A RESOLUTION AUTHORIZING THE CITY (MANAGER TO
EXTEND FOR SIX (6) MONTHS THE TERM OF THE
EXISTING PROFESSIONAL SERVICES AGREEMENT DATED
OCTOBER 30, 1981, WITH E.P. IACONIS, CERTIFIED
PUBLIC ACCOUNTANT, FOR COST REVIEW AND AUDITS,
AS NECESSARY, AND AS DETERMINED BY THE ASSISTANT
CITY MANAGER IN CHARGE OF TIIE CITY OF MIAMI/
UNIVERSITY OF MIAMI JAMES L. KNIGIIT INTERNATIONAL
CENTER PROJECT OR THE PROJECT DIRECTOR; FURTHER
AUTHORIZING THE EXPENDITURE OF FUNDS FOR THESE
SERVICES, INCLUDING EXPENSES, NOT TO EXCEED THE
ORIGINAL AUTJ10RI ZFD AMOUNT IN THE EXISTING
AGREEMENT UNLESS FURTHER EXPRESSLY AUTHORIZED
BY THE CITY COMMISSION.
WHEREAS, the City of ?Miami/University of Miami James
L. lni(-Iht International Center Project involves the expenditure
of almost $100 million dollars in public funds; and
WHEREAS, the source of these funds has been from the
Federal Government, Revenue Bonds and other City capital funds;
and
WHIREAS, proper control of the expenditure of these
funds is essential; and
WHEREAS, by RCSOlUtion No. 81.-852, the City Commission
authorized the City 111anager to enter into a Professional
Services Agreement with F.P. Iaconis, Certified Public Accountant,
for cost review and audits,as necessary,and as determined by the
Assistant City Manager in charge of the City of Miami/University
of Miami James L. Knight International Center project or the
Project Director; and
WHEREAS, on the 30th day of October 1981, an Agreement
was executed for a term of one year commencing October 7, 1981,
and terminating October 7, 1982; and
WHEREAS, the funds authorized for these services have
not been fully expended; and
WHEREAS, the Project will not be completed until after
October 7, 1982,and the cost review and audits can not be completed
until the Project is completed;
NOW, THEREFORE, BE IT RESOLVED BY TIIE COTAIIISSION OF THE
CITY OF' MIAMI , FLORIDA:
Section 1. The City Manager is hereby authorized to
extend for six (6) months the term of the existing professional
services Agreement dated October 30, 1982, with E.P. Iaconis,
Certified Public Accountant, for cost review and audits as

necessary and as determined by the Assistant City Manager in
charge of the City of Miami/'University of Miami James L. Knight
International Center project or the Project Director.
Section 2. The expenditure of funds for these services,
plus expenses, shall not exceed the original authorized amount in
the existing agreement unless further expressly authorized by the
City commission.

It is recommended that the proposed
resolution be adopted by the City
Commission in its meeting of October
14, 1982, whereby the City Manager is
authorized to extend for six (6) months
the term of the existing Professional
Services Agreement with E.P. Iaconis,
Certified Public Accountant, for Cost
Review and Audits as necessary on the
City of Miami/University of Miami James
L. Knight International Center project.
The City of Miami/University of Miami James L. Knight International Center
project involves the expenditure of approximately $100 million dollars in
public funds from Revenue Bonds, City capital funds and Federal Government
grants. Proper control of the expenditure of these funds is essential
and by Resolution No. 81-852, the City Commission authorized the City
Manager to enter into a Professional Services Agreement with E.P. Iaconis,
Certified Public Accountant, for cost review and audits as necessary on
the project. An Agreement was executed October 30, 1981 for a term
of one year commencing on October 7, 1981 and terminating on October 7,
1982. Approximately half of the funds authorized for these services have
been expended to date. The project will not be completed until after
October 7, 1982, and the necessary cost review and audits can not be
finalized until the project is completed.
As indicated by the attached letter, dated September 3, 1982, E.P. Iaconis,
Certified Public Accountant, has agreed subject to approval of the City
to extend the terms of his existing Agreement with the City for six (6)
months until April 7, 1983. Since the funds originally authorized for
these services have not been fully expended, no additional funding is
required. The construction of the Convention Center and the Parking
Garage should be substantially completed before the end of this year, and
it would be in the City's best interests to continue these professional
services for cost review and audits as necessary until the project is
completed.

Dear Mr. Poms:
This letter is to inform you that the current term of my
Professional Services Agreement with the City of Miami, for pro-
viding auditing assistance related to construction activities at
the James L. Knight International Center, will be concluded as of
October 7, 1982.
Since only a small portion of the funds available under the
contract have been expended to date, and since audit services will
continue to be required, I request that the current Agreement be
extended to October 7, 1983.
In accordance with our Agreement, a small adjustment of 10%
was applied to my rates as of April 7, 1982, and these are currently
as shown on the attached schedule.
I acknowledge that these rates will remain in effect for the
period ending April 7, 1983. This will assure the City of a guaran-
teed rate schedule in effect for a one-year period, after which ad-
justments may be made in accordance with the Agreement.
It is a pleasure to continue to serve this project and the City
of Miami, and I look forward to our continued close association on
this vital activity.
