Resolution 82-462, adopted 'lay 27, 1982 by the City Commission, upheld on
appeal the Zoning Board's granting of a Conditional Use to allow a Community
Based Residential Facility at 3175 Jackson Avenue subject to conditions
which include a six-month report and one-year review.
The attached report from Gloria Simmons, the Program Director for Crisis
Nursery, is submitted for your consideration.

At its !'ay 27th rreeting, the City Commission passed
a resolution upholding the granting of a conditional use
to the Parent Resource Center of [lade County, Inc. This
condi-iinal use permits the operation of a co-runity-based
residential facility at 3175 JacF-son Avenue, Coconut Grove,
Florida.
The final resolution requires a report to �e made to
the City Co!.,n,ission after six months of operations.
The rminutes of the meeting reflect that the responsibility
for this report was given to me by .I•'ayor Ferre.
Enclosed is a t•rritten report of the agency's operations
since the granting of the conditional use.

There are several specific limitations and directives addressed
in the final resolution. Each of these to be addressed separately,
Resident Staff:
The center continues to be operated by staff on rotating shifts.
The program does not utilize house parents. Two child care workers per
eight hour shift are employed to supervise and care for the children in
residence.
Expansion -of Program:
The program continues to serve a maximum of six children ages 0-6.
ParE:inq and Traffic Flow:
Client intake continues to he controlled by telephone confirmation
before cc-,ing to the nursery. Since the resolution provides for a
raxirum of six children and program policy allows a maxirium stay of
seven days, there is no constant traffic flout.
There are only four staff persons t:ho drive and sore are on alternat-
ing shifts. This helEs to alleviate the need for more parking spaces than
are av'ilable to us, 11t this point in tirle, .the existence of the nursery
has not created any traffic connestion or inc'J"lenience to adjacent neighbors.
Every effort has been r•ade to resErct the property riuhts of adjacent
neighbors.
Sanitation:
All c;arbage and trash is adequately bagged and sealed in cans. Ve have
experience no complaints frori neighbors, the landlord or the sanitation
departulent.
Noise Level:
Noise is buffered by the use of central air-conditioning and fencing.
Director's Cw..:r,ents:

granting of conditional use of our present program site, I have found the

An open line of cor7unication has been established between the land-
lord, neighbors and Program Director. I have assured the--,i that if any
concerns develop, I will act upon the,-,i without hesitation.
At this point, I could not ask for a more tranquil co -existence.

WHEREAS, the City of Miami Zoning Board at its meeting of
April 19, 1982, Item No. 6, following an advertised hearing, adopted
Resolution No. ZB 61-82 by a 6 to 1 vote GRANTING A CONDITIONAL
USE to permit a community based residential facility, as herein-
after set forth; and
WHEREAS, objectors have taken an appeal to the City Com-
mission, and
WHEREAS, notwithstanding the objections of these citizens,
the City Commission, after careful consideration and due de-
liberation of this matter, has determined that the CONDITIONAL
USE requested meets all the City's requirements for said use;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF 0111AMI, FLORIDA:
Section 1. The Conditional Use, as listed in Ordinance No.
6871, Article IV, Section 43, to permit the operation of a com-
munity based residential facility for a maximum of six children
with no resident staff (only shift staff) on South 80.48' of Lots
34 and 35; Block 4; jAc1'S0,,, PEACOCK (3-18); being 3175 Jackson
Avenue, per plan on file, meeting all the criteria
