Final Action Date:
A RESOLUTION OF THE MIAMI CITY COMMISSION AGREEING TO SPONSOR THE
CITY OF MIAMI'S FIRST ANNUAL MIAMI RIVER HOLIDAY BOAT PARADE TO BE
HELD IN DECEMBER 2023 ALONG THE MIAMI RIVER.
WHEREAS, the Miami River is an integral part of our local community and touches four
of the five Commission Districts as it winds its way through the City of Miami ("City"); and
WHEREAS, this year, the inaugural voyage of the Miami River Holiday Boat Parade
("Event") is set to take place during the month of December; and
WHEREAS, many communities in Florida celebrate the holiday season with boat
parades on their waterways which brings out the local community not only to watch but to
participate; and
WHEREAS, sponsorship by the City will allow the Event to receive certain benefits
pursuant to the Code of the City of Miami, Florida, as amended ("City Code"); and
WHEREAS, the Event may use City Seal pursuant to Section 1-16 of the City Code as
part of Event activities; and
WHEREAS, the City Commission is committed to being a sponsor of this Event as it is a
new way to bring all our communities together during the holiday season;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City shall be a Sponsor of the Event and the Event shall have the
authority to use the City Seal pursuant to Section 1-16 of the City Code for Event activities.
Section 3. This Resolution shall become effective immediately upon its adoption.

SATURDAY, DECEMBER 9 • 8-9 P.M.
Forty vessels festively decorated
for the holidays will parade five miles,
from the Tamiami Canal to Biscayne Bay.
The reflection from the bright colorful holiday lights
off the surface of the water will beautifully illuminate
the Miami River.
Residents and tourists will be able to view the free
Miami River Holiday Boat Parade along several miles of
public Riverwalk, Miami Circle Park, Jose Marti Park,
Lummus Park, Spring Garden Point Park, Sewell Park,
Curtis Park, Bayfront Park and Maurice A. Ferre Park.
Please join us in this special and memorable holiday
celebration for the entire community by sponsoring the
Inaugural Miami River Holiday Boat Parade,

Miami River Commission's (MRC.) Holiday Boat Parade Subcommittee convened a public
meeting on May 15, 2023, Curtis Park Community Center, 1901 NW 24 Ave. The sign in sheet
is attached.
Attendees discussed the Miami River Holiday Boat Parade on the Miami River, December 9,
estimated 6:30 - 9 PM, a line of 40 vessels x 45 feet max each = 1,800 feet. 200 feet between
each vessel x 23 gaps = 4,600 feet. Grand total = 6,400 feet navigates at idle no wake speed
from Brickell Bridge to Tamiami Canal and back. An estimated I5 boats will require openings
on taller bridges, while 25 boats will slip beneath without an opening. All boats in parade, plus
marine patrol boats, will monitor Radio Channel 9 and all trade cell phone #'s. The line will

I. Status of USCG Permit — Brett Bibeau, Managing Director, Miami River
Commission, presented a May 10 email from the USCG acknowledging receipt of the
subject "Marine Event" permit application.
II. Status of FDOT Permit — Mr. Bibeau presented a draft letter which the City of
Miami is required to sign and must be included when the subject "Special Event"
permit application is submitted.
lll. Status of Miami -Dade County Public Works Permit — Sandra, Miami -
Dade County Public Works, stated they will not require a separate permit for their
Bridge openings, rather will accept the USCG permit which was previously applied
for.
IV. Status of DERM Permit — Spencer Crowley stated Miami -Dade County DERM
does not have the legal authority to regulate nor require a permit for the subject
Miami River Holiday Boat Parade.
V. Discussion Regarding City of :Miami Police Department
Participation — City of Miami Marine Patrol LT Tameron and SGT Kostowic
stated the City will provide a marine patrol vessel in the front and back of the parade.

