HomeMy WebLinkAboutR-82-1024RESOLUTION No. A RESOLUTION APPROVING THE MOST QUALIFIED FIRMS TO PROVIDE PROPESSIONAI, I,ANDSCAPE ARCHITECTURAL, T�RCIIITECTURAT, AND ENGINEERING SERVICES FOR THE VIRGINIA KEY i'APK DEVELOPMENT PROJECT; AUTHORIZING Tm: CITY '11:'1NAGER TO UNDER- TAKE NEGOTIATIONS l9ITII THE ;MOST QUALIFIED FIRMS TO ARRIVI, AT A CONTRACT WHICH IS FAIR, CO..IPET- ITIVE, AND REASONABLE, AND DIRECTING TIIE CITY MANAGEP. TO PRESENT THE NEGOTIATI•:D AGREEMENT TO THE COMMISSION I'OR TTS RATIFICATION AND APPROVAL. WHEREAS, the City proposes to develop Virginia Key as a Park in a manner which will protect the important tidal flats, sea grass beds, lagoon and fragile coastal hammock along with the rest of the I,ey, while facilitatin-1 access for beach users and allowing canoeing, fishing, environmental studies and wild- life observation, camping and similar resource -based activities; and l•;HEI?EAS, the City Commission by Resolution No. 81-959, adopted November 12, 1981, approved the preliminary design for Virginia Key; and lti'IIEP, AS, the City has designated $250,000. from the Florida Power & Light franchise roe Fund to be matched with the $200,000. Florida Recreation Development Assistance Program Grant: for this project; and WHEREAS, the City, through the Department of Parks is seeking ac:ditional funding from the U. S. Department of the Army, Corps of Engineers, and the State of Florida, for this project; and WHEREAS, the City Commission, by Iesolution No. 82-523, adopted June 17, 1982, designated Virginia Key Park Development Project as a category "L'" project, and appointed Carl Kern, Director of the Department of Parks, as Chairman of the Competitive Selection Committee in accordance with the provisions of Ordinance iJo. 8965, adopted July 13, 1979; and WHEREAS, the Competitive Selection Committee solicited expressions of interest from qualified consultants, -I- CITY COMMISSION MEETING OF IW V 4 1982 --IC2 e the qualifications of those firms who responded to its inquiry, and then selected the firms most qualified to provide professional landscape architectural, architectural, and engineering services for the Virginia Key Park Development Project, all in accordance with the State of Florida's Consultant Competitive Negotiations Act, enacted by the legislature of Florida July 1, 1973, and by the City of :Miami Ordinance #8965, July 23, 1979. NOW, TIIEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the selection by the Competitive Selection Committee of the following teams as the most qualified to provide professional landscape architectural, architectural and engineering services for the Virginia Ivey Park Development Project as listed in ranked order: Team No. 1: Prime Consultant: Synterra, Ltd. Sub -Consultants: Ronald Frazier Associates Dalla, Rizza Associates Post, Buckley, Schuh, Jernigan, Inc. Team No. 2: Prime Consultant: Wallace, Roberts & Todd,WRT Inc. Sub -Consultants: Charles A. Mitchel, P.E. Llorens, Pincra & Assoc. Restoration Plants, Inc. CH2M Hill Kimley-Horn & Assoc. KM Associates Team No. 3; Prime Consultant: Sasaki Associates, Inc. Sub -Consultants: Greenleaf Telesca Section 2. Research Planning Institute, Inc. David Plummer & AssociateG_ Tnr-_ Karl Thorne Associates, Inc. The City Commission hereby authorizes the City Manager to negotiate and enter into a professional services contract on behalf of the City of Miami with the firm ranked first in order as in Section 1 her.einabove. In the event that -2- s2-10241. the City Manager cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the team ranked first in order, then he is hereby authorized to terminate such negotiation and to proceed to negotiate with the second most qualified firm In the event that he fails to negotiate a satisfactory agreement with the second firm then he is authorized to undertake negotiations with the third most qualified firm. Section 3. The City Manager is directed to present the City Commission with the negotiated agreement at the earliest scheduled meeting of the City Commission immediately following the negotiation of said agreement for ratification and approval by the Commission.
