JOB 'TRAINING PROGRAM; ALLOCATING CETA FUNDS TIIERE1:012 IN AN AIMOL'NT NOT TO EXCEED $60,000. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute an agreement with the Tames E. Scott Community Association (JESCA) in accordance with the terms set forth in the attached City Manager's memorandum dated November 2, 1982, in connection with the City's Vocational Job Training Program; said agreement being subject to review by and approval of the South Florida Employment and Training Con- sortium. Section 2. An amount not to exceed $60,000 is hereby allocated for such agreement from the City's Comprehensive Employment and Training (CETA) allocation for Fiscal Year 1982-1983. Job training agreement with JESC REFERENCES: ENCLOSURES: It is recommended that the City Commission authorize the City Man- ager to enter into negotiations for an agreement with the James E. Scott Community Association (JESCA) to provide job training to City of Miami CETA participants in an amount not to exceed $60,000, subject to review and approval by the South Florida Employment and Training Consortium, and subject to approval by the City Attorney as to form and correctness. The City of Miami has been approached by the James E. Scott Com- munity Association (JESCA) with a proposal to provide training for City of Miami CETA participants. JESCA has been using Control Data's "Plato System" to provide Liberty City residents with GED preparation. The appropriation ordinance is on the agenda for November 4. Frank Rodriguez talked with two JESCA staff members today. They are _ developing a program for basic data processing. The program will not exceed $60,000 and will last for five or six months, depending on the final program design. There has always been some legal confusion about whether a motion adopted by the City Commission is official, since most actions are taken in the form of a resolution.
