HomeMy WebLinkAboutR-82-1141J-82-I47 *� RESOLUTION NO. r A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS IN SUBSTANTIALLY THE SAME FORM ATTACHED HERETO WITH THE SCHOOL BOARD OF DADE COUNTY, FLORIDA, FOR THE PUR- POSE OF PROVIDING VOCATIONAL JOB TRAINING SERVICES AT PUBLIC SCHOOLS FOR THE CITY OF MIAMI'S COMPREHENSIVE JOB TRAINING PROGRAM PARTICIPANTS IN AN AMOUNT NOT TO EXCEED THIRTY FOUR THOUSAND FOUR HUNDRED DOLLARS ($34,400) WITH FUNDS THEREFOR ALLOCATED FROM THE CITY OF MIAMI'S CETA FUNDS. WHEREAS, the City Commission adopted Resolution No. 82-939 on October 14, 1982, authorizing the City Manager to enter into agree- ments with the South Florida Employment and Training Consortium to operate federally funded job training programs during Fiscal Year 1983; and WHEREAS, the City Commission adopted Ordinance No. on December 9, 1982 establishing a Trust and Agency Fund entitled "Comprehensive Job Training Program - F.Y.'83;" and WHEREAS, vocational job training is necessary to place these participants in unsubsidized employment; and WHEREAS, the City's Department of Human Resources is implement- ing a Comprehensive Job Training Program to serve approximately four hundred (400) participants in a variety of vocational skills; and WHEREAS, the City of Miami wishes to operate this program in a cost-effective manner as mandated by the South Florida Employment and Training Consortium; and WHEREAS, the School Board of Dade County, Florida provides voca- tional training at a nominal cost; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute agree- ments in substantially the form attached hereto with the School Board of Dade County, Plorida, for •,ocational skills training services to be provided at I.ublic schools for the City of Miami's Comprehensive Job Training Program participants, with funds therefor in an amount not to exceed thirty four thousand four hundred dollars ($34,400) hereby al- located from City of Miami CETA funds. aff COMMISSION MEETING OF DEC 9 1982 L 9- Kamm no:.'.'�...IL.&;z- ........................" The City Manager is hereby authorized to transfer funds among and between public schools without exceeding the thirty four thousand four hundred dollars ($34,400) hereby allocated. REFERENCES EN'CL05LRES It is recommended that the City Commission adopt a Resolution to authorize the City Manager to execute agreements with the Dade County School Board for vocational training to be provided to the City's Com- prehensive Job Training Program (CETA) participants per the attached Resolution. The City of Miami is operating a Comprehensive Job Training Program for the current fiscal year under a contract with the South Florida Employment and Training Consortium. The Consortium is requiring cost-effective program designs in order to maximize the number of individuals who will be served. The Comprehensive Job Training Program will serve approximately 400 City residents by enrolling participants in training at no tuition cost to the program or nominal cost only. Specifically, the Dade County School Board will provide Remedial Education and English (ESOL) classes free of charge, and Garces Commercial College will provide vocational train- ing at no charge to the program or the participants. Garces will use federal educational grants to cover their instructional costs. In addition, the City Commission has already authorized an agreement with the James E. Scott Community Association (JESCA) under this pro- gram. JESCA will provide training for 50-60 participants to gain com- petency as Data Entry Clerks. Participants who need vocational job training not available at Garces or JESCA will be enrolled at one of the School Board's Skills Centers at the lowest cost available. This will also be necessary because Garces is not conveniently located for N.W. area residents and JESCA is not conveniently accessible to S.W. area residents. The attached Resolution would authorize agreements with School Board for vocational training. The cost for each will be $84 per trimester.
