A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT, BUDGET, ALLOCATE,
AND APPROPRIATE FUNDS FROM FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION ("FDEP") RESILIENT FLORIDA GRANT
PROGRAM FOR 2023 — 2024 IN AN AMOUNT NOT TO EXCEED NINE
MILLION ONE HUNDRED FORTY NINE THOUSAND ONE HUNDRED NINETY
SEVEN DOLLARS AND ZERO CENTS ($9,149,197.00) ("GRANT FUNDS") AS
SPECIFIED IN ATTACHMENT "A," ATTACHED AND INCORPORATED, FOR
FLOODING AND RESILIENCE ACTIVITIES ("PURPOSE"); ESTABLISHING A
NEW CAPITAL FUND PROJECT AND APPROPRIATING THE GRANT FUNDS
FOR THE PURPOSE STATED HEREIN; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING BUT NOT LIMITED TO, AMENDMENTS, EXTENSIONS,
RENEWALS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, FOR THE ACCEPTANCE OF THE GRANT FUNDS,
ADMINISTRATION AND IMPLEMENTATION OF AND COMPLIANCE WITH ALL
APPLICABLE LAWS, RULES, AND REGULATIONS, FOR SAID PURPOSE.

WHEREAS, the City of Miami ("City") submitted grant applications to Florida Department
of Environmental Protection ("FDEP") for the Resilient Florida Grant Program and was awarded
one (1) 2023 — 2024 grant award under the Statewide Flooding and Sea level Rise Resilience
Plan component; and
WHEREAS, FDEP has awarded the City the 2023-2024 grant award for an amount not
to exceed Nine Million One Hundred Forty Nine Thousand One Hundred Ninety Seven Dollars
and Zero Cents ($9,149,197.00) ("Grant Funds"); and
WHEREAS, the Grant Funds will help with coastal as well as inland areas for the
adverse impacts of flooding, sea -level rise, and storm surge in the Auburndale area; and
WHEREAS, the City wishes to accept, budget, allocate, and appropriate the Grant
Funds from FDEP as specified in attachment "A," attached and incorporated herein; and
WHEREAS, the Grant Funds will support improvements to the locations specified in
attachment "A," attached and incorporated herein, by enhancing their resilience to future natural
disasters ("Purpose"); and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept, budget, allocate, and appropriate the Grant Funds, to establish a Capital Fund Project
Number 40-13223802, and to negotiate and execute any and all necessary documents, including
but not limited to, amendments, extensions, renewals, and modifications, all in forms acceptable

to the City Attorney, for the acceptance, administration and implementation of, and compliance
with all applicable laws, rules, and regulations, for said Purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized' to accept, budget, allocate, and
appropriate the Grant Funds to be utilized for the Purpose stated herein.
Section 3. The new Capital Fund Project Number 40-13223802 is established, and the
Grant Funds are appropriated as described in Attachment "A," attached and incorporated
herein.
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including but not limited to, amendments, extensions, renewals, and
modifications, all in forms acceptable to the City Attorney, for the acceptance of the Grant
Funds, administration, implementation, and compliance with all applicable laws, rules, and
regulations, for said Purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
