R. Harrison Constuction Co. located at 1000 N. W. 54th Street, Miami, Florida. As president of this association I question very seriously the procedures and process of the bid opening. They are as follows: 1. All bids were to be accepted up to 2:00 p.m. deadline. After 2:00 p.m. no bids were sup- posed to be accepted by telephone or any other manner. Bic's were accepted by a receptionist after 2:00 p.m, and away frcm the observation of the ovaner. The bid were not opened until after 3:00 p.m. All bids should have been opened at 2:01 1_,.m. 2. Many bids were not submitted on the proper bid form:: that were in the specification. book and that came with the addendum 41. Many bids were submit- ted on the contractors pc!.rsonal stationer or bid forms . 3. Manv hide did not include the entire sub -contract item as per specs. For example on sub -contract 41 th , bid were suppose to include the price to construct the shall of the buildinq as per specs. Pric•as ranged from a lc:: of $8,492.00 to a high of $300.000. This was caused by contrators submitting partial bids. A. 111h�_2 contractors who bidded the project were NOT allow - cc: to attend the actual bid openings. This was at the request of th:, ov.ner and the CM. All of the con- tractors were turned away from the bid opening that involved a project financed with TAX PAYER MONEY.
