Aerial Ladder REFERENCES ENCLOSURES Resolution, Tabulation It is recommended that a resolution be passed authorizing the purchase of one 100 Ft. Aerial Ladder & Platform under a Metropolitan Dade County Contract from FMC Corporation at a total cost of ,$ 454. 514. _ The Department of Fire, Rescue, and Inspection Services has requested the purchase of one 100 Ft. Aerial Ladder & Platform, under a Metro- politan Dade County Contract, from FMC Corporation. The specifications for the aerials were developed by a joint committee of Dade County and City of Miami personnel. The low bid from American LaFrance Corporation was rejected because of _ major functional exceptions to the bid specifications which would have a negative effect on the operation and safety of this type of apparatus, especially with reference to the structural integrity and stability of the ladder component. A bid evaluation committee, consisting of representatives from Dade _ County, City of Miami, City of Miami Beach Fire Departments, and G. S. A. Fleet Management analyzed the bids and determined that the lowest responsive bid meeting the specifications was F14C Corporation. Funds for this purchase are available in the 1981 Fire Fighting, Fire Prevention, and Rescue Facilities Bond Fund. e - The Department of Fire, Rescue, and Inspection Services concurs with this recommendation. Install compartments with doors in these spaces ordered at a later date, put prior to the expiration of the contract period: (Spec. Corporation offers larger deductions for Item 2.1 than Pierce klanufacturing Inc. This favorable deduct factor rnz;kes the FM.C. bid with a Duplex chassis the low responsive bid meeting the City of Nliarni requirements. The decision as to quantities and selection of optional equipment has not been finalized by the City of MJami, pending the decision, the recommended award to F.M.C. Corporation will have to be worded as an intent to purchase in accordance to the Bid 8782 - O.E.C. - CW, Specification "G", F.M.C. Corporation bid proposals with acceptable exception and clarifications. Discussion: There were five (5) proposals submitted, they are: one (1) by American La France; one (1) by Pierce Manufacturing; and three (3) by F.,M.C. Corp. F.M.C.'s proposals contained three different chassis and pricing schedules. (See attached tabulation sheets) American La France the low bid was rejected because of the nature of the exceptions taken to certain sections of the specifications. These exceptions and alternatives to the exceptions will have a major negative affect to the operation and safety of this type appa- ratus. (See the attached Comments to American La France's "Clarification") To accept these alternatives would require Dade County Fire Department to compromise and adjust to standards belov.- the County's acceptable levels. Pierce NManufacturing Inc. and F.M.C. Corp. bids are considered responsive and acceptable. They did not take major functional exceptions to the bid specifications. The exception taken by both these bidders were in the nature of clarifications of construction details or description of accessories and support equipment they offered as alternatives. The Bid Evaluation Committee consisting of representatives from Dade County, City of Miami, City of Miami Beach Fire Departments and G.S.A. Fleet Management have analyzed the bids. Weighing all costs and effeLts of all exceptions, they find it in the best interest to Dade County and the City of Miami to recommend this dual award to Pierce Manufacturing, Inc. and F.M.C. Corp.
