The Miami Baseball Stadium has been having operating deficits of over $250,000 annually and will have a deficit of approximately $290,000 for Fiscal Year 1981-82. In order to reduce these operating deficits, the Office of Stadiums is recommending the construction of a permanent stage behind the outfield wall cost- ing approximately $220,000. This stage would be used for musical concerts, religions groups, and stage presentations. Securing concert bookings is essential to reducing Miami Stadium operating deficits. The stadium is in head -to -head competition with other facilities for such events. A drawback to a promoter planning an outdoor show is the $25,000 expenditure he faces to construct a temporary stage. The Office of Stadiums believes that the construction of a permanent stage will attract more of the large rock shows and those smaller events attracting 10,000 to 15,000 attendees for which the cost of a temporary stage is a major obstacle. From a marketing standpoint, the stage will differentiate Miami Stadium as the only outdoor venue in the State of Florida with a permanent stage and the second such venue in the United States. The only other outdoor venue with a permanent stage of this type is in California. The California venue has over 80 event days a year. Gary Page 2 September 30, 1982 Funding for the stage project can be obtained by transfering funds from the Capital Improvement Program - Miami Stadium: Major Main- tenance project to a new concert stage project in the Capital Improvement Program for Miami Stadium. The proposed stage project will be included in the Fiscal Year 1982-83 Capital Improvement Appropriations Ordinance. After the installation of new field lighting in 1980, the Capital Improvement Program for Miami Stadium has a balance of $278,000. The original priorities for these remain- ing funds were for a new roof and a rebuilt press box. Bids were taken on the roof but since the lowest bid exceeded the balance available by $52,000, the bids were rejected. The Office of Stadiums recommends that the priorities of Miami Stadium's Capital Improvement Program be changed to permit the construction of a revenue producing stage costing approximately $220,000. This proposed transfer will leave a balance of $58,000 in the Major Maintenance - Miami Stadium project. Without proper architect's design drawings an estimate would have been little more than a wild guess. Mr. Ron Fine offered (at no cost to the City) the services of Mr. Bob Clark who works for Loyd Frank Vann, AIA, 101 N.W. 12th Ave., Miami, Florida, to design a stage that meets and exceeds the stage, roof and sound tower requirements of most touring groups. Mr. Clark has completed his structural drawings (copy of which is attached) and has estimated the cost to be $200,000. At present we have $278,000 allocated for capital improvement at Miami Stadium. We would like to change our capital improvement priorities as follows: From: New roof and rebuilt Press Box To: New permanent stage ($220,000) including contingency and Press Box improvements to be done by Property Maintenance ($58,000). Mr. Ron Fine has agreed to pay $20,000 over the next four years to help with the costs. 82-91 x Ll A Howard V. Gary Page 2 September 15, 1982 Mr. Jack Boyle, local concert promoter, has endorsed the program and has agreed to pay $10,000 rental for the use of the stage for each event he holds at Miami Stadium. Mi.,. John Stoll of Fantasma Productions has indicated that he believes the stage would encourage more shows and would be willing to pay $5,000 rental for its use. As you know, unless a concert is a "sure" thing we can't risk presenting a show at the baseball stadium, however if a permanent stage were to be built at the cost of $5,000 per show I think it would encourage us to bring shows to the stadium on a more frequent basis. In order to reduce this ever increasing deficit the Office of Stadiums recommends the building of a permanent stage behind the outfield wall at Miami Stadium. The new permanent stage would be used for all musical concerts such as rock, country and western, jazz, soul, pop and contemporary; religious groups; stage presentations and other related activities. In the past, we have been fortunate to have one or two popular rock concerts a year. The competition to get these shows is based on pure economics. One of the major drawbacks is the tremendous costs that a promoter must pay to build .a temporary stage, sound towers and roof. Th:.s cost has skyrocketed over the past few years going from $10,000 to $25,000 present day costs. If we continue as in the past, our net income from extra events would be estimated as follows: Rock show - Attendance 25,000 Ticket Price $12.50 City rent (net) $31,250 Concession Est. 18,750 Parking 1,800 Total per Event $51,800 ror two (2) shows annually this would produce event income of $103,600. A Howard V. Gary Page 2 April 26, 1982 In addition we would charge $5,000 per event for the rental of the stage giving us an additional $50,000 or a total of $367,000 extra event revenue. This would be a net increase of $263,400 which would wipe out the annual deficit and provide for new capital programs such as a new roof, rebuilt press box and new elevator. There is only one facility in the country that has a permanent stage in an outdoor complex and that is in California. Since it is privately owned and operated, financial figures are not available. However, people in the entertainment business have told me that there are 40 to 60 event days at this facility annually. We have a present balance of $278,000 remaining in our capital improve- ment budget allocated to Miami Stadium. Our original priorities for these funds were for a new roof and re- built press box. Bids were taken on the new roof, and since the lowest bid was $330,000, the bids were rejected. The Office of Stadiums recommends that Miami Stadium's Capital Im- provement Program priorities be changed to allow the construction of a revenue producing permanent stage.