Vi. Discussion Regarding City of Miami Fire Department Participation —
Joe Marrowitz, City of Miami Fire Department, state the City will provide the Fire
Boat for the parade.
VII. Discussion Regarding City of Miami Parks Department Participation
— German Mata, City of Miami Parks Department, attended the MRC Holiday Boat
Parade Subcommittee's March and April public meetings, but was unable to attend
the May meeting. Coordination and communication will continue with the Parks
Department.
VilI. Status of DDA Sponsorship — Attendees thanked the DDA for including a
$10,000 sponsorship for the Holiday Boat Parade in their draft Budget to be voted on
by the City Commission in September and if approved would become available in
October 2023.
Ix. Status of Miami -Dade County Community Grant (CG) Application —
Mr. Bibeau stated the MRC was awarded a CG grant for Riverday in 2023, therefore
isn't eligible to apply again for the Holiday Boat Parade. Therefore, he thanked the
Friends of the Underline whom agreed to submit the $10,000 competitive grant
application and he will assist with the paperwork.

X11I. Status of Miami River Shipping Terminals Not Navigating Miami
River on 12/9, from 6-10 PM — On April 26 Mark Bailey, Miami River Marine
Group, emailed the Miami River's international shipping terminals regarding the
planned Holiday Boat Parade. As of May 10, he had not received any objections to
shipping vessels not navigating the Miami River during the Parade.
Xlv. Findings of Logistical Boat Ride Conducted May 3, 2023 — Mr Bibeau
thanked Mike Simpson, Sightseeing Tours Management, for providing a logistical
boat ride on the Miami River on May 3. While traveling idle no wake speed (6 knots)
times were recorded at all bridges. It essentially takes 1 hour in each direction.
Xvo Update on Meeting With City of Miami Communications Director
Kenya - On May 8, 2023 Mercedes Rodriguez and Brett Bibeau had a positive
preliminary meeting with City of Miami Communications Director Kenya, whom was
very supportive of the Miami River Holiday Boat Parade.
Xvl. Update on Meeting with Rolando Aedo, Greater Miami Convention
and Visitors Bureau - Mercedes Rodriguez and Brett Bibeau had a positive
meeting with Rolando Aedo, GMCVB, whom kindly offered GMCVB graphic
designer assistance to beautify the Parade summary authored by Mr Bibeau. In
addition, Mr Aedo kindly offered assistance from GMCVB staffer Matt Ratner,
whom works on Sports and Entertainment.
XVII. New Business — The next Miami River Holiday Boat Parade subcommittee's
public meeting will be held June 12 at l PM.

Miami River Commission's (MRC) Holidav Boat Parade Subcommittee convened a public
meeting on March 13, 2023, Curtis Park Community Center. 1901 NV 24 Ave. The sign in sheet

1) Review Potentially Required Permits
Attendees discussed the following potentially required permits for a Holiday Boat Parade on the
Miami River, December 9, estimated 6:30 - 9 PM, a line of 40 vessels x 45 feet max each =
1,800 feet. 200 feet between each vessel x 23 gaps = 4,600 feet. Grand total = 6,400 feet
navigates at idle no wake speed from Brickell Bridge to Tamiami Canal and back. An estimated
15 boats will require openings on taller bridges, while 25 boats will slip beneath without an
opening. All boats in parade, plus marine patrol boats, will monitor Radio Channel 9 and all
trade cell phone 4's. The line will proceed from east to west before it gets dark, and then when it
is dark the parade starts as the boats return from west to east, ending at the confluence of the
Miami River and Biscayne Bay with a potential fireworks or drone display. All vessels will be
required to indemnify the City, MRC, etc and provide Certificates of Insurance coinsuring the
City, MRC, etc.
City of Miami Marine Patrol — Oriel Tameron stated Marine Patrol will be needed in front and
at the end of the moving parade, which will proceed at idle no wake speed.
Miami -Dade County, DERM — McKee Gray, Chief of Natural Resources Division, Department
of Regulatory and Economic Resources Division of Environmental Resources Management
(DERM), stated they will require an Expedited .Administrative Authorization (EAA), which has a
$250 fee. DERM will require marine patrol, idle no wake speed, captains contact info similar to
boat shove, but will not require manatee spotters.
United States Coast Guard — LT Ben Adrien stated he will entail a link from the Homeport
website to submit a "Marine Event Permit" application online.
FDOT — Will attend the next monthly Holiday Boat Parade Subcommittee public meeting.
11) New Business
Mercedes Rodriguez stated she and MRC Director Bibeau are scheduling a meeting with Rolando
Aedo, Greater Miami Convention and Visitors Bureau (GMCVB), to ask for their leadership and
sponsorship of the Holiday Boat Parade.
The next Holidav Boat Parade subcommittee public meeting was scheduled for April 17, 1 PM,
Curtis Park Community Center, 1901 NW 24 Ave.

