CITY ATTORNEY' S APPROVAL AS TO FORM ANI) CoRREC'rNESS, [JI'1'II THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM, TO OPERATE FEDERALLY FUNDED JOB TRAINING PROGRAMS DURING FISCAL YEAR 1983. WHEREAS, the City of Mi.aml has been allocated $1,600,000 by the South Florida Employment and Training; Consortium to overate job training programs during; Fiscal Year 1983; and WHEIREAS, the City of Miami plans to operate an "Appren- ticeship Program", a "Comprehensive Job Training; Program", an "overtown .Jobs Program" and a "Training for Independent Living Program" for Fiscal Year 1983; NOW, I'll I:REFOREl, BF IT RI:SOI,VED BY 1-111: CO?IIIISSION OF Till:, CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to enter into agreements, subject to the approval of the Citv Attorney .is to form and correctness, with the South Florida Employment and Training Consortium for the operation of job training programs by he City during, Fiscal Year 1983. Krause 12 VA Director Department of Human Resources W M CATE September 23, 1982 "`` Resolution to enter into job training agreements with the SFETC. REFERENCES ENCLOSURES It is recommended that the City of Miami enter into agreements with the South Florida Employment and Training Consortium (SFETC) to provide job training during Fiscal Year 1983, with all funding provided by the SFETC, per the attached Resolution. On September 13, 1982 the South Florida Employment and Training Con- sortium allocated $1,600,000 to the City of Miami to operate job train- ing programs subject to the new law that will replace CETA at the end of Fiscal Year 1982. The four programs described below will be imple- mented during Fiscal Year 1983. Apprenticeship Program: This on-the-job training program is operated by the Department of Building and Vehicle Maintenance. Eight partici- pants receive training in several trades. Comprehensive Job Training Program: This program will train approximately 300 individuals in a variety of vocational areas. In addition, intensive English and remedial education classes will be offered, as well as work experience assignments with City departments. The program will be admi- nistered and staffed by the Department of Human Resources. Overtown Jobs Program: The Departments of Community Development and Building and Vehicle Maintenance are jointly sponsoring this program. It will provide vocational training and work experience primarily for Overtown area residents in automotive and heavy equipment repair/main- tenance, printing, electrical work and building maintenance. Some participants in this program may transfer to the Apprenticeship Program as openings occur. Training for Independent Living: This program under the sponsorship of the Department of Leisure Services will provide 46 learning disabled and borderline mentally retarded participants with remedial education. Participants will subsequently be transferred to other agencies for vocational training. The corresponding Appropriation Ordinance is being processed for the October 14, 1982 City Commission meeting.
