Bayfront Park Yacht Docks, continu-
ing northerly along the bulkhead line to a
point on the centerline of N.E. 17th St. extended,
thence westerly along the centerline of N.E. 17th
Street to the eastern right-:..F-way line of the
FEC Railroad, thence southerly along the eastern
side of the FEC Railroad right-of-way to the
centerline of N.W. 5th Street, thence westerly
along the centerline on N.W. 5th Street, to the
point of Beginning."
Said district is located within the territorial limits of the "City of
Miami" as it now exists, and the boundaries thereof were designated in
City of Miami Ordinance No. 7370, as amended.
Section 2. There shall be and is hereby levied upon
the nonexempt assessed value of all property, both real and personal,
in the Downtown Development District as described in Section 1 hereof,
taxes at the rate shown below for the fiscal year beginning October 1,1982
and ending September 30, 1983, for the following purpose:
A tax of Fifty One Hundredths (.50) mills on
the dollar for the purpose of financing the
operation of the Downtown Development Authority
of the City of Miami.
Section 3. The fixing of the millaqe and levying of
taxes in this Ordinance shall be in addition to the fixing of the millage
and levying of taxes which is contained in the general appropriations
ordinance for the aforesaid fiscal year as required by Section 30 of the
City Charter.

Section 4. The fixina of the millaae and levying
of taxes in Downtown Development District, as provided in this Ordinance,
shall be in addition to special assessments for improvements imposed by
the City Commission .
Section 5. This Ordinance shall not repeal or amend
any other ordinance fixina millaae or levying taxes for the fiscal year
beginning October 1, 1982 and ending September 30, 1983, but shall be
deemed supplemental and in addition hereto.
Section 6. If any section, part of section, para-
graph or clause of this Ordinance shall be held to be unconstitutional or
void, the remaining provisions of this Ordinance shall, nevertheless,
remain in full force and effect.
