The !�iiarni Police Department has selected Officer James O'Brien as
;-lost Outstanding Officer of the :Month for August 1982.
Officer O'Brien has compiled a very impressive record this year
in his assi,:,, acnt with the I•iiami Police Department's Robbery
Detail. Compared to a department -wide robbery clearance rate of
170, Officer O'Brien has cleared 45% of his cases, a remarkable
acnievement considering the nature of robbery investigations and
the heavy caseload cacti detective must carry.
recently, Officer O'Brien solved a series of robberies
occurring_ i , the- :;:id-to';:n nort:ieast area. His investigations
int. t::ree reLLerles v;itiiin nine days and a fourth less than
two ;,eel:s iatEr resulted in rile a prehension of all the per-
pEtrators involved.
On June 18th at E`J-3cayne Boulevard and 20t i Street, a woman
was robbed and snot at by two offenders. Officer O'Brien located
the suspects' car, which led him to the suspects themselves. His
skillful intervie,;in�- broke do:.n the subjects' alibis and resulted
in their arrest.
Two days later a robbery at 555 N.E. 15th Street was assigned
to Officer O'Brien. Within days he evaluated the case, identified
the suspect, who had used a shotgun to rob his victim, and made
the arrest.
* On June 26tti the Davis Bridal Formals Company on Biscayne
Boulevard was robbed at gunpoint by an unknown offender. Several
days later Officer O'Brien learned another police agency had
arrested a man matching the description of the robber. Once again,
skillful interviewing by Officer O'Brien resulted in a confession
and subsequent arrest of the perpetrator.
* On July 8th a minister was robbed at knifepoint by two offenders
at 919 N.E. lst Avenue. Working with no evidence except descrip-
tions of the suspects, Officer O'Brien was able to identify and
arrest both.

Officer O'Brien has also been instru;aental in solving robberies
for other City of i,iiami detectives and other police departments.
Information he developed led to the solution of a Farm Stores
robbery in the city and that of a Neighbors Restaurant robbery
in Forth :'iiami .
Officer O'Brien is an 11-year :'Iiami Police veteran. Prior to
his assignment to the Robbery Detail in February 1978 he worked
as a patrol officer and in the Vice -Intelligence -Narcotics Squad.
During his career he has earned nearly 100 comr.,iendations for
outstanding nerfcrmance of duty, including six personal citations
f ro.i the Chief of Police and 22 letters of cc7imendation from
citiSens and !a'::-en.-`orcc-,,,lent :,f ficials.
Officer O':�rien has be',_--n no;ninated for the :':iami Police Department's
Outstanding Officer of the :'ionth a::ard six times.

In AAugust 1979, lit was nominated again ovhen he made 13 arrests
and cleared 47 case--.