Pablo Orozco, Savrabh Raka and Jinvarn Lu, represented the Florida Department of Transportation
(FDOT), which owns and operates the Brickell, 1 ST, Flagler, 5 ST, 12 Ave and 27 Ave Bridges
over the Miami River. The FDOT representatives stated they will provide a FDOT District Six
Permits Office Special Event Permit Application form which will need to be completed and
submitted to FDOT for consideration. FDOT noted the turn around location is just west of the 27
.Ave Bridge, therefore the estimated 15 boats requiring an opening for this bridge will pass through
twice before the bridge is able to close, creating a concerningly long opening. Therefore, everyone
agreed to a compromise of having the estimated 25 vessels which do not require 27 Ave Bridge to
open will navigate beneath the bridge and turn around west of 27 Ave, while the estimated 15
larger vessels will turn around just east of the bridge so that the Holiday Boat Parade will not
require an opening of the 27 Ave Bridge. .Attendees noted the 5 ST Bridge has a low vertical
clearance, therefore 35 of the boats are estimated to require an opening which would require an
estimated 25 minute opening which may require police assistance Attendees stated they need to
communicate with Miami -Dade County_ regarding their Miami River bridges which are S Miami
Ave, 2 Ave, 17 Ave and 22 Ave.
11) New Business
Mercedes Rodriguez stated she and MRC Director Bibeau have a meeting scheduled with Rolando
Aedo, Greater Miami Convention and Visitors Bureau (GMCVB), on April 25 to ask for the
GMCVB's leadership and sponsorship of the Holiday Boat Parade.
The next Holiday Boat Parade subcommittee public meeting will be the regularly scheduled flirst

My name is Vicki Lopez and I serve as the Florida State Representative for District 113 in
Miami, FL. I also serve as an honorary member of the Miami River Commission.
It is with great pleasure that I am able to provide this letter in support of the proposed City of
Miami's 1st Annual Miami River Holiday Boat Parade. It anticipates that 40 vessels, decorated
for the holidays, will parade five miles, from the Tamiami Canal to Biscayne Bay.
The reflection from the bright colorful holiday lights off the surface of the water will beautifully
illuminate the Miami River. Residents and tourists will be able to view the free Miami River Holiday
Boat Parade along the miles of public areas such as the Riverwalk, Miami Circle Park, Jose Marti
Park, Lummus Park, Point Park, Sewell Park, Curtis Park, and Bayfront Park.
In addition, the Miami River Holiday Boat Parade will be viewed from the Miami River's world
class restaurants such as Kiki, Seaspice, Casablanca, Garcia's, El Cielo, II Gabbiano, American
Social, and River Landing, as well as from area hotels including the Epic, the W, Mandarin
Oriental, Hyatt, Comfort Inn and Suites, and River Inn Miami.
The City of Miami's Miami River Holiday Boat Parade will showcase the ongoing revitalization of
the Miami River, featuring new residential developments and restaurants, which are currently

under construction, new and improved public parks and public riverwalks, marinas, and marine
industrial businesses.
The Parade will feature a climactic ending at the mouth of Miami River with two professional
fireworks displays at Lummus Park and the mouth of the Miami River.
One only has to look at the 2019 economic impact of $51,438,341 the Seminole Hard Rock
Winterfest Boat Parade in Fort Lauderdale has made to Broward County to understand why the
Miami boat parade agenda item should be unanimously approved and supported by the City
Commission.
I greatly appreciate the enthusiasm of the Miami River Commission and their staff for their
willingness to take on this great event. I urge the City Commission to move forward in their
support of the proposed City of Miami's 11 Annual Miami River Holiday Boat Parade.
