prepared a resolution (attached) incorpo-
ratinc the substance of the Co=ission
discussion.
On Se,:t-_:�ber 23, 1982 the Commission discussed their polio." on
street desicnations as expressed in P.esclution 77-506; June 16,
1977. This discussion (minutes attached) indicated that the
polic•. .;as in need of revision. The administration agreed to
return a draft policy.

'Mr. 'Mayor, Members of the Coi:imission, under discussion we are requesting
that you review you policy on street name changes. If possible, clarify
and give further direction to the Administration. This affects us because
we have a sequence of committees starting out with the Plat and Street
Committee, going on to the Planning Advisory Board, which make _
recommendations on these street naive changes or dual designations.
As the Administration gives information to the Planning Advisory
Board, we are conveyinn your present policy.

mission: South Bayshore Drive, Bricell Place, N.E. 6911h Street, Palm Bay
Lane, N.W. 35th Court, Avenida Luz Caballero. There was discussion in the

in other words...

change our numerical system, there is no way we can change our numerical
system and I am not proposing, nor has anybody proposed that any numerical
system be changed. The other side of it is that we have a conmunity here
that is accustomed to through tradition and history, and it's riot just the
Cubans, there are a lot more peoF:le than that, that like to honor certain

example, There was a move afoot to rename Riverside Park but the Riverside
Bantist Church and IT -,embers of that community said, "Hey, you know there is
a historical significance to that", well, we dropped that right away. You
know, if sgmebo J comes up and says don't rename that.... Now, we've got
the controversy with t•;ary Street. I don't know how Plummer or Demetrio or
Joe or taller feel about it but as far as I'm concerned that's a historical
name, it has historical significance and I don't think we should rename the
struts of Coconut Grove wi,ether it is Stirrup or Mary or Peacock Park or
w}lL;tevc•r it is, that we should change those names because those are histor-
ical na.-.,_s and areas and we shouldn't fool around with that. Now, whether
or not 2I1d Street gets a little sub -title and we call it Jose Marti Street
or Georce WashingtOn Street, you know, who cares, Frankly? It doesn't do
any'_:ody any harm. You're shl,`.ing your head, you don't like it. well, who
cares? Howard, how does it affect it, is the Police Department hurt by
it? Fire?

Caballero Street and it's only a 3 block segment or whatever, that's an

and we say Cuban Mlt.morial Boulevard but when I walk out or Plurur.er walks
out or Demetrio, it's 13th Avenue and I say I'll meet you at the corner of
13th Avenue and 8th.
Mr. Pere.-Dioones: But, Mr. Mayor, if I may, being the Chairman of the
Plat and Street Coriittee, the Fire Department precisely brought the Cuban
Memorial Boulevard as an exar,:ple of an nmc•raerlcy call for a rescue unit and
they used the Cuban llemorial Boulevard na:;e and they toot: some time in
locating that it was 13th Avenue and almost caused a fatality because of
that.

to set some policies restricti:g how many we would do in a neighborhood
which would give the City Co -::fission.....
or Ferre: I think you've come up with a solution. You know what the
solution is? That we name intersections because that way the fire and
police will never get upset and we'll say the intersection of 8th Street
and 12th Avenue will now be called the Howard Gary Pla-za....
Mr. Perez: But I think, Mr. Mayor, that it would be important that we
keep the numerical system and we can use the name that we use for that
street in smaller letters, I don't think that it makes too much difference,
the same tkat we have in Hialeah, I think that in some part of Coral Gables,
but if we have a sF:ecial name we can have the name in small letters. I
don't think that it makes any difference.
Mr. Gar11: Yes, but you see, the problem is that I guess it is easy for us
to say that's simple, but it would not be as simple if you or I were depend-
ing upon some, rescue vehicle to come acid save us. What I would recommend
is that we go to numirig intersections and even go further in terms of limit-
ing the nu.,r er in the cor^=unity that we would name, for example, major
str�cts, that we would only name as opFosed to the side streets. And I
would like to propose a draft policy at the next City Commission Meeting
and have the City Corrrrission review to see whether or not it is acceptable
to there or not.
Mr. Plur.-.mer: I think we ought to have a six year study.
Mayor Ferre: Okay, do you need anythil:g else on that, Mr. Manager?
Mr. Gary: No, sir, we'll come back with a draft policy at the next City
Commission Meeting.

Stincitcwn Boulevard. to The Planning Ad-, isory Board
recommended approval on March 5, 1980, and the City

WhEFEAS, the City Commission and the administration
have received many requests to change the names of streets in the
Citv of Miami; and
V,THEREAS, there has been no clearly defined policy con-
cerning; these requests; and
WHEREAS, it is desirable that a policy regarding street
name changes be established;

PURPOSE":
To establish the City Commission's approach to considering requests
to change designations of city streets.
PO:.ICY :
The City of ;ia_-:i has adopted and used, with few exceptions, the
numerical quadrant syste- for street naming since 1920. This
