APPARATUS (100 FT. AERIAL, LADDER. & PLATFORM)
UNDER A METROPOLITAN DADE COUNTY CONTRACT;
FROM FMC CORPORATION FOR THE DEPARTMENT OF
FIRE, RESCt1E AND INSPECTION SERVICES AT A
TOTAL COST OF $454.514 ; ALLOCATING FUNDS
THEREFOR FROM THE 1981 DIRE FIGHTING, FIRE
PREVENTION AND RESCUE FACILITIES BOND FUND;
AUTHORIZING THE CITY MANAGER AND THE PURCHAS-
ING AGENT TO ISSUE A PURCHASE ORDER FOR THIS
EQUIPMENT.
WHEREAS, the Department of Fire, Rescue and Inspection
Services has requested the purchase of Fire Apparatus (100 Ft. Aerial
Ladder & Platform) ; and
WHEREAS, there is a Metropolitan Dade County Contract with
FNIC Corporation to furnish the apparatus based on specifications

WHEREAS, the City ?1Ianac;er and the Department of Fire, Rescue
and Inspection Services recommend that the purchase from FMC Corpora-
tion is most advantageous to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The purchase of Fire Apparatus (100 Ft. Aerial
I,acl(Ier £, Platform) for the Department of Fire, Rescue and Inspection
Sc-rvices under the ~Metropolitan Dade County Contract from FMC Corpo-
ration, at a total cost of. $454,514., is hereby approved with funds
therefor hereb,, allocated from the 1.981. Fire Fighting, Fire Pre-
vc,ntion, and Rescue Facilities Bond Fund.
Section 2. That. the City Manager is hereby authorized to in-
struct the Purchasing Agent to issue a Purchase Order for this equip-

It is recommended that a resolution be passed
authorizing the purchase of one 100 Ft. Aerial
Ladder & Platform under a Metropolitan Dade
County Contract from FMC Corporation at a total
cost of ,$ 454. 514.

The Department of Fire, Rescue, and Inspection Services has requested
the purchase of one 100 Ft. Aerial Ladder & Platform, under a Metro-
politan Dade County Contract, from FMC Corporation.
The specifications for the aerials were developed by a joint committee
of Dade County and City of Miami personnel.
The low bid from American LaFrance Corporation was rejected because of
_
major functional exceptions to the bid specifications which would have
a negative effect on the operation and safety of this type of apparatus,
especially with reference to the structural integrity and stability of
the ladder component.
A bid evaluation committee, consisting of representatives from Dade
_
County, City of Miami, City of Miami Beach Fire Departments, and
G. S. A. Fleet Management analyzed the bids and determined that the
lowest responsive bid meeting the specifications was F14C Corporation.
Funds for this purchase are available in the 1981 Fire Fighting, Fire
Prevention, and Rescue Facilities Bond Fund.

Recommendation:
It is the recommendation of Dade County Fire Department, concurred in by G.S.A. Fleet
Management Division to make a dual award to the bid for "Fire Apparatus 100 Foot Aerial
Ladder and Aerial Ladder Platform", to the second (2nd) and third Ord) lowest responsive
bids as follows:
The recommended award for Dade County Fire Department acquisition will be to Pierce
Manufacturing Inc. for 100 Foot Aerial Ladder with its compliment of a water system
of which three (3) will- have the additional configuration of Aerial Platform with remote
controlled monitor.
The recommended award involving the City of Miami Fire Department will be to F.M.C.
Corporation for 100 Foot Aerial Ladder, less the pump, water tank and associated controls
and plumbing, per Item # 17.13, Option No. 1.
The recommended dual award will incluoe variations in the choices of mandator, and optional
equipment.

The City of Miami may chose to purchase the Telescoping Aerial Ladders and/or Platforms
per Items 4; 2.0 and 4i 2.1 of the Bid Proposal which reads as follows:

design will be necessary as follows:

The F.M.C. Corporation offers larger deductions for Item 2.1 than Pierce klanufacturing
Inc. This favorable deduct factor rnz;kes the FM.C. bid with a Duplex chassis the low
responsive bid meeting the City of Nliarni requirements.
The decision as to quantities and selection of optional equipment has not been finalized
by the City of MJami, pending the decision, the recommended award to F.M.C. Corporation
will have to be worded as an intent to purchase in accordance to the Bid 8782 - O.E.C.
- CW, Specification "G", F.M.C. Corporation bid proposals with acceptable exception and
clarifications.
Discussion:
There were five (5) proposals submitted, they are: one (1) by American La France; one
(1) by Pierce Manufacturing; and three (3) by F.,M.C. Corp. F.M.C.'s proposals contained
three different chassis and pricing schedules. (See attached tabulation sheets)
American La France the low bid was rejected because of the nature of the exceptions
taken to certain sections of the specifications. These exceptions and alternatives to the
exceptions will have a major negative affect to the operation and safety of this type appa-
ratus. (See the attached Comments to American La France's "Clarification") To accept
these alternatives would require Dade County Fire Department to compromise and adjust
to standards belov.- the County's acceptable levels.
Pierce NManufacturing Inc. and F.M.C. Corp. bids are considered responsive and acceptable.
They did not take major functional exceptions to the bid specifications. The exception
taken by both these bidders were in the nature of clarifications of construction details
or description of accessories and support equipment they offered as alternatives.
The Bid Evaluation Committee consisting of representatives from Dade County, City of
Miami, City of Miami Beach Fire Departments and G.S.A. Fleet Management have analyzed
the bids. Weighing all costs and effeLts of all exceptions, they find it in the best interest
to Dade County and the City of Miami to recommend this dual award to Pierce Manufacturing,
Inc. and F.M.C. Corp.

This letter of clarification is in reference to Bid No. 8782-O.E.C.-C►J
May 12, 1932 for bid specification "G", 100 foot aerial ladder and
aerial ladder platform. FMC Fire Apparatus is the apparent low bidder
for all 100 foot aerial ladders without pur,ps and related equipment
meeting specifications. In the event FMC is awarded purchase order(s)
for an undeteririned number o; units without pumps, it is necessary to
provide clarification to sor'le items contained in our proposal.
There were two glaring typographical errors made on page 15 of 18 of
our proposal. Please excuse these obvious errors and accept these
corrected price changes.

clarify our statement of "2 years only", we are not
offering any additional warranty other than specified
in "sellers warranty" page 19, Exhibit "D". The
statement does not conflict with the FMC warranty as
stated in Exhibit "D". we elected not to offer
additional warranty.
There were several exceptions to your specifications that may need
additional clarification as follows:

number coded. ►+`e are presently investigating a hiring harness which
shall be color coded with name of function every three inches. he
arc- hopeful of providing this wiring a; per your specifications. The
su,'alier of this harness only offers ten (10) colors which may result
in some functions having the same color ►,ith appropriate lettering to
match function.
In s-imr•.ary, F111: wishes to meet the standards established in your
specifications. Aerial apparatus of the quality and standards as
established by Dade County demands much consideration on the part of
the user/purchaser and manufacturer'. We are fully open to make
adjustments and modifications at no additional cost provided these
changes are within the cost parameter of the original proposal offered
by FMC. We greatly appreciate your valued business and wish to remain
as flexible as possible to provide Dade County with apparatus to fully
meet the specified requirements. Should any changes to the FMC proposal
create additional cost to Dade County, these costs would be mutually
agreed upon in writing as per your specifications.
