City Manager SUBJECT Proposed Resolution to Waive Concession Fee for Partners for Youth FROM Cesar Odlo REFERENCES Assistant City Manager �,j 1) Copy of draft legislation ENCLOSURES 2) Letter from Partners for Youth The Office of Stadiums recommends the adoption of a resolution which would waive the 31% Orange Bowl Stadium Concession fee relating to the sale of record albums by the Partners for Youth community services organization at all 1982 University of Miami and Miami Dolphin football events at the Orange Bowl Stadium. The Partners for Youth program benefits underpriviledged youth of the City of Miami and Dade County. This important program has the participation and endorsement of our City of Miami Recreation Department. At each home University of Miami Football game approxi- mately 5,000 young people are entertained as part of the program. Partners for Youth has requested that they be allowed to sell record albums at all University of Miami and Miami Dolphins Football games as a fund raising project without paying the Orange Bowl Concession fee of 31% of the gross sales. The Miami Dolphins, as the Orange Bowl Concessionaire, have agreed to waive their fee and allow the album sale to take place, limited to a one year period. The City Manager's Office recommends that the City Commission approve the sale of albums and the waiver of the 31% fee in order to benefit the Partners for Youth program. Gary DATE City Manager SUBJECT Jgdw,�'DH FROM Albert lrector REFERENCES Department of Recreation ENCLOSURES September 29, 1982 FILE Partners for Youth Proposal In regard to the sale of record albums, at the Orange Bowl, with all proceeds going toward the Partners for Youth, this proposal would contribute to augmenting youth oriented activities. The Partners for Youth project is a countywide program benefiting all youth in Dade. In the past, through cooperative efforts of the community the Partners for Youth project has successfully sponsored a number of programs including six fishing trips for 300 youth from the Overtown area, hosted a week-long baseball camp for 100 youth, provided a roving tennis program instructing over 150 youth, and offered outings to University of Miami football games. Mr. Robbie's offer to allow the sale of albums, as a Partners for Youth fund-raising program, at both the Dolphin and University of Miami games is an excellent outlet. Mr. Robbie is offering to return all of proceeds to Partners for Youth if the City of Miami will waive the requirement that 31% of the profits be returned to the City. This waiver would affect only the sale of the record albums. The revenues generated through the sales of the record albums will allow Partners for Youth to provide additional services to a greater number of City youth in the future. Taking into consideration the benefit of Partners for Youth in the past and evaluating its potential success in the future, the Depart- ment of Recreation recommends the Commission grant this request. Recently, Partners For Youth and Lave 94FM held an album owipetition which received 552 entries, most of which had J)een professionally produced. Having picked ten winners from this enon, us number of entries, we are getting ready to produce our first album, which will be sold to benefit Partners For Youth. Once the album is finished, Mr. Michael Robbie, of the Miami Dolphins, has given Partners permission to sell the album at Miami Dolphin and University of Miami games played in the Orange Bowl. His approval, however, is con- tingent upon the City of Miami waiving its requirement that Mr. Robbie give the City 31% of whatever he sells at the Orange Bowl. Therefore, I am respectfully requesting that you and the City of Miami Cow mission respectfully consider waiving this requirement only as it relates to the Partners Album being sold during Miami Dolphin and University of Miami games played at the Orange Baal.
