Advisory Board
Appointment of Members
The attached Resolution formalizes a motion made earlier
today approving the appointment of nine members to the
Citywide Community Development Advisory Board. (Motion
32-1131)
The title of the Resolution (#82-560, June 17, 1982)
creating the present Board referred to a 21-member
Board; however, only 20 members were provided for in
that Resolution. Accordingly, vie will. prepare a resolution
for consideration at the next meeting to provide that a
representative of the Garment District he appointed by
the City Commission. Upon adoption of that new resolution,
the following vacancies will then exist to be filled by
Citv Commission appointment:
1. A representative of a local banking or financial
institution
2. A local developer
3. A representative, from the Garment llistrict

ENCLOSURES
On June 17, 1982, the City Commission created a 21-member city-wide
Community Development Advisory Board to be comprised of elected
and appointed representatives as follows:
- 2 representatives from each target area; one to be elected
by the neighborhood; one to be appointed by the City
Commission (residents; property and/or business owners)
- a local developer to be appointed by the City C,pmmission -
- a representative from the Garment District, to be appointed
by the City Commission
- a representative of a bank or financial institution, to be
appointed by the City Commission
- a representative of a major corporation, to be appointed
by the City Commission
- a representative of the Park West Civic Association elected
by the Association
During the past two months, each area, with the exception of Model
City, has elected their representative to the city-wide Board.
They are as follows:
Allapattah - Mariano Cruz, resident.
Coconut Grove - Frankie Rolle, resident.
Downtown - Stewart Merkin, business owner.
Edison Little River - Bette Graham, resident.
Little Havana - Evaristo Marina, business and property owner.
Model City - this area has not elected a representative but
staff has encouraged them to do so. If a repre-
sentative is not elected prior to the time

Commission appointments are made, staff will
recommend that both representatives from this
area be appointed by the City Commission.
Overtown - James Hunt, Principal of Booker T. Washington Jr.
High.
Wynwood - Dorothy Quintana, resident.
We have requested that the Park West Civic Association elect their
representative to the Board at their next meeting.
There are twelve vacancies that require Commission appointment. Staff
has provided names for consideration, however, this is not intended
to preclude other candidates. The vacancies are as follows:
1) Representative from Alla attah: Staff recommends that the
Commission consider Art Cas on, anglo resident, for the
appointment. Mr. Cashon has been active in the Community
Development process during the past few years.
2) Representative from Coconut Grove: The community has requested
that the City Commission consider Fredericka Brown, resident,
as the appointee (resume attached). Staff supports this recom-
endation.
3) Representative from Downtown: Kim Porter, Associate Dean,
Miami Dade Community College, New World Campus, has requested
that the Commission consider him as the appointee (resume
attached). Staff recommends Mr. Porter.
4) Representative from Edison Little River: The Haitian community
has requested that the City Commission appoint a Haitian to the
Board. H.A.C.A.D. has recommended that Jacques Despinosse,
Director of H.A.V.E. Center, be appointed. Mr. Sandy Hall and
Frederick Steward, residents, have submitted their names for
consideration.
Staff supports the recommendation of H.A.C.A.D.
5) Representative from Little Havana: Staff recommends the City
NEW Commission consider Oscar Pedraja, resident, for the appointment.
6) Representative from Model City: Staff recommends that the City
Commission consider Marie Brown, resident and past member of
the Community Development Board,for the appointment.

7) Representative from Overtown: Staff recommends that Walter
Rolle, resident and property owner, be considered for the
appointment. Mr. Rolle has been active in the Community
Development process.
8) Representative from Wynwood: Jorge T. B. Fernando Frias,
resident, was recommended as the appointee (resume attached).
Staff recommends that the City Commission consider Frank
Gerrits, owner of Gerrits Edward J. Inc., a large construc-
tion firm in Wynwood, for the appointment.
9) Representative of a bank or financial institution: Staff
recommends that Doug Witney, Amerifirst Bank Major Loan
Department) be considered for appointment.
10) Representative from the Garment District: Staff recommends
that Al Elias, owner of Kane's of Miami, 350 N.W. 24th Street,
be considered for the appointment.
11) A Local Developer: Staff recommends that Ted Weitzel be _
considered for the appointment.
12) Representative of a Major Corporation: Southern Bell and
Eastern Airlines will be willing to participate on the
Board. Additionally, Isidoro Rodriguez, owner of National
Food and National Wholesale, Inc.,would be willing to serve, -
if appointed. Staff would recommend any of the three.
We would like to request that the City Commission make their appoint-
ments to the Board at the November City Commission meeting so that
we can begin the Community Development planning process in December.
Attached are the resumes of the individuals requesting to be consid-
ered for appointment by the City Commission.

To the best of our knowledge, the newly -created city-wide Community
Development Advisory Board, which includes the Edison/Little River
neighborhood, does not have a Haitian representative. We feel it is
of the utmost importance that this section of the community be repre-
sented on this Board.
To this effect, we herein request that you appoint Mr. Jacques Despinosse
of the Haitian American Voters Education Center as the Edison/Little
River community's representative. Mr. Despinosse has been a community
activist for many years. He can effectively represent the views of the
Haitian community. Complementing this, he has established effective
linkages with other ethnic groups in the area through his voters regis-
tration drive. He would serve as a catalyst to promote harmonious
development and provide parity in political representation.
We are confident that Mr. Despinosse will perform within the guidelines
