Car Director Department) f-S eet ark -rrg- DATE: September 2, 1982 SUBJECT: Tram Service for Municipal Lot No. 24 (former Florida East - Coast Railway site) It is a pleasure to inform you that construction of the interim parking facility located at the former Florida East Coast Railroad site is approximately 25 percent complete. The facility is projected to be available as an off -site bus parking facility for approximately 100 tour buses which will be needed by the ASTA Convention in early October. Approximately 600 spaces will be available to the general public on November 1, 1982. After discussion of utilization of the facility with a number of major property owners in the Downtown area, it appears that tram service will greatly enhance the utilization of this facility. The Off -Street Parking Board reviewed this situation in their July 21, 1982 meeting and determined that the Department would be willing to coordinate the efforts of a private contractor. The contractual cost of this service is estimated to be $250 daily. If the utilization rate is 50 percent, the estimated deficit is $150 daily. However, if the availability of tram service increases utilization then there may be no negative cash flow. The Management Agreement between the City of Miami and the Department of Off -Street Parking does not include the provision of tram service. The terms of the Management Agreement do require that if an accumulated capital and operational deficit exists for the facility at the time it is returned to the City, this amount and accrued interest must be reimbursed to the Department. If the tram service expands the amount of this deficit it_is suggested that policy guidance be sought from the City Commission in their September 9, 1982 meeting in order to determine if the Department should move forward with the provision of tram service. Therefore, your scheduling of this item under the "Committee of the Whole" section of the Agenda would be appreciated. Att. cc: Jim Reid Roy Kenzie Jack Eads �11.� 4 0 — TO: FROM: Honorable Chairman and Members of the Board Roger M. ro� DirectorDepartme n DATE: July 15, 1982 SUBJECT: Tram Service for the Florida East Coast Railway Site Interim Parking Facility (Lot 24) Recomm_endation It_is recommended that the Board authorize negotiations with Voyager Sightseeing Train, Inc. to provide tram service for the Florida East Coast Railway site Interim Parking Facility subject to approval from the City of Miami. Background Pursuant to approval by the City Commission, the Department has initiated development of a 596 space Interim Parking Facility to be located on the City _ owned former Florida East Coast Railway site. This facility is located approximately 3,500 feet from the intersection of Flagler Street and Biscayne _ Boulevard. The feasibility study completed by Barton-Aschman Associates discussed the possibility of a tram to provide improved service and increase utilization. Voyager Sightseeing Train currently provides similar service in Broward County and the City of Hallandale. The firm was requested to submit a proposal in order to determine the broad financial parameters of providing tram service for the facility. Analysis If tram service were provided between the hours of 7:00 a.m. and 9:30 a.m. and 3:30 p.m. and 6:00 p.m., with two trams that would carry 32 people each with a headway of approximately 12 minutes. the cost would be $50 per hour for a total of $250 per day. Assuming that the initial parking fee is $1.75 per day, it would be possible to provide an optional computer issued ticket (see Item 6 on this Agenda) for $2.00 which would provide a round trip tram ride along Biscayne Boulevard, Flagler Street and SW First Street. If 50 percent of the parkers used the tram service, it is estimated that the 25 cent optional ticket would provide approximately $100 per day. The balance needed to make the tram service breakeven could be provided by advertising or contributions from the Downtown property owners and merchants. Conclusion The feasibility of the Interim Parking Facility is directly related to the convenience of the public. Through the provision of a reasonably priced tram service utilization will improve. If the Board concurs with this concept. we will endeavor to neEotiate a contract with the Voyager Sightseeing Train subject to approval by the City of Miami since any deficit must be paid by the City when operation of the Interim Parking Facility is terminated. Presently running shuttle service in Hallandale for both Froward County and the City of Hallandale. 5. Miami Merchandise Miart. 6. Sunrise grocery shopping shuttle. 7. Fort Everglades. 8. Shuttle work for Arvida, Communications Group, etc. 9. Service cruise ships in Port Everglades for shore excursions in Ft. Lauderdale. We have always received the highest praise for the way in which we conducted our business. With our years of experience, we have learned all the "ins" and "outs" of the business and are ready do meet any problems that might arise. This service would be for a term of 6 months with a 6 month option; the hours to be as follows: ?:00 A. M. - 9:30 A. M. 3:30 P. M. - 6:00 P. M. 11:30 A. M4. - 1:30 P. M. (optional) Price as follows: One 3-coach tram--$30.00 per hour If noon option is picked up, $28.00 per hour Two 2-coach trams--$25.00 per hour each tram If noon option is picked up, $23.00 per hour each tram For maximum efficiency, we would strongly recommend using two 2-coach trams; this will increase frequency of service which is a major objective. 82-911
