ATE September 28, 1982 F,LE Scattered Site Public Housing Program �+t FL HE�.0 ES City Commission Agenda October 14, 1982 Eti.:lc- -.RE.S It is recommended that Metropolitan Dade County's Department of Housing and Urban Development be authorized to use anticipated federal land reuse proceeds to complete the acquisition of land in certain neighborhoods of the City for the development of scattered site public housing. On Mav 8, 1980, the Citv Commission, through Resolution No. 80-343, authorized the use of $4,000,000 of General Obligation Housing Bond proceeds to acquire sites located in several City neighborhoods for the development of "scattered site" public housing. It was anticipated that a portion of these funds would be returned to the City by the U.S. Department of Housing and Urban Development at a later date through HUD's site cost reimbursement process. Over a period of several months, the availability and location of potential development sites was determined. Numerous meetings were held with various associations operating in the areas targeted for the housing in order to secure neighborhood support for the program. These activities culminated with the City Commission's approval of the development of the public housing units on a scattered site basis in the Community Development Target Areas of Allapattah, Buena Vista, Coconut Grove, Little Havana, Model City and Wynwood. In February of 1982, Dade County HUD advised that funds in the amount of approximately $6,000,000 would be required to acquire the sites proposed for acquisition in the neighborhoods due to inflation and unanticipated high land values. A total of 266 units of public housing are planned for development. Dade County HUD requested authority to use the anticipated land reuse proceeds to be provided by the O.S. Department of HUD to fund the site acquisition financing shortfall rather than to use these funds to reduce the initial capital outlay from the City's housing bond fund. Approximately $1,759,974 in land reuse proceeds will be forthcoming from U.S. HUD. 8�.-93C, The Citv Commission was apprised of Dade County HUD's request on April 11, 1.982. Staff recommended that the Citv Commission withold consideration of Dade County HUD's request until such time as Dade County secured legally binding commitments from the U.S. Department of HUD for the funding of the public housing projects in Model City and Coconut Grove, the only two neighborhoods for which such commitments had not been received. Dade Countv HUD has received legally binding commitments for these neighborhood projects. it is recommended that Dade County HUD be authorized to use the anticipated federal land reuse proceeds amounting to approximately S1.,759,974 to acquire the sites necessary to implement the scattered, site public housing projects in these neighborhoods. It is further recommended that Dade County HUD be advised that the City will noL be responsible for land acquisition and related costs in excess of $4,000,000 in City Housing Bond funds plus the 51,759,974 in reuse proceeds to be provided by the Federal government. it is understood that any excess reuse proceeds will be returned to the City to be used to reduce the Housing Bond fund capital outlay.
